OUR VISION
As Scouts, we believe in preparing young people with skills for life. We encourage our young people to do more, learn more and be more. Each week, we give young people the opportunity to enjoy fun and adventure while developing the skills they need to succeed, now and in the future.
We are talking about teamwork, leadership, and resilience – skills that have helped Scouts become everything from teachers and social workers to astronauts and Olympians. We believe in bringing people together.
We celebrate diversity and stand against intolerance, always. We are part of a worldwide movement, creating stronger communities and inspiring positive futures. We are preparing more young people with skills for life, supported by amazing Leaders delivering an inspiring programme.

DISTRICT COMMISSIONER’S REPORT
It does not seem long ago that I was writing the previous annual report and so much has happened in that time. It feels that we have returned to ‘normal’ with so very many activities taking place across Epsom and Ewell, being delivered by amazing adults and all uninterrupted for the first time in a couple of years.
In my previous report I highlighted an 11% increase of membership across the District and was proud to report that we had opened new sections. This year our increase was less but is still positive with a 4% increase. In our January census we returned a total of 1,147 young people – the highest figure that Epsom and Ewell has seen for over fifteen years! This year we have seen three new Sections opening with at least two more on the horizon. We are proud to have opened our first Squirrels’ Dray and our congratulations to the leadership team at 1[st] Cuddington for leading the way. I am hoping that other Groups will follow suit (and remember the concerns that were shared about Beaver Scouting when that was first suggested).
With many new building developments being planned across the District we will be looking at how we can increase our Groups in these areas to ensure all those who want to join the wonderful Scouting movement are able to do so.
Scouting has gone from strength to strength across all our Groups and the quality of programmes are second to none. Our adult volunteers have provided activities with flair, creativity and a mountain of imagination ensuring that Sections across all Groups have the best experience possible.
We are determined that magnificent activities should be at the centre of what we do and as a result we were lucky to have a visit from Joe Rogerson (CC) and Julia Kielstra (DCC) to deliver the Scout County programme roadshow to over sixty adults. This posed so many challenging questions about where our focus should be and the importance of the Group structures in which we work to make the programme progressive, and Scout driven.
We have seen some personnel changes to the District Leadership Team this year. David Shickle has stepped down from the role of Group Scout Leader (GSL) at 7[th]

Epsom after seven years and I thank him for his time there. They are now being looked after by their Chairman, Kevin Mead. At 2[nd] Epsom, our relaunching GSL, Vic Young has also handed over the reins. Without Vic, our newest Group would not have been possible. We are very fortunate that Amie Adkin-Pepper has transferred from her role of Deputy Group Scout Leader to taking on the Acting GSL role and under her leadership the Group is continuing to thrive.
After twenty fantastic years of service to 2[nd] Stoneleigh, Viv Frisby has also decided to take a step back from her role as Group Scout Leader (GSL). Viv was our second longest serving GSL in Epsom and Ewell and took over after a difficult few years at the Group and has been at the forefront of steering and stabilising the Group. Through Viv's leadership she has supported the growth of new sections and expanding the leader and support teams. All of this is alongside her role as a trustee and her weekly commitment in the District Scout Shop, a role she has carried out for nearly forty years! Viv has made it clear that she wants to continue within 2[nd] Stoneleigh and has kindly agreed to take on the role of Deputy Group Scout Leader, which is excellent news. We have also been fortunate to appoint Steph Howard as the new GSL. She will be an asset to the Group, and I am sure we will see it go from strength to strength in the coming year.
Another one of our excellent resources is our wonderful campsite Boidier Hurst. Colin Thomas has been the chairman of the management committee for twenty-three years and last year indicated that 2022 would be his final year as Chairman as he was moving to Cornwall. Under Colin’s leadership the site has seen many changes and improvements and is now one of the best Scout campsites in the country. Colin has been pivotal in the development of the site and ensuring that it is always there to meet the needs of the changing requirements of Scouting, D of E and other youth groups. To fill such big shoes and find a replacement for someone like Colin was always going to be tricky but we are incredibly fortunate to welcome Chris Rose who has taken on the role, and we wish him every success and he, of course, has our full support.

