Introduction from the Chairman and CEO
The past year ha5 been one of significant growth and reflection for Horpenden Mencop. As we look back on
the period ending 315t March 2025, our commitment to providing quality support and housing for people wtth
learning disabilities in Harpenden has remained at the heart of everything we do.
The closure of Stairways, our organisation's long-standing hub, in Morch 2025 was a difficult, but necessory
decision ctfter almost 50 yeors of service, os the building'5 age ond constroints could no longer be overlooked.
Transltioning to our seven new homes in Batford. Harpenden. leased from St Albans City and District Council,
hos provided the modem, sustoinable accommodation our communtty desperately needed, and it is
heortèning to see everyone thriving in this newly established neighbourhood.
This opportunity hos enobled us to work with an architect and housing association on a new building, which
we believe will offer essential occommodation and ensure our charity's sustainability as we approach our 70th
onniversary in 2029. By revitalising StOiTways, we reoffim our commitment to providing inclusive support and
o welcoming environment for all in our communty.
Thi5 year has biought financiol challenges, including tTan5ition and maintenance costs, multi-site operotions,
and limited fijnding. With a new Head of Fundraising and support from donors ond grants, we are optimistic
about expanding our capobillties in the coming year.
We oppreciate the hard work and dedicotion of our stoff, volunteers, and trustees. Thonks to their dedicotion
and professionalism, we have been able to consistently deliver hlgh-quality services and create positive
outcomes for everyone we supporL

Structure
Thecharity has Executive Committee (Board) which can haveup to 12 rnembers.TheCommittee meets
monthly und is responsible for the strategy ond direction of the charity. The members of the Executlve
Cofflmittee ore Directors of the Company and Trustees of the ChorffLy.
The Executive Committee hos overoll control of the charity. It is responsible for the day-trtrday activities
of the charity, although this may be delegoted. In addition to the strotegic input. Commtttee members
support compoigning, publiclty ond other uelNities. All membets of the commliees give their time
voluntorily and generolly r£reive no benefits from the charity other thon the StKldentol benellts of bein9
cbser to the core being offered to some of t￿11 family members.

the community. Th￿ has been extremely positive for both our tenonts our staff. During the yeor
ahead. we orè looking forward tD opening our new Staff Pod in 8atford to provide clvser on-site supwrt to
the tenonts whiL8t 0Slowing increosing independence.
Ou¥ sociol oclivtties ond community engogernent began to grow significontly during the end of the yeor,
providing additionol support to odults with leorning disobilitie5 from the areo. 3ritonnio Club and the
Ailottnent Club hove grown significontly with on octive group of users ond an increasing number of
volunteers.

Although our fundroi5ing remained much reduced throughout the majorf£y of the yeorwe suc￿$SFullY
retruitèd o Heod of Fundroi5ing who started in January 2025 providing our mu¢h needed investment in
this areo. A Fundraising Group hos been established recruiting odditionol volunteers and we are already
seeing growth in our voluntary income os u result.
We were ertremely fortunate to receive a mtsjor gift in March 2025 of £23Dk to ￿PpOrt the fij￿re
reprovlsion of Stalrwoy$ 0$ well os an £85k grttnt from HertfOrds￿re County Council towords the costs of
building our Staff Pod in BatFord. Addltionol funding through gronts und twsts ore expected in year

Wiihout o dedicoted fundraiser for most of the year. we have not been able to Fund many activities beyond whot is funded from
the locol outhority. This hos been addr￿sed with Ihe appointment of OUT Hèod of Fundroising Tn Jonuory ond the year aheod will
see the development of our ￿ndraisIng stèérlng group to address this shortfoll.
