Our governing documents are those of The Scout Association. They consist of a Royal
Charter, which in turn gives authority to the Bye Laws of the Association and The
Policy, Organisation and Rules of The Scout Association.

constituted
The Group is a Trust established under its rules which are common to all Scouts.

The Trustees are appointed in accordance with the Policy, Organisation and Rules of The
Scout Association.
Additional governance issues
The Group is managed by the Group Executive Committee, the members of which are
the ‘Charity Trustees’ of the Scout Group which is an educational charity. As charity
trustees they are responsible for complying with legislation applicable to charities. This
includes the registration, keeping proper accounts and making returns to the Charity
Commission as appropriate.
The Committee consists of 3 independent representatives, Chair, Treasurer and Secretary
together with the Group Scout Leaders, individual section leaders and parent’s
representation and meets every 4 months.
This Group Executive Committee exists to support the Group Scout Leader in meeting
the responsibilities of the appointments and is responsible for:
The maintenance of Group property.
The raising of funds and the administration of Group finance.
The insurance of persons, property and equipment.
Group public occasions.
Assisting in the recruitment of leaders and other adult support.
Appointing any sub committees that may be required.
Appointing Group Administrators and Advisors other than those who are elected.
All Trustees are volunteers and receive no renumeration. The charity has no employees.
Risk and Internal Control
The Group has in place systems of internal controls that are designed to provide
reasonable assurance against material mismanagement or loss, these include 2 signatories
for all payments and comprehensive insurance policies to ensure that insurable risks are
covered.
The Group, through the capitation fees, contributes to the Scout Associations national
accident insurance policy. Risk Assessments are undertaken before all activities.

The Group continues to provide a programme of activities which benefits our young
people by developing their self-confidence and social skills alongside practical and
life skills.
With the lifting of Coronavirus restrictions Scouting has now returned to face-to-face
meetings, and a full programme of events.

Chairman’s Report
Good evening, Ladies, Gentlemen, Leaders and Scouters of all ages.
Again, it falls to me to welcome you all to this AGM, but mainly to thank our team of
Leaders and helpers who are dedicated to supporting Scouting in Hopwas. Every year
they provide an exciting and varied programme for all Sections, and I ask that we all give
them a round of applause to say thank you for all their hard work throughout the year.
The return to Scouting activities has added to the pressures on the Leaders and we must
thank them for their pro-active approach in getting the Group back into full face-to-face
Meetings and activities.
The Group is also fortunate in having Carrie, Jo, James, Ben and David as non-uniform
Exec members. All these also deserve a round of applause for their work during the year
Even in the recent, challenging, times, the Leaders in each Section have continued to
provide a wide range of activities for the Scouts, Cubs and Beavers and this year they
have made the very best of the available opportunities as we’ll hear when the Section
Leaders give their respective Reports.
Finally, a thank-you to all parents for supporting and transporting your youngsters in our
activities. I’m sure you can see the benefit and strengths each one develops through
Scouting.

Group Scout Leader Report
First of all, please may I thank you all for supporting your children and our amazing
leadership team and executive members by attending this AGM tonight. It is fantastic to
see so many of you here. And how wonderful is it to be finally able to hold this meeting
face to face after missing the last two years due to COVID and having to zoom
everything. I’m really glad to see there is more to you than just your head and shoulders
but apologise if you have had to change out of your PJ’s this year.
And what a year it has been. We have now fully returned to face-to-face scouting and all
the activities we love best. I know the individual section leaders have written their own
reports regarding each section so will leave them to tell you the wonderful things they
have been up to. However, these wonderful programmes of activities and badge work
would never happen if it was not for the dedication and hard work of our leadership
team, from the section leaders Lynette, Caz and Gillian through to all the assistant
section leaders, sectional assistants, occasional helpers, parent helpers and our ever-
growing band of young leaders. So, thank you each and every one of you.
Across the 3 sections we now have 11 Young Leaders. I find this remarkable and am so
grateful to them for continuing to support Hopwas Scout Group. I know teenage years
can be incredibly challenging, with so much going on in such a short time, from

schoolwork and exams to more time consuming badgework and activities in explorers, not to mention social lives and family. Therefore, that they chose to stay with Hopwas and add diversity and support to our group is a real credit to the extraordinary scouting opportunities we offer and to their character. I know that our Young Leaders choose to attend the available Young Leader Training available through the district, working towards a further award of the Young Leader Buckle, a recognition of all they have learnt and contributed to the group, and I am especially pleased to be able to share that one of our Young Leaders Anna White has recently gained this award. Well done, Anna. In recent months we have also been fortunate enough to be able to welcome 3 new members to our leadership team. Lee and Oliver to Beavers and to James to Scouts. Thank you for joining us.

