rinancial statements and comply with the playgroup's governing document, the Charrties Act 2Q11, FRS 102 "The
Financial Reporting Standard applicable in the UK and Republic of Ireland" and the Charities SORP 'Accounting
and Reporting by Charities.. Slaternenl of Recommended Practice applicable lo charities preparing their accounts in
accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland {FRS 102}'.

Public benefit
The Managemenl Committee have paid due regard lo guidance issued by the Charity Commission in dgciding what
a¢tiwties the play9roup should undertake.
The Playgroup offers sessions 5 days a week, with opening hours of 8.45am to 3.45pm from Monday to Friday. with
116xible sessions offered through thè day along with the option lo add ad-hoc sessions subject lo spac& being
available. Parents are consulted ea¢h ytrar and agree the suitability of the sessions offered.
As an approved Early Years Education Provider, we continue lo receive Earfy Years Education Payments from the
lunder Hampshire County Council adhering to the Early Years Education Payment FLJnding terms and conditions.

Swnificant aGlivitNes and achievements against objectives
During the year, Happy Faces Playgroup continugd lo deliver high-qualily eady years education and childcate,
supwrting children to develop in a sale, caring and stimulating environmenl. The selling remained committed to
meeting the individual ngeds of every child while working in partnership with parents and carers to ensure the best
possible
outcomes.
The Management Committee supported the nursery management team in maintaining high standards of care,
investing in staff development and ensuring continued compliance with all slalulory and regulatory requirements.
The setting continued lo benefit from Early Years Education Funding, enabling eligible families lo accèss funded
chlldcare
pla¢es.
The Commitlee also continued lo strengthen governance arrangements during the year, welcoming new committee
members who have brought additional skills and experience to support the future developmenl of the charity.

continued challenges auoss the earfy years sector. The Committèè recognises that local demographics, increasing

The Committee has conb.nued to focus on maintaining a financially sustainable organisation whilst protecting the
quality of education and ¢are provided. During the year. inveslrnent continued in staff (raining, learning resources
and the maintenance of equipment to ensure children benefll from a safe, engaging and well-re50urBe(I
trnvironment.
Like many providers within the sector, Happy Faces experienced increased operational costs, particularly in relation
lo staffing, pensions and general inflation. The Committee has worked cltssely with the nursery leadership team lo
manage these p￿SSUreS responsibly while maintaining the high standards expected by families.
Fundraising perfom)an¢e
Fundraising activities continued IhroughDuI the year with the support of parents, families. stsff and the wider
community. These activities gengrated approxiTnalely £2,400 during the year. with funds being used lo enhance
resources
and
support
Ihe
ongoing
development
of
the
nursery
environment.
The Committee would like to exprèss Its slncere thanks lo everyone who 5UPPOrted fundraising events and made
donations throughout the year. Their gonerosity continues to make a valuable contribution lo the eXper￿nCeS and
opport4Jnities available to the children.
Financial review
This year has seen a small increase in our incoming ￿sOurceS wllh a tolal of £157,738 12024.. £147,742) being
received, primarily from EYE ftjnding and lees invoiced. Our expgnses have also increased (from £168,133 to
£174,636). staff costs have seen the m051 significant increase duè to an increase in staff numbers, bul the majority
of other costs have been carefully monitored and reduced during the year.
Overall the Playgroup had a defial in the ygar of £16.89812024.' deficit of £20.390I which has been ftjnded from our
brought forward reserves. Income and expenditure will be carefully rnonilored in the coming year to reduce this
deficit.
Res8Thes policy
It is the policy of the playgroup that unreslricled funds which have not been designated for a specific use should be
maintained at a level equivalent to between thrÈ& and six month's expenditure. The Managemerit ComTnittg9
consider that reserves at this level will ensure that. in the event of a significant drop in funding, thèy wll be able to
continue the playgroup's current activities while consideration is given lo ways in which additional funds may be
raisod. This level of raserves has been m8intained throughoLJt the year.
Structure, governance and management
Happy Faces Playgroup is registèrèd with the Charty Commission8rs Ino. 10296881, constituted by a Pre-school
Conslilulion dated 29 September 2012 and regulated by OFSTED.
The Charty is administered by a voluntary Managemgnt Committee of mainly parents and other volunteers.