Terrific activities and opportunities, working alongside our programme means high membership, subsequently shiny new uniforms, and plenty of badges. All of these are supported by our excellent team at the Scout Shop. (See the back page for details.) The service that they provide to parents, leaders and ultimately the young people is second to none and is appreciated by all of us in Epsom and Ewell as well as further afield through both Scouting and Guiding.
Epsom and Ewell is firmly on the map but finally, my sincere and personal gratitude to every adult who plays any part in Scouting in Epsom and Ewell as, without them, we would not be as successful as we are. Whether you hold a role that requires a weekly commitment or one that is a bit more ‘behind the scenes’, I thank you on behalf of all the young people of the borough. The adult awards section (at the rear of this report just before the accounts) truly highlights what amazing and dedicated leaders we have!
I am looking forward to the challenges and opportunities that this coming year will bring and us walking this path together as the great team we are known to be!

APPOINTMENTS ADVISORY COMMITTEE REPORT
I am pleased to report that we have met on eight occasions since the last AGM and have welcomed twenty-four new adult volunteers to swell the ranks of the District leadership team.
We have met with adults with a wide range of life skills, vocational experience with young people and some with scouting backgrounds all taking on new leadership roles. Across the sections these have included six helping run Beaver Scout Colonies, eight with Cub Scout Packs, eight with Scout Troops, one Explorer Scout Unit leader and our first ever Squirrels Co-ordinator.
Without exception they came to the meetings with a clear understanding of their roles and responsibilities, excellent knowledge of policies and procedures and most impressively abundant enthusiasm for the new roles they were undertaking. This is clearly evidence of the support and guidance they had been provided with by their Group Scout Leaders, training advisors and the other leaders in their respective sections.
As many of you will be aware there is a large-scale Transformation programme underway within Scouting. One of the areas directly affected is the current appointments process and this is proposed to be redesigned into a “welcome conversation”. The following is a brief outline of the new process taken from the Transformation section on the Scout website.
“The new process will involve two existing volunteers meeting with the new volunteer. One will be working directly with the new volunteer such as member of the Group leadership team and the other will be from outside the volunteering opportunity e.g., someone from a Support Team or Section in a different group. The chat will normally happen in the usual meeting place of the new volunteer or by video call when suitable. This may involve watching the new volunteer having a go at their role. It should be informal, feel supportive and put the new volunteer at ease.”
There are several reasons cited for creating a warmer welcome including attracting new volunteers and keeping the ones we have but also because volunteers have provided feedback that they find the current welcome process off-putting.

The Scout Association have produced a Roadmap for Change for the Transformation of our Volunteer Experience. The Welcome Conversation changes I believe are scheduled for early 2024 although how this will be implemented in our District is, yet to be determined.
I am grateful to all the panel members who have participated in meetings over the last year for their contributions and support. Additionally, the committee could not function without the excellent marshalling of panel members and scheduling of meetings with new volunteers by our most efficient administrator, Robert Pallant. Thank you all.

Epsom and Ewell District Scout Council BOIDIER HURST SCOUT CAMPSITE
Boidier Hurst has seen some changes over the last year. Colin Thomas the longstanding Campsite Chairman, has retired and has moved down to deepest Devon where he is enjoying a well-earned rest. He has been replaced by Chris Rose, who had been on the Service Crew for over four years, having then retired from Highways England as the Dartford Crossing Operations Manager.
In the last year, we have seen a dramatic increase in use of the site, not only from our own groups, but also from Scout Groups outside our District, who want the type of camping our site offers. It has also become popular during the week with Duke of Edinburgh Scheme participants, being a lovely place to camp on the top of Box Hill during the expedition phase of their award. There have been over two hundred bookings this year already with some making it a Group camp and booking the whole site for two hundred and fifty people over the weekend, or just twenty doing some backwoods cooking on open fires for an evening. Already, we have bookings for 2024, so next year it seems that it is going to be as busy.
Having resolved our previous major electricity supply problems, the crew were happy to move on to one of our bigger projects, the replacement of the open, wind swept, Manly building porch, enclosing it, insulating it, and cladding it with wood harvested and milled from our own grounds. Other than a few minor tweaks, that has been completed, but due to the fact the building is virtually in use every week, those final finishing touches will have to wait until the closed season.
As well as major projects we are working hard to maintain the site and make sure we keep it up to a usable standard. Grass cutting takes five of us half a day to complete every two weeks, but regular mowing has given us other benefits, as well as some lovely camping sites our blue bell display this year was spectacular. A tidying up around our gate has made it easier for our visitors to find us.
Finally, in my first year as Chairman, a big thank you to all the committee members, wardens, keyholders and the service crew for all the work they put in to running the site and especially for answering all those questions I had about ‘how it all works’.

