## **Report of the trustees for the period ended 31 August 2021:** 

The Trustees of Neatishead and Barton Pre School present their annual report and financial statements for the period ended August 2020. 

## **Structure and Management** 

Neatishead and Barton Preschool is a registered charity (no 1029870) and is governed by its constitution adopted on 15 October 1998. 

The Preschool is an unincorporated association. 

The management and control of Neatishead and Barton Pre School is the responsibility of the management committee whose members are 

Members are elected to the management committee and to be Trustees at the Annual General Meeting and at the first Committee meeting following the Annual General Meeting at which the newly elected members of the Committee are elected they shall choose from amongst their number the members who will act as Chair, Treasurer and Secretary. 

## **Aims** 

The aim of Neatishead and Barton Pre School is to advance the education of children below compulsory school age in the local area. 

a) providing safe and satisfying group play, in which parents have the right to take part 

b) encouraging other charitable activities through which parents may help the children 

## **Public Benefit Statement** 

The Trustees confirm that they have complied with section 17 of the Charities Act 2011 to have due regards to the Charity Commission’s general guidance on public benefit, ‘Charities and Public Benefit’. 

## **Chairs Report** 

After a very challenging academic year in 2020/21 we have made an excellent start to the 2021 school year. We had a high number of leavers transitioning to school at the end of the last school year and we start this year with a combination of new andexisting children joining us. We have a waiting list for interested 2 year olds wanting to join our pre-school which reflects our high forecasted numbers of new joiners over the next year. 

Our staff, in collaboration with the trustees work extremely hard to retain the Outstanding Ofsted Rating across all areas that we achieved in July 2018. This ensures that our children have every opportunity to thrive in a fully supportive learning environment. We will continue to work hard to maintain this excellent level but in addition we will strive to expand our horizons. 

Staff training continues to be an important part of the running of the pre-school and although it has been more of a challenge due to virtual training we intend to continue to invest in staff training as we feel it is a very important part of our Pre-School and beneficial for the continious professional development of our staff. Thanks to all the staff for continuing your training and at times giving up your own free time to do this. 

We continue to maintain a good relationship with Neatishead Church of England Primary School in order to aid our children’s transition to school. Staff are also excellent at supporting children who are transitioning to other primary schools. 

Fundraising has been a challenge in the last year and continues to be difficult due to the risk of organising fundraising events during a pandemic. The Pre-School Staff ran a sponsored event with the children which was a success. The committee will look at other ideas for fundraising in the next year so we can continue to buy equipment and improve our setting for the children. 

Our historical fundraising efforts have gone towards greatly improving our outdoor area. We have replaced the outdoor surface and managed to adapt our current structures to open up more space whilst also creating an area for effective outdoor learning with the added benefit of some cover to protect the children and equipment. 

## **Financial Review** 

The charity made a gain of £4,220  in the year to 31 August 2022. The trustees hope to maintain and or improve the financial position in the year to 31 August 2022 due to the forecasted high numbers of children. 

## **Reserves Policy** 

The Trustees have a reserves policy whereby they would like the level of unrestricted reserves to be maintained at such a level that the Preschool could continue the current activities of the charity in the event of a significant drop in income. 

Reserves at the 31st August 2021 were £20,044. The Trustees will continue to work to increase these levels of reserves over the coming financial year.  It is the view of the Trustees that the charity can continue to run as a going concern.

## **Independent Examiners Report to the Trustees of Neatishead and Barton Pre-School:** 

The charity's trustees are responsible for the preparation of the accounts in accordance with the Charities Act 2011 (“the Act”). 

The charity’s trustees consider that an audit is not required for this year under section 144 of the Act and that an independent examination is needed 

It is my responsibility to: 

- examine the accounts under section 145 of the Charities Act, 

- to follow the applicable Directions given by the Charity 

## **Basis of independent examiner’s statement** 

My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below. 

## **Independent examiner's statement** 

In connection with my examination, no material matters have come to my attention  which gives me cause to believe that in, any material respect: 

- the accounting records were not kept in accordance with section 130 of the Charities Act; or 

- the accounts did not accord with the accounting records; or 

- the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is 

I have noted the following matters in my examination 

- The trustees have considered the financial viability of the Charity and are building reserves to ensure against a fall in revenue or increase in costs. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Neatishead & Barton Preschool<br>Notes to the accounts<br>1. a) basis of preparation<br>The financial statements have been prepared under the historical cost convention with items recognised at cost or transaction value<br>unless otherwise stated in the relevant notes to these accounts. The financial statements have been prepared in accordance with the<br>Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the<br>Financial Reporting Standard applicable in the UK and Republic of  Ireland (FRS 102) issued on 16 July 2014 and the Financial<br>Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) and the Charities Act 2011.<br>The charity constitutes a public benefit as defined by FRS 102. The charity has adopted the SORP (FRS 102) for the first time in the<br>year and no adjustments were required on transition.<br>b. Incoming resources<br>Income from operating activities in furtherance of the charity’s objects is included in the period in which the charity is entitled to<br>receipt.<br>c.
