Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts in accordance with the
Charities Act 2011 (“the Act”).
The charity’s trustees consider that an audit is not required for this year under section 144 of the Act and that an independent examination is needed.
It is my responsibility to: * examine the accounts under section 145 of the Charities Act, ‘ to follow the applicable Directions given by the Charity Commission (under section 145(5)(b) of the Act); and - to state whether particular matters have come to my attention
Basis of independent examiner’s statement
My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair view and the report is limited to those matters set out in the statement below.
Independent examiner's statement
- In connection with my examination, no material matters have come to my attention which gives me cause to believe that in, any material respect: ‘ the accounting records were not kept in accordance with section 130 of the Charities Act; or - the accounts did not accord with the accounting records; or - the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Portreath Surf Life Saving Club Annual 62"4 Annual General Meeting

Minutes of the 2019 AGM: The minutes had been circulated to all members and accepted as a true account.
Chairman’s report: David Green welcomed everyone to the 62" AGM of Portreath SLSC and the 1% to be conducted on Zoom. The last 12 months have been an interesting but successful year for the club, which | cannot claim credit for but thank Jack Johns and the rest of the committee for stepping up and thanks to all the club coaches and everyone who helped with training.
Patrols — We had already planned Patrols starting Easter 2020 and then found out that the RNLI would not be patrolling Portreath Beach for the foreseeable future so we carried on until the RNLI came on board in July. A big thankyou to Paul Skinner for organising this, the Patrol Captains and all the members who patrolled and helped out as Beach Wardens. A great effort was put in by all the Coaches and Lifeguards who did really well working within the guidelines. A big thankyou also to all the members who continued to pay their membership fees and support the club. Thank you to Susan Bray, treasurer, for chasing all the grants and funding available as there were no events and no fundraising throughout 2020. Lifeguard training continued and members kept up with their qualifications with a big help from our club trainer Steve Bowens. It will be important this coming season to establish Clubnight, which is for everyone and needs to be more leisure, social, guest activities and encouraging all members to join in. There will still be all the age group training sessions. We will be getting the container in place , installing a new boiler and hopefully will be able to get the club fully opened again. Danny is getting me involved in Nippers this year which | am really pleased to do.
Club Captains Report — Paul Skinner.
As we all know the last year has been challenging to say the least with our activities being restricted in the first few months of 2020. With our members gathering momentum for the coming surf lifesaving competitions, 2020 promised to be another fantastic year on the beach and in the sea. With the club unable to continue with its usual activities, we continued to look ahead and adapt to the changing situation. As members had already undertaken training for the role of beach warden for the coming season of 2020, the committee decided that we should run the beach patrols in the Spring to provide observational patrols to help support the local community. Our members stepped up to the task providing information to the public. The Patrols have proved extremely effective with many interactions with the local community. When we were eventually able to start planning for getting back on the beach the army of volunteers again stepped up to provide coaching and water safety. It goes without saying that without this fantastic commitment by our members that this would not be possible. With training having to operate in bubbles, this also provided its own challenges to our head coaches of the
Nippers, Youth, Seniors and Masters, as more volunteers were needed. The summer passed with a great deal of much needed fun being had!
Even though our fantastic club house has been mostly empty throughout 2020 your committee has been working hard behind the scenes to ensure that the day to day running of the club house is kept up to date. There is a great deal of work to be done to keep the club house running to ensure that when we return it will be ready to go.
With the summer of 2021 fast approaching we have already started planning for getting back on the beach. Starting in the familiar bubbles and then hopefully moving on to a more normal June! Thanks goes out to all our hard-working volunteers for without you we would not be able to operate. | am happy that George is stepping up to the Club Captains role this year. Here’s to a fun-filled and more normal Summer! David thanked Paul for all his hard work.
Treasurer Report — Susan Bray.
I am pleased to present the Treasurers Report for the financial year ended 30% September 2020.
As you will see from the first page, there is a substantial net increase over the year in the club’s bank balances of £11,312.92 with the club ending the financial year with £38,792.59 in the bank.
Due to Covid-19, I have applied for several grants on behalf of the club and have been successful in securing grants from Cornwall County Council, Sport England, Cornwall Community Foundation and the PIC. These, along with other donations as listed on page 3 of the accounts have contributed a total of £15,192.29 being paid to the club bank account.
These grants and donations have meant that the club has been able to purchase a significant amount of equipment which allowed training sessions to run during the summer, beach patrolling to take place and some courses to be held. This is despite the club not being able to fund raise or hire out the clubhouse. These purchases have also put the club in a good position for the future.
The items purchased include sanitiser and dispensers, a defibrillator, Paramedic bag, Ruth Lee manikin, patrol uniforms and binoculars.
Many aspects of the club’s finances have been affected by Covid-19. The utility bills for the clubhouse show a decrease of £1,233.40, mainly due to reduced water consumption due to having to be closed.
Income from hiring the clubhouse has obviously decreased along with income from competitions and fund raising.
Pool swimming show a small loss but I have recently received further funds which do not show in these accounts. Hopefully in future years we will not have this situation as we are looking to collect all swimming fees via the ‘cloud’.
Subscriptions and rack fees show a decrease due to the club only collecting 10 months of membership to enable the membership year to be moved to start in October 2020 for continuity of the SLSGB insurance.
These accounts show a decrease in repairs and maintenance to the clubhouse compared to the previous year although there is now work taking place to refurbish the deck/balcony.
The RNLI have paid £1000 to the club for use of their room but there is £1,950.20 outstanding from them for their share of utilities.
The committee has decided that the club should now hold a reserve of £10,000 in a separate bank account to cover unforeseen expenses.
All of the breakdowns relating to the notes are on the last two pages and should be self explanatory.
This concludes my report for the year 2019/2020.
Susan Jago queried the phone bill, commented it seemed high. Susan reported that we now had a new contract so will be keeping check on it this year. The financial report was accepted and David thanked Susan for all her work.