INTERNATIONAL SCOUTING REPORT
It has been great year with members of the District preparing for the WSJ and a county trip to Belgium.
In summer 2023 United Kingdom Scouts will attend the 25[th] World Scout Jamboree (WSJ). This event will take place in South Korea and is sure to be full of adventure. A World Scout Jamboree is a large camp run by the host country’s Scout Association, with the aim of fostering international friendship, peace, and learning.
As a District we are sending six young people to the WSJ. Months of training and lots of fundraising are both important parts of preparing the Scouts to go on such a big trip. The Scouts also design and receive kit as part of their adventure.

‘ I think the best parts of the kit are the parts we have all worked on together. There are some artistic people in our unit and their work being illustrated on our own kit has been amazing to see .’ - Sean Munro - Surrey Stags – Unit 71.
Twelve Scouts from the District have been preparing for a seven-day Surrey Scouts expedition to Belgium for 14 – 18-year-olds, this summer. The focus is on experiencing the local environment and culture of one our closest European neighbours. They will be staying at De Kluis Scout campsite in Belgium, which is situated on Wallonia and Flanders border. Flanders (Vlaanderen in Dutch) is the Dutch-speaking, northern part of Belgium between the North Sea and the Netherlands in the north and Wallonia and France in the south. This region has an immense historical and cultural wealth made visible through its buildings, works of art and historical sites.
Over the past months these scouts from across the county have been meeting and training for their trip. The expedition is shaped by its attendees, so they have been able to help determine the programme and activities.

Some of the Groups in the District also had other trips with an international flavour including,

1[st] Cuddington (Warspite) Sea Scouts who were visited at the end of April 2023 by 74 Dutch Sea Scouts and leaders for their 12[th] visit. The roots of the relationship go back over 35 years to the 2[nd] World War. Over the course of the week there was joint boating at the Water Activity Centre on the Thames; a hike down (and up) Box Hill with Scouts and Explorer Scouts, wide games, a joint disco and much more. https://www.youtube.com/watch?v=TfJObt7GRV0

8[th] /14[th] Epsom Air Scouts also had a fun trip to Jersey in the summer of 2022. There was lots of water sports, hiking and of course trips to the beach.

BEAVER SCOUT REPORT
The District Beaver Scout Team remains as last year - Michelle Davies and Martyn Holloway-Neville as District Beaver Scout Leaders have once again supported me and the District Team with ideas and on-hand support at our events.
Chief Scout’s Bronze Awards
Across the District, sixty-seven Chief Scout’s Bronze Awards have been earned! A massive well done to all these Beaver Scouts for their achievement. It is pleasing to see that we are back up to pre-pandemic levels of young people achieving the Award.
County Events
Bazzaz! - May 2022
What a wonderful day! The weather was excellent, the activities were fantastic and so much fun was had. Epsom and Ewell District took along 200 Beaver Scouts to this event and returned with very tired children. There were lots of inflatables to jump on, circus skills to try and various Scouting skill activities to have a go at. A big thank you to the District for helping subsidise the six coaches that took us there.
Beavers Go Wild - September 2022
3[rd] Epsom took part in Beavers Go Wild in September 2022. This one-night camping experience is a lovely event for the Beaver Scouts - although I am not sure exactly how much sleep happens! The Beaver Scouts who took part enjoyed making friends with other Beavers Scouts in Surrey. Lots of varied activities were on offer for them, and it was lovely finishing the day off with a campfire and bedtime story.
Reach for the Stars 2023
Many Beaver Scouts took the opportunity to join in with the online event back in February, Reach for the Stars, by completing the challenges and activities that were set during the day - including a night spent somewhere other than their own bed.
District Events
The Emergency Aid Day
We had two sessions for the Stage 1 Emergency Aid badge back in November. One Group attended the morning, and four Groups attended the afternoon session. This means that there is plenty of space for other Groups in the District to attend this event.