As adults we have great fun alongside the young people and would always welcome any of you who would like to join us at any level, so just take a few minutes to chat with myself or any of the other leaders if you are interested and we can share more information. We would be very pleased for you to join us.

So as a Group what has been going on in the last year. It has been busy let me tell you. We have launched our new website re a complete face lift and modernisation. We have had sound proofing added to the main hall in the scout hut, so the leaders can now hear themselves think and the sales of headache medication have reduced drastically locally. We have updated all our tables and chairs at the hut, removed the marquee from the garden which was used throughout the COVID times to allow us to continue to meet and had a big shed and hut tidy and sort out. I know a number of parents assisted with the last two items alongside the usual leaders and this was very gratefully appreciated.

More recently, the District Annual Awards Ceremony was held. This was the first time in 3 years due to COVID and it was brilliant to again get back to face to face celebrations of all that is good about Scouting. At this ceremony, all young people from every section of every group are invited to be awarded the Chief Scout Award certificates they have earned in the last year. These are usually very challenging awards to obtain and take a great deal of dedication and application, so we are very proud of our young people when they achieve them, but this has been particularly the chase over the COVID period, with little or no face-to-face scouting. Therefore, it has been even more of a challenge to provide the opportunities to achieve and has taken even more dedication by both the leaders and the young people themselves, to stay motivated, active and engaged, and therefore anyone who achieved these awards during this time really deserves to be celebrated, and I was so glad to hear the ceremony was to take place. It turned out to be a fantastic celebration and I am blown away to be able to share that Hopwas was most definitely one of, if not THE largest group of recipients at this ceremony with 25 young people from Hopwas being presented their awards and a further 4 who unfortunately were not able to attend. If this does not show what a 5* group Hopwas truly is, then I really don’t know what does. Well done everyone. And we continue to have many requests for children to join our group, so show no sign of this changing any time soon.

So once again, thank you all the adults involved in keeping scouting going at Hopwas. A huge THANK YOU to all the parents for encouraging us leaders and your young people, and most especially thank you all you Beavers, Cubs, Scouts and Young Leaders for bringing a smile to my face every day.

Beaver Scout Leader Report

Our leadership team is currently made up of Andy, Joe and myself as warranted leaders, Anita and Lee as Colony Assistants, plus Oliver, Rachel and Dawn, who help us when they can, Woody as our Young Leader and Dylan, Fiontan and Cole, who are helping us as Scouts and who we hope will continue as Young Leaders once they move to Explorers in September. We would also like to give our thanks to the parents who volunteer to help us when required.

We are currently running a single Colony of about 28 Beavers and have agreed that we will not go above 30 Beavers. Our Waiting List currently has 10 children on it, who are not yet old enough to start. We are still only accepting children onto the Waiting List who meet our joining criteria of living locally, going to a local school or having a sibling in or other close contact to the Group. Five of those on the Waiting List are due to start by Christmas.

The first half of the Summer Term in 2021 was spent combining face-to-face activities at the Scout Hut with Zoom sessions, including an exciting Escape Room. After Half Term, we did outdoor activities for all the Beavers, including the Explore, Cyclist and Sports Badges.

It was pretty much back to normal in the Autumn Term, and we concentrated on the Global Issues, Cook, Money Skills and Air Activities badges, together with a Skills Night and a session on the bouldering wall at the DAC.

In the Spring Term we did the Digital Maker and Emergency Aid badges and held a Show & Tell for the Hobbies and Collector badges. We also went for an evening walk around the Castle Grounds, just as it was getting dark. Everyone enjoyed using their torches!

6 Beavers joined us at Ullesthorpe for our Group Camp in September 2021 and after a postponement due to an outbreak of Covid at our local schools, we finally held our Superheroes Sleepover at the beginning of March this year, which was greatly enjoyed by the 14 Beavers who attended (and by the leaders!)

Many Beavers have gained challenge badges over the last year, but only two have managed to complete their Chief Scout’s Bronze Award, the highest award a Beaver can receive. At least five more are very close and will hopefully get their Bronze before they move up to Cubs. We have a very young group of Beavers at present, so look forward to more achieving their Bronze Award as they get older.

