I report to the Council on the accounts for the year ended 31[st] March 2022. 

## **Respective responsibilities of the Council and Independent Examiner** 

As members of the Council you consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

It is my responsibility to 

- examine the accounts under section 145 of the 2011 Act; 

- follow the procedures laid down in the General Directions given by the Charity Commissioners section 145(5)(b) of the 2011 Act; and 

- state whether particular matters have come to my attention. 

## **Basis of Independent Examiner's Statement** 

My examination was carried out in accordance with the General Directions given by the Charity Commission. 

An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the management committee concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in a full audit, and consequently I do not express an audit opinion on the accounts.

In connection with my examination, no matters have come to my attention which give me reasonable cause to believe that in any material respect the requirements 

- to keep accounting records in accordance with s.130 of the 2011 Act 

- or to prepare accounts which accord with these accounting records have not been met

## **REPORT OF THE TRUSTEES FOR THE YEAR ENDING 31[ST] MARCH 2022** 

## **LAND AND BUILDINGS** 

1[st] Hillingdon Scout Headquarters is owned by the London Borough of Hillingdon and leased to the Scouts.  The building and contents are fully insured. 

## **CONSTITUTION** 

The District Scout Council is a registered Charity governed by the Policy, Organisation and Rules of the Scout Association. 

The Trustees are nominated or elected in accordance with these rules. 

This report and the Accounts relate solely to the District Scout Council, District Explorer Scout Units, District Network Scout Units and District Scout Active Support Unit (formerly District Scout Fellowship);   they do not include any matter related to the Scout Groups which comprise the Scout District but which are each Registered or Excepted Charities in their own right. 

## **OBJECTIVES** 

The District Executive Committee exists to support the District Commissioner in meeting the responsibilities of the appointment and to provide support and advice for the Scout Groups, Explorer Scout Units and Scout Network Units in the District.   The District Executive has a particular supporting role for the Explorer Scout Units and the Scout Network Units in the District. 

## **MEMBERSHIP** 

This year the total membership in our District is 714, made up of 531 young people and 183 adults. 

The District Team consists of Shaun Fox and Stephen Leighs (joint District Commissioners), Andi Childs (Deputy District Commissioner and Local Training |Manager), Mike Redgrave (District Explorer Scout Commissioner) and Angie Brydges (Assistant District Commissioner Beaver Scouts). At present there are vacancies for a District Youth Commissioner, Assistant District Commission Cub Scouts and Assistant District Commissioner Scouts. 

Your Trustees are most grateful to the District Team, all Leaders, Assistant Leaders and Group Assistants who give up their spare time to provide good Scouting for our young members.   Our thanks are also extended to the Officers and Committee members of the individual Group Executive Committees who support everyone in their Group.