Overall, 66 Beaver Scouts from Epsom and Ewell were awarded their badge.
Swimming Gala
This was the second time that the Beaver Scouts were able to take part in the swimming gala. A total of 91 Beaver Scouts signed up to swim, across 19 different teams from almost every Colony in the District. It was noted that some Groups were down a lot of children on the day, so some children got a few extra races in to make up numbers.
The format was changed ever so slightly from last year to become more of a team event. This worked very well and really encouraged wonderful teamwork among the young people. The joint winning teams were 1[st] Ewell Court and 2[nd] Ewell, the scratch team came third and 2[nd] Epsom came fourth.
I send a big thank you to Michelle and Martyn who ended up having to run the event without me.
Lizard Hike
This was all set to go on 26 March, but heavy rain overnight caused havoc and flooding on the carpark and part of the route so much that I felt it necessary to cancel the event. It was such a shame as we were expecting 83 Beaver Scouts to attend which would have been our biggest turnout yet.
Beaveree
It was a unanimous decision across the District Leaders not to have a Beaveree event this year. Although this was a decision no one really wanted to make, there was no spare weekend to have it with everyone properly starting up their activities since the pandemic. However, we do have a Beaveree booked for September 2023 at Little Acres.

CUB SCOUT REPORT
The first Cub Scout event to take place was Cub Scout Challenge held at Boidier Hurst Camp Site. As this Her Majesty Queen Elizabeth ll’s Platinum Jubilee we decided to root the event around her. We saw all the Cub Scout Packs run bases themed on the jubilee. We had the Queen’s Quidditch by 3[rd] Stoneleigh, the Queen’s Gun Carriage Race by 3[rd] Epsom, Light the Royal Beacons by 2[nd] Epsom, Escape the Royal Dungeons by 1[st] Ruxley, Blindfold the Corgis by 4[th] Ewell, Find the Royal Castles by 2[nd] Cuddington, Find the Crown Jewels by 1[st] Ewell Court, Land the Royal Jet by 8[th] /14[th] Epsom, the Royal Chariot Race by 2[nd] Ewell, and Do you Know your Royalty and Royal Archeries by 7[th] Epsom, This was a very close run competition. with 1[st] Ruxley just pipping 2[nd] Cuddington to the Trophy by a fraction of a point. The day was rounded off with the grand tug-of-war, which was a fiercely fought competition with most rounds going to three pulls. The result was 1[st] Ruxley completing a double for the afternoon again with 2[nd] Cuddington coming in as runners up.
All Cub Scouts and Cub Scout Leaders attending this event were presented with a Commemorative Badge that was allowed to be worn on our uniforms for six months, this was a great fun day for all.
The District Cub Scout Night Hike was also held at Boidier Hurst with almost two hundred young people and adults walking to the venue from several different compass points. We served hot dogs, hot chocolate, and soup before the traditional camp fire lead by 3[rd] Epsom’s Richard Ascough. Thank you to Richard for running this again. (Same time next year please.) My thanks go to the walk leaders, Ian Peckitt, Clare Peckitt, Nigel Bird, Howard Park, and Guy Simpson.
The top award in the Cub Scout Section is the Chief Scout’s Silver Award. Throughout the District there have been forty-five of these top awards attained. l have had the great privilege of presenting many of these myself. It has been a pleasure to see the young people gain this award and hear their stories of the best of their achievements while in the Cub Scouts.
January 202 3 saw the District Quiz take place. This was closely contested and was won by 2[nd] Ewell who went forward to represent Epsom and Ewell at the County Quiz. February saw the District cooking competition taking place and again this was a closely run contest being won eventually by 3[rd] Epsom who went on to represent us at County. I must say their dessert was delicious. All the sixes worked very well together.

