Structuro, Governance and Management
The Charity was established by a Declaration of Trust dated 18 December 1970. The charty is run by a
Board of Tnjstees representing various activities within the village of Follifoot with Plompton. At the Annual
General Meeting in 2023 the Trust Deed wa8 amended under Section 280 Charittes Act 2011 to allow more
exibilty as regards Trustee numbers and Non-Trustse representatives on the management Committee
The fina￿181 rewds and assets of Ihe Trust are controlled by the Village Hall Treasurer vtho reports to the
Trustees.
It is with great sadn&ss that the Trustees hava to re￿rt on the sad loss of Mick Keenan who passed away
in December 2023. His enthusiasm and hard work as a Trustse will be sorely missed.
Objectives and Activlties
The Ifillage Hall provides a fcKal point for the village of Follifoot and ts available for hire to residents and
non residents of the village for events. Additi"onally the Hall is used as a resource by th8 local 8th001 for
many of ivs daily activibes.
Investment Policy
The Trustees recognise the need to have enough resour￿ so that the Village Hall can ￿ntinUe to function
effectivety in the future. To cater for maior items of expenditure the Trustees plan for an ongoing surplus
of income over expenditure and hold this su￿lUS a￿OrdIng to the policy below.
Scope: This policy q)plies to all Village Hall funds except those required for ongoing day to day arKI monthly
management of activities.

Risk: The level of acceptsble risk shall be minimal. This means we invest where financial servi￿S are
closely regulated, where compensation schemes are in place with a suitably diversif*d inveslment portfolio
and not to make any Speculative foms of investment
Application: In the first instance, funds shall be hekl in an interest bearing bank or building SoC￿ty deposit
account. In the second instance, when there is an excess of funds in the deposit account such that they
are unlikely to be required in a three to fve year period, funds shall be invested in UK govemment bonds.
Preservation of value.. Investments are intended to be held for the longer temi with income andlor index
linking able to offset any loss in value through inflation as far as possible.
DissK)sal: Investments must be readily marketable.
R￿lew. The investrnent policy shall be reviawed annualty.
Achlevement and Performance
The Trustees are aware of the need to ensure that the Village Hall premises are maintained in g¢>Jd
condition for hire and in particular that all risk assessments have been undertaken and are kept up to date.
Assessment details are shown on the Village Hall website alongside booking terns. The Trustees arrange
for extemal inspections and reports on fire precautions, Legionella disease etc.
Flnanclal Revlew
Despite considerable increase8 in heating and lighting costs the Village Hall was well used during the year
and hire income increased by around £4500 compared with 2022. Hall repairs and renovalions were
relatNety modest after a programme of renovation in 2021 and 2022 and as a result a surplus of £8483 was
achieved for the year.
In addition during the year the Village Hall re￿iVed a generous bequest of £25491 from the estate of a
former resident of the village. The Trustees have already instigated a full energy audit of the premises and
hope to use some of this income to futureproof the heating and lighting requirements of the Hall.
The Trustees have been ab￿ to take advantage of softening gas and electricty prices and enlered a new
fixed price contract in De￿mber 2023 which should redu￿ running costs by close to £3000 for 2024.
The Trustees are also in the prO￿sS of finalising tenders for new boundary hedges and fences lo enhance
safety for users . A grant of £1000 has been obtained from North Yotkshire Council towards th5s cos( the
work is anticipated to take place in spring 2024.

Pollcies
The accounts have been prepared on a re￿Ipts and payments basis and compty with the
Statement of Recommended Practi￿ issued by the Charitiy Commission. Receipts are bmught into
account when cash is received. Payments are accounted for at the time of payment.
Deposits received for future bookings are held within Restricted Funds as these are not available
for use by the Village Hall.

The building is insured for £667,799 and contents £38235 { including Bowls Club £3684 and the embroidered
wall hanging £1843) Public Liability cover is £5 million and this agreement runs to November 2024.

l ￿pOrt to the trustees on my examination of the attached accounts and notes for the year ended
31 December 2023
Responsibilitles and Basis of Report
As the charity Trustees , you are responsible for the preparation of the accounts in accordance
with the requirements of the Charities Act 2011 ( 'Ihe ACV,).
I report in respect of my examination of the Charity's accounts carried out under section 145 of
the 2011 Act and in carrying out my examination, I have followed the applicable Directions given
by the Charity Commission under section 145(5)(b) of the Act.
Independent Examinerfs Statement
I have completed my examination. I confirm that no material matters have come to my attention
in connection with the examination whKh gives me cause to believe that, in any material respect:
accounting records were not kept in accordance with section 130 of the Act or
the accounts do not accord with the accounting records
I have no concerns and have come across no other matters in connection wtth the examination
to which attention should be drawn in order to enable a proper understanding of the accounts to
be reached.
