**Investments** Currently all proceeds from the sale of the Bounty are held on deposit with Lloyds and will be subject to investment in longer term asset types in the future to ensure they keep up with inflation and provide income to replace the loss of the rental and the bounty. 

Looking forward to next year a new investment mandate will be created which will be effective from the 1[st] April 2024 This will mean that we can maximise the return on the

proceeds of the sale of the Bounty. The investment mandate allows the type of funds used to be widened from short-term cash deposits to give a return over the medium to long term. In all cases these must meet ESG guidelines to ensure they meet the standards of the Scout Association. This will be overseen by the investment committee which will comprise of Mark Wiles, Steave Beagley and Ashley October (qualified and practicing Independent Financial Adviser) with co-opted members Claire Purkis and Peter O’Connell. 

## **Section B Structure, governance and management** 

The Group’s governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and the Policy, Organization and Rules of The Scout Association. 

The Group is a Trust established under its rules which are common to all Scouts. 

The Trustees are appointed in accordance with the Policy, Organization and Rules of The Scout Association. 

The Group is managed by the Group Executive Committee, the members of which are the “Charity Trustees” of the District Council, which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate. 

The Committee consists of 7 independent representatives (1 current vacancy), together with Group Scout Leader Mark Wiles acting, individual section leaders and parent’s representation (Katy Austin). 

The Group Executive exists to support the Group Scout Leader in meeting the responsibilities of the appointments and is responsible for: 

- The maintenance of the Group property 

- The raising of funds and administration of the Group finance 

- The insurance of people, property and equipment 

- Group public occasions 

- Assisting in the recruitment of leaders and other adult support 

- Appointing any subcommittee that may be required 

- Appointing Group Administrators and Advisors other than those who are elected. 

## **Risk and Internal Control** 

The Group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss; these include two authorised signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered.

## **Section C** 

## **Objectives and activities** 

## **Objectives** 

The objectives of the Group are as a unit of the Scout Association. 

The Aim of the Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local, national and international communities. The method of achieving the Aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law and guided by adult leadership. 

## **Activities** 

The Group had another fantastic year with a full program of activities providing games, crafts and activities as suggested by The Scout Association. 

There are 20-30 children who benefit each year from engagement in the activities provided by the group. Some highlights of the activity include rifle shooting, camps with the district which included various activities and a campfire, climbing and assault course, District night hike & sleepover, rope making, various hikes, and of course the ever-popular water sports. 

## **Public benefit** 

The Group meets the Charity commission’s public benefit criteria under both the achievement of education and the advancement of citizenship or community development headings. 

## **Section D** 

## **Achievements and performance** 

The Group spent £12,742 on activities, equipment, badges and uniforms during the year. This was balanced with an income of £11,420.26 from fundraising. Membership fees and rental from the Bounty 

The Group used its reserves to pay the Scout Association capitation fees as we agreed to waive most subscriptions 

The Endeavour building was maintained 

The Bounty previously leased to the Parish Council was sold and raised a capital sum of £93,000

## **Section E Financial Review** 

## **Reserves policy** 

The Group’s policy is to hold sufficient resources to continue the charitable activities of the Group should income and fundraising activities fall short. The Group Executive Committee considers that the Group should hold a sum equivalent to 6 months’ running costs of circa £6,000. 

## **Investments policy** 

The Group now has sufficient funds outside the amount needed for liquidity to invest in longer-term investments. The Group has therefore been able to consider a wider investment mandate which has been outlined fully in an investment policy statement and the creation of an overseeing investment committee. This will be adopted in the financial year starting 1[st] April 2024 

## **Accounts** 

The group ended the year in a good position, thanks to the fundraising efforts and Grants 

The accounts have been drawn up on a receipts & payments basis, which is consistent with the previous year. 

## **Section F Future plans and optional information** 

The Group intends to continue to provide activities for boys and girls in all three age sections. 

The upkeep of the Endeavour and the potential need for more major repairs continue to sit on our watch-list alongside supporting activities for the children.

## Contingent liabilities and future obligations 



The accounts are balanced for the 2023/24 accounting period showing income meeting expenditure over the period 

The accounts reflect the sale of the Bounty with the Capital account balance carried forward at £127,846.72. 

The proceeds of the sale will be invested shortly into a medium to long term investment to achieve capital growth and future income supporting the expenditure of the Group and replacing the rental income received. It has been temporarily moved into a higher rate deposit account 

Inflationary pressures continue to impact on utility costs, and these are being reassessed at the end of each contract period. The Electricity and Gas supply have been re-set with a further 3-year fixed contract saving almost £500 per annum. 

The cost of the water supply and broadband are also currently being reviewed to ensure we are not overpaying for any utility. 

Whilst the Groups finances are balanced it is still important to continue to raise funds to be able to support additional activities for the group.