8 Beavers and 4 leaders enjoyed our recent day trip to the National Railway Museum in York, and we are now starting to plan for Group Camp in September and our Christmas Sleepover in December.

Cub Scout Leader Report

Well, here we are again – how this year has flown! I am pleased to report that it has been a great year of getting back to normal, which has been a great relief. After our AGM in June last year, we spent as much time as possible outside enjoying completing our naturalist, local knowledge and cyclist badges. We practiced pitching tents on the field as we were all a little rusty, enjoyed backwoods cooking and ended the term with our water fight night. We also spent the day at Pooley Park building rafts and sailing down the canal. It was a glorious day and great to be back out enjoying activities.

September saw us enjoy a games night, a visit to Elford Walled Garden as part of our ongoing gardener’s badge, we also had a night learning how and what to pack for camp and to complete camp inspection ready for Group Camp. We learnt about the environment focusing on recycling and built a great big bug hotel in the Scout Hut Garden. We planted bulbs in upcycled containers and learnt about Diwali, making lamps and enjoying some fireworks. We also learnt about Buddhism. Group camp was held at Ullesthorpe a lovely small site and we were able to have the campsite to ourselves for the weekend, we were there for 2 full days but only 1 night to get us back in the swing of things. We enjoyed lots of activities and a massive campfire! It was great to be back to camping again. We joined Hopwas Remembrance parade and finished the year with a quiz and chocolate bingo!

New Year saw us able to begin with a fun bowling session and we had a pack forum and teamwork night, we also made bird feeders ready for the RSPB Big Bird watch. We had a night at the DAC new climbing wall which was great fun! We completed our chef badge making lots of spaghetti Bolognese and fresh fruit skewers. Our sixers and seconders organised a superhero night and saw how hard the leader’s work!! Well done to all the sixers & seconders! We completed our Emergency Aid 2 badge with the help of our very own paramedic Chris. We visited Whittington Barracks Museum and had a great time keeping in line for the Sergeant Major and learning all about shelters and the trenches, we all had a great time playing on the military vehicles and tanks too! Our Young Leaders ran an international programme over 2 weeks all about Italy which was great, a big well done to them! We had a first for cubs and visited the snowdome for a tater skiing lesson – thanks to Claire for her snow expertise. We completed our communicator badge; have started our disability awareness badge and are looking forward to a visit from guide dog Cracker in a couple of weeks’ time. We have helped Claire at the allotment and enjoyed planting and digging there and completed the final parts of our pioneer badge making rope and learning knots and lashings. We have enjoyed the Tamworth Heritage trail for our local Knowledge badge and also completed our athletics badge! We have our photographer badge to start too with a trip to Middleton Lakes to see if we can take some great photos. Best photo from each cub will be entered into the Hopwas Village Show in September. We have had 8 Chief Scout Awards presented this year, a great achievement. Well done all! As Akela I would like to thank all the leaders that support our cubs to be able to have a go at all these activities, we couldn’t do it without you, so thank you Baloo, Bagheera, Chill and thanks to Rama and Raksha who are attending when university allows, it is great to have you back. A massive thanks to all the parents who have supported us this year and to those who have helped us out, special thanks to Claire for a massive input into the gardening badge, and to Chris for his first aid expertise! Scout Leader Report

Since the AGM last year, I’m pleased to report that normal scouting has resumed for the scout troop! We’ve had a great year, welcoming 10 new scouts, including Wilf who from Australia who has joined us for 6 months before moving to explorers in September. We are now at 29 scouts.

We’ve had a busy year, culminating in 6 scouts achieving their Chief Scout Gold in April this year which is a fantastic achievement for them. They are all due to leave us at the end of this term to move to explorers. 5 of them are helping with beavers and cubs so we’re pleased we’ll still see them around!

Back in September, we helped make a raised bed or two at the allotment and harvested many fruits and vegetables. The Patrol Leaders organized a games night which was great fun and featured human hungry hippos! Group camp took place at Ullesthorpe in midSeptember, where we had a fantastic time lighting mini fires and making cups of tea in tin cans, making leather woggles, cooking our own lunch, pioneering and going for a hike. It was the first time that some had camped with us, so we were pleased to be able to get back to camping. Thanks also to Steve Smith for feeding us and for agreeing to do it again this year.

In October we did blindfolded painting as part of the World Challenge badge, and we had a hike and the sleepover at the hut (which was surprisingly warm in October!) We enjoyed the new traversing wall at the DAC and did shooting and finished the month with a very creative pumpkin carving competition.

