Structure, governance and management
The Districfs governing documents are those of The Scout
Associatlon. They consist of a Royal Charter, which In turn
glves authority to the Bye Laws of the Assoclation and The
Policy, Organisation 8nd Rules of The Scout Association.
The Distrlct Is a trust gstabllshed under its rules which are
common to all Scouts.

The Trustees are appolnted in accordance with the Policy,
Organisation and Rules of The Scout Association.
The District is managed by the District Trustee Board, the
members of which are the 'Charity Trustees, of the Scout
Group which is an educational charity. As charity trustees
they are responsible for complying with legislation applicable
to charities. This includes the registration, keeping proper
accounts and making returns to the Charity Commlssion as
approprlate.
The District consists cf 2 independent representativ6s, Chair
and Treasurer together wlth the elected Trustees from the
District Scout Councll.
Members ol the Trustee Board complete all Mandatory
training modules and Éhe Truste8 module wlthln the first 5
months of joining the committee.
This District Trustee Board exists to support the District Lead
Volunteer in meetlng the responsibilities of the appolntments
and Is responsible for:
The maintenance of District propety.
The raising of funds and the administratlon of District finance.,
The Insurance of persons, propety and equipment",
District public occasions.,
Asslsting in the recruitment of leaders and other adult
supporL'
Appointing any sub commlttees that may be requlred;
Appointing District Administrators and Advlsors other than
those who are elected.
Section B
Structure) governanGe and management {continuedl
The District Trustee Board has identified the major rlsks to
which they believe the Dlstrict is exposed, these have been
reviewed and systems have been establlshed to mitlgate
against them. The maln areas of concem that have been
identified are:
Damage to the bullding, property and equipment. The District
has sufficient buildings and contents insurance in place to
mitigate against permanent loss.
Injury to leaders, helpers, supporters and mémbers. The
District, through the Membershlp fees, contributes to the
Scout Assoclation's national accident insurance polloy. Risk
Assessments are undertaken before all activities.
The Dlstrict is primarlly reliant upon income from
subscriptions and rental of propety at Bradley Wood. The
Board Gould raise the value of subscriptions to increase the
income to the Distrlct on an ongoing basis, either temporarily
or permanently.
The District has in place systems of internal controls that are
designed to provlde reasonable assurance against material
misrnanagement or loss. these include 2 signatories for all
payments and comprehensive insurance policies to ensure

The Purpose of Scouting
Scouting exists to actlvely engage and support young people
in their personal development. empowering them to make a
positive contrlbution to society.
The Values of Scoutlng
As Scouts we a￿ guided by these values:

Respect - We have self-respect and respect for others.
Care - We support others and take care of the world In which
we live.

The Scout Nlethod
Scouting takes place when young people, in partnershlp wlth
adults, work together based on the
values of Scoutlng and:

take responsibility and make cholces
undertake new and challenglng activities

Achievements and performance
Summary of the main achievement8 of
the charity during the year
The District is in a good place financially wlth a final balance
of £74,803.06.
This is made up of £4,775.74 In the Current Account,
£22,111.92 in the Instant Saver Account, £37,101.56 in the
32 day account, £9,000 in the Tykes Instant Saver Account
£1,059.05 in the Badge Account and £754.79 on the
Expenses Cards.
Sub-accounts within the above 8re Beavers District Events
£412.03, Scouts District Events £236.20, Odyssey Explorers
£1,377.91, Tykes Explorers £191.23 and DofE £3,692.53.
other sub-accounts include Intematlonal Fund £2,420.50 and
Bradley Lodge £2.039.61, leaving a worklng balance of
£64,433.05.
Annual Subscriptions received were £21,352.50, a decrease
from the previous year. Wo paid £16,693.50 to CountylHQ
and passed £718 into the Internatlonal Fund.
Bradley Lodge income from bookings was £6,437.74, an
increase on last year with expenditure of £5,481.52.

Financial Review
Reserves Policy
The Dlstricvs policy on reserves is to hold sufficient
resources to continue the Charitable aGtivlties of the Dlstrict
should income fall short.
£10,000 has been allocated.
Investment PoliGy
The Dlstrict's Income and Expenditure is very small and as a
consequence does not have sufficient funds to invest in
staoks and Shares.
District has therefore adopted a low risk strategy to the
investment of its funds. All funds are held in cash using only
mainstream banks or building societies.

Plans for future periods (details of any
slgnificant actlvities planned to achleve
them)
Annual Subscriptions to CountylHQ will be £17,046.50 and
Dlstrict will recelve £19,969.50 with £662.00 belng allocated
to the Intemational Fund.
Plans for Bradley Lodge in the financial year are electrlcal
rewiring of the building.

I report In respect of my examination of the Twst'8 accounts carried out
under section 145 of the 2011 Act and In carrying out my examination, I
have followed all the applicable Directlons glven by the Charity Commission
under sectlon 145(5)(b) of the Act.
Indepondent I have completed my examinatlon, I confirm that no material matters have
examiner's statement come to my attention in connection with the examlnation which gives me
cause to believe that in, any material respect.,
the accounting records were not kept in accordance with section 130
of the Charities Act; or
the acGounts did not accord with the aGcounting records; or