EPSOM AND EWELL DISTRICT SUPPORT TEAM
The reporting year was another great opportunity for the Support Team to provide equipment and to help the District. The following are the highlights of our year of work.
November 2022
Following our usual supporting of Fireworks at Hook Road Arena we had our own Bonfire at Boidier Hurst with smores and a rousing sing song.
December 2022
The traditional Christmas working party at Bentley Copse continued but just as a day rather than a weekend. The main task was rebuilding the tyre wall border to the go kart track.
Hip Flask Ramble
On a lovely January morning, twelve of us and three dogs met at Gomshall Railway Station and undertook a circular walk via Shere for a public house lunch. All easy going after the first big hill!
Challenge Hike
The annual challenge hike was run by the Support Team took place in March, with thirty-six teams competing against each other over Headley Heath.
SCRAM
The newly acquired bouldering wall was adjusted to improve its fit and given a coat of varnish prior to being used at SCRAM.
New members are encouraged to join with any support being greatly appreciated, from towing a trailer, marshalling a checkpoint, making teas, putting up a mess tent or introducing/training in a new activity.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document:

The Charity’s governing documents are those of the Scout Association.
-
They consist of a Royal Charter that in turn gives authority to the Bye Laws of the Association and to The Policy, Organisation and Rules (POR) of the Scout Association. It adopts the constitution defined in section 5.4 of the Scout Association POR.
Constitution and Governance:
-
The Charity is a Trust established under the rules of the Scout Association that are common to all Scouts and is an educational charity.
-
The Trustees of the Charity, as listed on the previous page, are appointed in accordance with the Policy, Organisation and Rules of the Scout Association.
-
The charity is managed by the District Board of Trustees, the members of which are the Trustees of the Charity, supported by the District Team, the Scout Active Support Unit (known in the District as the Support Team), the District Appointments Advisory Committee and the District Scout Shop Team. The trustees are responsible for complying with legislation applicable to charities. This includes registration with the Charity Commission, the keeping of proper financial records and the submission of returns to the Charity Commission as appropriate.

The District Board of Trustees that meets on a quarterly basis, exists to support the Scout Groups, Explorer Scout Units and District Scout Network in Epsom and Ewell District and is responsible for:

The maintenance of District property.

The raising of funds and the administration of District finance.
-
The insurance of persons, property, and equipment.
-
District public occasions.
-
Assisting in the recruitment and training of Group and Section Leaders and other adult support.

Appointing any sub-committees that may be required.

Appointing District administrators and advisers as may be required other than those who are nominated or elected.

RISK AND INTERNAL CONTROL
The Charity has in place systems of internal control that are designed to provide reasonable cover against material mismanagement or loss; these include requiring two signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered.
OBJECTIVES AND ACTIVITIES
-
The objectives of the Charity are to work as a unit of the Scout Association.
-
The aim of the Scout Association is to promote the development of young people in achieving their full physical, intellectual, social, and spiritual potential, as individuals, as responsible citizens and as members of their local, national and international communities. The method of achieving the aim of the Association is by providing an enjoyable and attractive scheme of progressive training based on the Scout Promise and Law and guided by adult leadership.

Subscriptions are charged for membership to cover the immediate running costs of the Charity, and these do not unduly restrict membership. The Charity follows the principle that no one should be excluded from Scouting because of their inability to pay membership subscriptions or their contribution to the cost of events.

Two key principles that demonstrate that Scouting’s aims are for the public benefit are that through the Scout method young people develop towards their full potential and that there is a clear link between the benefits for young people and the purpose of Scouting. The safety of young people is taken very seriously and the benefits Scouting activities provide far outweigh the risks. Any private benefits from Scouting are incidental, other than those as a beneficiary.

ACHIEVEMENTS AND PERFORMANCE
The Charity has continued to witness a high standard of Scouting throughout the Scout Groups and Explorer Scout Units within the District. The Support Team and District Scout Shop Team continue to provide all Groups and Units with excellent support as and when required.
The District Commissioner’s Report, as presented at the Annual General Meeting held in 2023, covers the broad spread of training, opportunities and experiences offered to all Sections, appropriate to the age group.