As the Management Committee of the playgroup you are responsible for the preparation of the financial statements
in accordance with the requirements of the Charities Act 2011.
I report in respect of my examination of the playgroup's financial statements carried out under section 145 of the
Charities Act 2011. In carrying out my examination I have followed th8 Directions given by the Charity Commission
under section 14515llbl of the Charifjes Act 2011.

Your attention is drawn to the fact that the charity has preparad the financial statements in accordance with the
relevant version of the Slatèmant of Recofflmended Practice applicable to charities preparlng their finan¢lal
statements in accordance with the Financial Reporting Standard applicable in the UK and Republi¢ of Ireland {FRS
1021 in preference to the Accounting and Reporting by Charities.. Statement of Recommended Praclice issued on 1
April 2005 which is referred lo in the extant regulations bul h8$ nr)w been withdrawn. l understand that this has
baen done in order for the financial statements lo provide a true and fair view in accordance with UK Generally
Accepted Accounting Practice.

Happy Faces Playgroup is a charitable organisalion.
1.1 Basis of preparatlon
The financial statements have been prepared in accordance with the playgioup's goveming document. the
Charities Act 2011. FRS 102 'The Financial Reporting Standard applicable in the UK and Rtspublic of Ireland"
and the Charrties SORP 'Accounting and Reporting by Charitigs.. Statement of Recommended PractiGe
applicable lo ¢harslies preparing their accounts in accordan￿ with the Financial Reporting Standard
applicable in Ihfy UK and Republic ol Ireland IFRS 1021. The playgioup is a Public Benefit Entity as defined
by FRS 102.
The playgroup has taken advantage of the provisions in the SORP for chaTilies not to p￿pare a statement of
Cash flows.
The finanaal statemènts have departed from the Charities (Accounts and Reports) Regulations 2(K18 only lo
the extent required to provide a true and fair view. This departure has involved fr)Ilowing the Statement of
Recommended Practice for charities applw'ng FRS 102 rather than the version of the Statement of
Recommended Practice whith is refer￿rt lo in the Regulations bul which has sin¢e been withdrawn.
The financial statements are ￿pared in sterling, which is the functional currency of Ihe playgroup. ThAonelary
amounts in Ih8se linanaal statements are rounded to the nearest £.
Th8 financial statements have been p￿pared undtrr the historical cost convèntion. The princtpal accounting
policies adopted are set out below.
1.2 Golng concem
At the time of approving the financial statements, the Management Committee have a reasonable expectation
that the playgroup has adequate resources lo continue in operational existence for the foreseeable future.
Thus the Management Committee continue to adopt the going concern basis of accounting in preparing the
financial 5taL8ments.
1.3 Charitable funds
Unrestricted funds are availabl& fo¥ use at the discretion of the Management Committee in furtherance of their
charitable obJ"eclivés.
Restricted funds are subject lo specific conditions by donors or grantors as lo how they may be used. The
purposes and uses of the reslricled fund5 are set out in the noles lo the finanual slalemenls.
Endowment funds are subject to specific conditions by donors that the capital must be maintained by the
playgroup.
1.4 Income
Income is recogni5ed when the playgroup is legally enb'lled lo it afier any performance conditions have been
met, the amounts can be m8asured rèliably, aT)d il is probable that income will be re￿ived.
Cash donations are recognised on receipt. Other donations are recognised once the playgroup ha5 been
nolifi8d of the don8lion, unless performancè eondilions r￿Vire deferral of the amount. Incorne tax recoverable
in relation lo donats'ons received under GiftAid or deeds of covenant is recognised at the lime of the donation.