All the positions as nominated were confirmed and members as listed co-opted, it is
important that we have a second Safeguarding Officer to work with Rachael.
Changes to the Club Constitution: The Constitution has been updated by the
Secretary in line with current recommendations. The Club Rules are now in a separate
document as they do not have to be voted on at the AGM.

Membership Fees:
The structure of the membership fees has been revised with the date due changed to October to ensure all active members are insured in January to start training. Due to Covid restrictions causing a decrease in club activities it was agreed to adjust the pool swimming fees in October 2021 to thank members for renewing their membership promptly for 2021.

Nomination for Life Membership: There was one nomination for Life membership, Danny Marsh, who has been active in the club for at least 30 years and involved in many different positions. This is very well deserved, and the Chairman thanked Danny for all the effort he has put into the Club. Danny has warned the Club that this will be his last year as Nipper Manager !!!!!
President: We still need to invite a President to this Honorary position, we need to set out a criteria and discus at the next committee meeting.
AOB: Susan Jago talked about the popularity of the Bluetits on Portreath Beach this winter — a group of ladies enjoying swimming in the sea everyday during the winter. There is a lack of surf awareness among some of them and Perranporth SLSC hosted a webinar on cold water swimming which was very successful. Susan hoped the club might be able to do something like this, possibly as a fund raiser. We will look into doing a practical session for up to 30 people, Steve Bowens would support this and we could invite Mike Tipton to give an input ( as he is almost a resident of Portreath now) we could also get the Lifeguards involved. We will check out the SLSGB guidance and get something together.
Jack Johns said the club is able to go ahead with the level 1 patrols again, David asked Paul if he could sort out patrols for the Easter weekend and early May bank holiday, lifeguards will be back on Portreath beach for the late May bank holiday.
Emma Phillips reported on the National Sport Commission, it has been agreed to cancel the Age Group Nationals at Bournemouth this summer and concentrate on region events, possibly running Twilights again to get everyone back into competitions, the max Hocking event for nippers will go ahead at Hayle and hopefully a Surf Life Saving Festival for 15+ at Perranporth 18/19th September — an Individual and Team Fun event with no limit on entries.
The surf boats are coming back to the beach for the summer they can be moved with the digger when the work starts.
We have some members wishing to do Trainer/assessor and First Responder Courses, Nigel would like to run them at Portreath as the room is more suitable.
Steve Bowen is still running Lifeguard courses and First Aid, he has the permissions in place, there will also be a Lifeguard update.
Steve Farnell said they were looking to start youth Training on Saturday afternoon as their should be enough coaches and water cover.
Jack Johns congratulated Piran Phillips for the work he has being doing with the youth members — helping out with the Graduate Lifeguards and running Zoom fitness sessions.
