Treasurers report for the period 1[st] Sept 2024 to 31[st] August 2025
The charity was administered this year by a committee comprising:

Members are appointed annually by election at the AGM.
This set of accounts being submitted covers the period of 1[st] September 2024 to 31[st] August 2025. The accounts have been independently examined by Fraser Beecham Ltd ACCA. They will be submitted to the Charities Commission in due course.
Overall, this year shows a loss of Income over Expenditure of £780.45. The income from Fee paying parents has dropped significantly, with more parents being entitled to 2- or 3-year-old funding, which is comparably lower per hour. On top of this, the NI raises have increased employer NI costs from £8606.42 to £12,494 despite the overall wages and pension figure decreasing by around £3,000.00.
Expenditure overall was only up around £1,000.00 with the largest increases being Rent (£1000), Insurance (£1,100) and Miscellaneous (£1,000). A number of accounts showed a small increase or decrease, with £700 decrease in Light & Heat and £600 decrease in Training.
Fundraising income increased by around £400.00 although linked expenditure only decreased by around £200. The cost-of-living crisis has made fundraising especially hard in recent years as many families have less disposable income. The staff should all be commended for their efforts to keep everything as ‘normal’ as possible for the children in their care whilst still pushing the Pre-School forward and endeavouring to make it the best setting it can be.
The object of the charity is to provide nursery education and care for children 2 years old to 5 years old. High Wych PreSchool Nursery will operate within the Bullfields Centre for the near future. Rent for the hire of the hall is payable quarterly from our Income, the main source of which is fees from parents and government NEG funding.
The Reserve Account maintains a healthy balance of £62,182.39 in line with our reserves policy. This has been implemented based on charities commission guidelines for redundancy and outstanding fees should the pre-school be forced to close, but also to meet the future growth needs of the pre-school in line with the recent and continuing development in Sawbridgeworth, and the increase in nursery spaces needed. We have a healthy waiting list, so thankfully any closure is unlikely, but we must have a plan in place for worst, as well as best, case scenarios.

As a registered educational establishment, the Pre-School is naturally subject to regular government and Ofsted inspections. The Pre-School was inspected in September 2025 and we received a Requires Improvement Ofsted under the new more stringent framework. It was noted that we need to focus on the implementation of the curriculum and the training and support offered to staff to develop skills and manage behaviour effectively. High Wych Pre-School is also a member of the Early Years Alliance, which provides advice on legal issues, and through which our public liability insurance is arranged.

Independent examiner's report to the trustees of High Wych Pre-School Nursery
I report on the accounts of the Trust for the year ended 31[st] August 2025, which are set out on page 1.
Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:

examine the accounts under section 145 of the 2011 Act;
-
to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and
-
to state whether particular matters have come to my attention.
Basis of independent examiner's report
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below.
Independent examiner's statement
In connection with my examination, no matter has come to my attention:
(1) which gives me reasonable cause to believe that in any material respect the requirements:

to keep accounting records in accordance with section 130 of the 2011 Act; and
-
to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act