1.5 Expendlture
Expenditure is recognised once there is a legal or conslrudive oblioalion to transfer economic benefit lo a
third party, it is probable that a transfer of economic bgn8fits will be required in settlement, and the amount of
the obligation can bè mgasured reliably.
Expenditure is dassified by activity. The costs of each activity are ￿arte up of the total of direct costs and
shared costs, including SUPPOrt costs involved in undertakn'ng each activity. Direct costs attributable to a single
activity are allo¢ated directly lo that aclivily. Shared costs which contribute to more than one activity and
support costs which aro not attribvlablè to a single activity ale apportlDned belNgèen those activities on a basis
OnSlStent with the use of resources. Central staff costs are allocated on the basis of Ilme spent, and
depre¢iati¢)n charges are allocated on the portion of the asset's use.
1.6 Property. plant and •qulpment
Property. plant and equipment are initially Measured al cost and subsequently measured al cost or valuation,
nel of depreciation and any impaimienl losses.

At each reporting end dale, the piaygroup reviews the ¢arrying amounts of its tangible assets lo deleTmine
wheth8r there is any indication that those a55els hav8 suffered an impairment loss. If any such Indiealion
exists, the recoverable amount of the a55el 1$ eslimaled in order lo determine the extent of Ihe impairmgnt

1.8 Inventorles
Inventories are slated al the lower of cost and estimated selling price less costs lo complet& and sell. Cost
comprises direct malerlals and, where appll¢abl8, direct labour Gosts and those overheads that have baen

1.9 Cash and cash ¢qulvalents
Cash and cash equivalents include cash in hand, deposits held at call with banks, other short-lerm liquid
investments with original malurilies of three months or less, and bank overdrafts. Bank overdrafts are shown
within borrowings in current liabilities.

1.10 Flnancial Instwments
The playgroup has elected to apply the provisions of Section 11 'Basi¢ Financial Instruments. and Section 12
'Olher Financial Instruments Issues, ol FRS 102 to all of its financial instruments.
Financial instruments are recognised in the playgroup's balance sheet when the playgroup be¢ornes party to
Ihe contractual provisions of the Inslrumenl.
Financial assets and liabilities are offset. with the nel amounts presented in the financial statements. when
there is a legally enforceable right lo sel off the rgcognised amounts and there is an intention to settle on a nel
basis or to realise Ihe asset and selue the lia￿'l1ty simultaneously.
Basic financlal assets
Basic financial assets, which include trade and other receivables and cash and bank balances, are initially
measured at transaction price including tTansaclion costs and are subsequently carried al amortised cost
using the effedive interest method unless the arrangement conslilutes a financing Iransa¢ty'on, where the
transaction is measured at the presenl value of the fulure receipts discounted at a market rate 01 interest.
Financial assets classified as receivable within one year are not amortised.

Basic financial liabilities, including trade and other paya￿e$ and bank loans are inilia15y reco9nised al

liabilities elassified as payable within one year are not amortlsed.
Dobl instruments are subsequently carried at amortised cost, using the effective interest rate method.
Trade payables are obligations lo pay for goods or seTrices that have been acquired in the ordinary cours8 of
operations from suppliers. Amounts payable are classified as curronl liabilities if payment is due within one
year or less. If not. they are presènted as non-cltrrenl liabiliti8s. Trade payables are r&cognised initially al
transaction price and subsequently measured al amortised cost Ltsing the effective interesl method.
Dereeognition of financial liablllties
Financial liabilities are derècognised when the playgroup's coritraclual obli9ations expire or are discharged or
cancelled.
1.11 Ernployee benefits
The cost ol any unused holiday entidement is recognised in the peri(KJ in which the employee's services are
received.
Temiinalion benefits are recognised immediately as an expense when the playgroup is demonstrably
committèd lo terminate the employmènt of an employee or to provide lèrminalion benefits.
1.12 Rètlrement bonèfits
Payments to defined conlrlbulion retirement benefit schemes are charged as an expense as they fall due.
