## **Introduction** 

St Luke’s Hall is a registered charity. The purpose of the Annual Report and Accounts is to report on the activities of St Luke’s Hall and present the accounts for the year ending December 2020 - in accordance with the requirements of the _Statement of Recommended Practice (SORP) - Accounting for Charities_ . 

## **History** 

During World War II **t** he bank of England evacuated much of its workforce from London to its Mill near Overton station. In 1940 the Bank bought land between nos. 47 and 57 Winchester Street and built              a social club hall, with a wooden dance floor, toilets, kitchen and bar. When the workforce left at the end of the war, the Bank of England donated the freehold to Overton Parish Council and the hall was presented “to the parishioners of Overton in gratitude for their kindness and hospitality.” 

In 1992 the Hall became a Registered Charity.

## **Organisation** 

St Luke’s Hall is managed by a committee of Trustees.  Under the Constitution, the Management Committee can consist of a maximum of nine Trustee Members: 

One _**Representative Member**_ can be appointed by **e** ach of the organisations which use the hall’s   facilities. Two representatives are appointed by Overton Parish Council. 

Two _**Elected Members**_ can be elected at the Annual General Meeting 

Two further _**Co-opted Members**_ may be appointed by the Management Committee. 

During 2020, five Trustees managed the hall.

## **Objectives** 

The object of the Charity, as set out in the Deed and Constitution, is 

**“** _**the  provision  and  maintenance  of  a  village  hall  for  the  use  of  the inhabitants of the Parish                           of Overton**_ **…** _**without distinction of  political,  religious  or  other  opinions,  including  use  for  meetings, lectures and classes, and for other forms of recreation and leisure-time occupation, with the object of improving the conditions of life for the said inhabitants.**_ **”** 

## **Activities and Finances 2020** 

The year 2020 was overshadowed by Covid (as it was for everybody).  The year started with normal usage until the end of March when all activities ceased, and no hiring fees were collected during that time.  The charity was lucky enough to receive a £10,000.00 grant from Basingstoke & Deane Borough Council which assisted with the running costs including the cleaner who continued to regularly check that the Centre was secure and clean (this met with our insurance requirements). 

From 1[st] June 2020, our major user, the Overton Children’s House was able to return and use the hall and this continued throughout the remainder of the year.  Use by other hirers was intermittent dependant on lockdown arrangements and consequently hiring fees for 2020 were £9,675.32 in comparison to 2019 (£16,561.65).  As the school remained open for most of the year, expenses were not greatly reduced - £11,039.05 when compared to £12,391.64 in 2019. 


During 2020, the Seven Acres development (built by Bargate Homes) was completed and S106 monies of £102,000.00 became available to the St Luke’s Hall Club.  It was agreed to spend part of the funds to build a large conservatory to the rear of the hall and three quotes were sought in July 2020 with the contract being awarded to Test Valley Windows. We applied for planning permission in December 2020 (received in February 2021). 

Basingstoke & Deane released part of the S106 funds - £51,719.49, which was the net sum required to build the new conservatory – however only £7,500.00 was spent on the deposit during 2020 together with planning fees of £954.83.  The accounts show the remainder of this money - £43,264.66 held as a restricted fund so that the conservatory can be completed in 2021.

## **Independent Examiner's Report to the members of the St Lukes Hall Club, Overton** 

I report on the accounts for the year ended 31 December 2020 **.** 

## **Respective responsibilities of the St Lukes Hall Club and Independent Examiner** 

The St Lukes Hall Club considers that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

It is my responsibility to: 

- examine the accounts under section 145 of the 2011 Act; 

- follow the procedures laid down in the General Directions given by the Charity Commissioners section 145(5)(b) of the 2011 Act; and 

- state whether particular matters have come to my attention. 

## **Basis of Independent Examiner's Statement** 



My examination was carried out in accordance with the General Directions given by the Charity Commission. 

An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the management committee concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in a full audit, and consequently I do not express an audit opinion on the accounts. 

## **Independent Examiner's Statement** 

In connection with my examination, no matters have come to my attention 

1. which give me reasonable cause to believe that in any material respect the requirements 

   - to keep accounting records in accordance with s.130 of the 2011 Act; or 

   - to prepare accounts which accord with these accounting records 

   - have not been met; or 

2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