In November, we created timelapse sparkler photos at our bonfire party, attended the Remembrance Parade at St Chad’s, created bottle rockets and did some international cooking where Sophie created ‘jerk fudge’ by accident, but it was actually very, very nice!

In December we did tile painting and then had our Christmas Party at Ace Karting where a great time was had by all.

In January, we had a board game night and then did the Model Maker activity badge where we made Warhammer figures and painted them. We also had a CEOP internet safety evening presented by Steve Smith.

In February, we did more shooting and climbing at the DAC and did some fire lighting and map reading skills. In March, we made pancakes on sawdust cookers and then later in the month, the scouts held a very well attended Comic Relief fundraising evening where they all achieved their Fundraising Activity badge by raising a massive £331 for Comic Relief. It was a fantastic achievement and the scouts worked hard to plan and run the evening.

In April, we did a Hopwas Scouts Got Talent where we had a lovely evening watching and listening to their musical, acting and other talents. Later that month, 9 of the older scouts attended an Expedition Camp where they planned, navigated and hiked around Cannock Chase. They did brilliantly and it was fantastic to see their confidence grow over the weekend.

In May, we made camp donuts and eclairs on campfires which were delicious. We joined the beavers and cubs for a great trip to the National Railway Museum in York, visited the allotment again and began to sort out the garden at the hut. We also made mini rafts, did a scavenger hunt and went for a hike.

Brief statement of the
charity’s policy on
reserves
The Group's policy on reserves is to hold sufficient resources to continue the charitable
activities of the Group should income and fundraising activities fall short. The Group
Executive Committee considers that the group should hold a sum equivalent to 24
months running costs, plusmonies to enable the purchase and replacement of
capital equipment required to meet the charities objectives.
The Groupheldreserves ofapproximately £44kagainst this at yearend.
The Group does not have sufficient funds to invest in longer term investments. The
Group has therefore adopted a risk averse strategy to the investment of its funds. All
funds are held in cash using only mainstream banks or building societies.

TREASURERS REPORT YEAR ENDING 31[ST] MARCH 2022

This year our income was £25,745 and expenditure £22,825, an underspend of £2,920.

The Group has received Covid grant money of just over £10k, at the beginning of this year. This has allowed us to continue to subsidise the cost of subscriptions to parents for the first term, and then keep them at pre-covid levels after that. The subscriptions are £7.9k, nearly £5k more than last year, but less than the £10k, in pre-covid years.

Rental from hiring out the scout hut to other groups and individuals started back this year. Our regular hirer’s, such as the Guides & Brownies, started back in the autumn term, and we had a few bookings for parties and family get togethers. The income from hut rentals was £1.6k.

The day to day running costs of the scout hut, which include rates, utilities, insurance and general maintenance, have gone down slightly to £5k this year.

The Easy Fundraising website gave the group, this year £62, this year. We’d like to thank all the supporters who have signed up and use the website to do all their regular online shopping. But this money has dropped over the years. We encourage more people to sign up and help increase this. It is very easy and if you’d like more details, please ask any of the leaders for details. The only other fundraising this year was the donations given to Gillian and Lynette for the sewing of badges. This raised £166 in the year. This is a massive increase of £127, on last year. Thank you to both of them for the extra time they give.

A Gift Aid claim was submitted in the year and included a resubmission of last year’s claim. This totalled £2.6k. The Gift aid scheme enables the group to reclaim tax on weekly subscriptions and continues to be

well supported. This is now very easy to sign up to on Online Scout Manager, so please do, if you are a UK taxpayer, it does help the group.

There was a £300 donation from an old Hopwas scout, Ronald Frederick Hitchiner, which we would like to thank his family for. We have been told by his son, that Ronald had fond memories of being a scout at Hopwas. In later life he enjoyed his garden, so we are going to use the money towards a replacement shed in the garden at the hut.

Group scouting has cost the group £4.2k this year. This fee is a cost per member and is paid to District Scouting to cover running costs of The Scouting Association. This was a small reduction on last year, but this was only due to a reduction in members in Hopwas group.

The executive committee agreed to invest in sound proofing of the main hall. This investment cost the group £5.5k and came from reserves. The windows in the main hall also needed replacing, this year and cost £2k.

The executive committee continues to take a prudent approach and have continued to set aside funds to ensure that costs relating to Hopwas scouting through any other emergency, can be met.