The following were specifically acknowledged:

The number of day trips, camps and expeditions undertaken.

The number of competitions held.
-
The continued commitment to supporting and fundraising for many worthy local, national, and international causes.
FINANCIAL REVIEW
-
A receipts and payments account for the Charity for the year ended 31 March 2023 and a balance sheet at that date follow this report.
-
The Charity’s reserves policy is to hold sufficient resources to continue the charitable activities of the District should income and fundraising activities fall short and represents between six- and twelve-months normal expenditure plus a contingency for unexpected liabilities.
-
The Charity has only limited income and expenditure and consequently does not have sufficient funds to invest in longer term investments. The Trustees have therefore adopted a low-risk strategy to the investment of its funds. Funds are held in cash or on deposit with CAF Bank plus other High Street Banks or the Scout Association.

TREASURER’S REPORT
The Accounts that ended on 31 March 2023 have been prepared on the same basis as last year, to show the clear separation of the three designated funds. This allows us to appreciate the significant contribution that both the Shop and the Support Team (EEDST) have made to the financial health of the overall District.

Overall, the District has a closing fund value of £214,735 on 31 March 2023 which is £896 greater than the opening value of £213,839 on 31 March 2022. Income from Group capitation has allowed us to provide funding to Boidier Hurst, provide District Training, and cover other general support costs to the Groups. The legacy from Richard Shortman has allowed us to provide grants to Jamboree and Kandesteg participants.
The Scout Shop has made a very significant contribution generating £11,393 of income to the District. This has allowed the Shop to transfer £4,000 into the District general fund. Within the Shop, I thank Joyce and her team for their work to provide this generous income stream for the District.
Thanks also go to Clare Peckitt and the Support Team in raising income from events such as the Epsom Fireworks, and the sale of a trailer. Costs include both the equipment insurance, as well as the rental for the equipment storage provided by 2[nd ] Cuddington. The Capital invested in the Runway is shown depreciated from £6,900 to £4,600.
Finally, I would like to thank Kevin Mallett for his generous support as the independent examiner, as well as his wife Jane for her help in handling our VAT returns.

I report on the accounts of the District for the year ended 31 March 2023, which are set out on pages 28 to 31.
Respective responsibilities of the Trustees and the Examiner
The District's Trustees are responsible for the preparation of the accounts. They consider that an audit is not required for this year (under Section 144(2) of the Charities Act, 2011 (the 2011 Act) and that an independent examination is needed. It is my responsibility to:

To follow the procedure laid down in the General Directions given by The Charity Commissioners (under Section 145(5)(b) of the 2011 Act) and

To state whether particular matters have come to my attention.
Basis of independent examiner's statement
- My examination was carried out in accordance with the General Directions given by the Charity Commission under Section 145(5)(b) of the 2011 Act. That examination includes a review of the accounting records kept by the charity and a comparison of the financial statements with those records. It also includes considering any unusual items or disclosures in the financial statements and seeking explanations from you as Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the financial statements.
Independent examiner's statement
In connection with my examination, no matter has come to my attention,

(1) which gives me reasonable cause to believe that in any material respect the requirements

to keep accounting records in accordance with Section 130 of the 2011 Act; and to prepare accounts which accord with the accounting records and

comply with the requirements of the 2011 Act and the Regulations have not been met, or

Epsom and Ewell District Scout Council
THE DISTRICT SCOUT SHOP
Our District Scout Shop at 22 The Broadway, Stoneleigh, KT17 2HU supplies uniform, and Scouting and Guiding accessories for young people throughout Epsom and Ewell and neighbouring Districts. In addition, the Shop also stocks an extensive range of camping equipment, badges, books, craft materials, trophies, and gifts. The Shop can supply or order all the items available at Scout Store, with a significant share of the profit being reinvested back into local Scout Groups and the District.
The Shop is open at the following times: Monday 2-5 pm; Wednesday 2-7 pm and Saturday 9.30-12 noon.
A team of volunteers led by Joyce Nicholas runs the Shop. You can contact Joyce and the team by calling 020 8001 6856. You can also place orders directly by emailing epsomandewellscoutshop@aol.com.
