1. Chairperson’s Statement
The purpose of this Statement is to report on the activities and the financial statement of Portland Sea Cadets (TS Penn), since our previous AGM which was held on 12th June 2024.
In the past year the Trustees have ensured that all aspects of the Unit's compliances, from insurance, annual servicing of the equipment and gas appliances, portable appliance testing, Safeguarding and data protection have been completed.
Throughout the past year our usual Fundraising events, 2 Sea Front Stalls, Love Portland Festival (formerly known as the Island Bash) and 2 Coffee Mornings at Easton Methodist Church have been organised and run by the Trustees and volunteers and all have worked hard to achieve the goals which were set out in our 5 Year Development Plan.
This past year has been an exciting and positive year for the Unit as the work on Phase 1 of our Plans was started in March 2024. Many hours were spent on applying for grants and project managing builders, plumbers and flooring specialists. It took a great effort and I personally would like to thank our CO and the Trustees who worked closely with her to obtain such good results.
Thanks to a grant from Dorset Council, at the same time, we were able to remove the old kitchen and put in a brand new one. The committee of Trustees were in the front line for this, tearing out the old kitchen, welcoming the lorry driver and helping to unload the new kitchen and installing it. Brilliant work by everyone and many thanks to some of the Cadets who also helped. It was so worth the effort.
As ever, we passed our Unit Review with flying colours and many thanks go to our CO and the staff who are always willing to offer our cadets so many different activities. Our Unit is noted for the breadth of activities that are available and this is only possible because the instructors give so much of their time to the Unit and the Cadets.
We are now starting the process to enable us to begin Phase 2 of our project and we hope that this will give us more room so that we can whittle down our waiting list. It is fantastic to have a waiting list but we would rather have the young people in the Unit, taking part in the activities and having fun.
We are all proud of the progress that has been made this year and I thank the Committee of Trustees and our President, who have supported and worked and had such positive attitudes to the plans. You are a formidable force.
Finally, may I thank the parents, carers and friends of the Cadets who support all of our events, supplying Bric-a-Brac, Bottles and delicious home-made cakes. All our efforts combine to make Portland Sea Cadets an excellent and exciting Unit.

2. Commanding Officer’s Statement
STAFF : 2 Lieutenants (SCC), 1 Reverand, 2 CPOs, 4 POs, 4 PPOs, 1 CI and 2 Unit Assistant Administration Officers. We also have 3 volunteers going through Induction to be uniformed volunteers.
Changes over the last 12 months :
Harry Harris has re-joined Sea Cadets with our Unit and is in the process of completing all of his refresher training to be confirmed as a Probationary Petty Officer.
Sophie Nel and Jamie Ferguson have both turned 18 years of age, and are completing their volunteer induction training – Sophie will become a Probationary Petty Officer and help with the Junior Section, and Jamie will be a Service Helper as he is now in the Army under training and will attend when he is on Leave.
Josh Pepper completed his Induction Training and has been appointed as a Probationary Petty Officer.
PPO George Harris has completed two of his 4 Core Modules towards promotion to full Petty Officer.
PO Chris Palucsis has recently been appointed as Area Staff Officer for the Band Proficiency in the South West, and we wish him all the very best in his new role as he works to develop music training for Cadets.
CADETS : Seniors 26 Juniors 10. Total 36.
Our Senior and Junior cadet numbers have increased slightly over the year, with good attendance across the board. We currently have 10 youngsters waiting to take up a place in the Junior Section, from which we will take 2 next week. We are limited by the size of group that the Junior Instructional staff can manage, which we have currently set at 12. We are also limited by building capacity and the instructional spaces that we have available.
Our affiliation with HMS PORTLAND has been reinvigorated. Following her previous year’s deployments and recovery period, an Affiliates Day in January saw 14 Cadets and 4 volunteers join the Ship’s crew for a day at sea off of Plymouth, learning how the ship operates and it’s capabilities, and they even had the thrill of watching the Ship’s Merlin Helicopter demonstrate her speed and rescue abilities alongside the Ship! We also had the Royal Navy’s Attract Engagement Team visit the Unit, where they gave the Cadets an insight in to the roles of the Royal Navy and how it fulfils that on a global scale, and then they did team challenges with the Cadets.
As ever, we’ve been busy in the Community supporting local civic events including the Weymouth Armed Forces Veteran’s Parade, Merchant Navy Day Commemoration Service, HMS ILLUSTRIOUS Memorial Service, the Mayor’s Civic Carol Service, HMS FOYLEBANK Tragedy 85th Anniversary Commemoration and November Ceremonies with the Parade and Service at Portland Heights. Our Juniors decorated a Christmas Tree at St George’s Church for the Island’s first Festival of the Trees, and we all enjoyed a visit to Portland Fire Station where Cadets manned fire hoses and also used the ‘Jaws of life’ hydraulic car cutters to try and delicately move an egg 10 metres without breaking it! We have additionally supported various Island events associated with VE Day 80 Commemorations, including the service at Portland Cenotaph and Beacon Lighting. Leading Cadet Lily completed further Lord Lieutenant Cadet Duties, with the 2024 Armed Forces Veteran’s Parade as well as Empire Medal Presentations. Leading Cadet Katie was then honoured to be appointed as one of the Lord Lieutenant’s Cadets for Dorset this year, and has supported the Lord Lieutenant at Weymouth Remembrance

Parade as well as at Forde Abbey near Chard for a Royal Visit by HRH Princess Royal. Nationally, we had 6 Cadets take part in the National Trafalgar Parade in London, where 400 Cadets took part in a Ceremony in Trafalgar Square followed by a Parade down The Mall, past Buckingham Palace before finishing in Wellington Barracks.
The Cadets have made good use of the District courses, completing Basic level qualifications in Sailing, Paddlesports, Climbing, Seamanship and Physical Training. At the South West Area level, Cadets have completed courses in Basic Communications, Intermediate Catering and Intermediate Marine Engineering, as well as Basic and Advanced Peer Educator courses which teach the more Senior Cadets how to teach the more junior rates in their syllabus. We also had 6 Able Cadets attend the Area Promotion Board, with all 6 passing for promotion to Leading Cadet – an unprecedented amount for this Unit! Our Juniors took part in the District Junior Camp, which was held on farmland in Somerset where we camped within a wood and the Juniors did den building, trails, outdoor sports, etc.. They also took part in the District Juniors Multi-Activity weekend held at Weymouth where they did a bit of Seamanship, Drill, Sports, Nature and science activities, as well as a swim session at Osprey Leisure Centre. Cadets have also taken up courses at the National Boating Centre in Weymouth in RYA Powerboating and RYA Sailing, including the more advanced Start Racing Course. And we had a Cadet take part in a Tri-Service Engineering Challenge ran by the Royal Navy at the Fleet Air Arm Museum, where they created working aeroplane models.
Our own waterborne Unit boating activities have been very active, with high Cadet attendance on our Tuesday evening sessions delivering training to 2 groups of 6 doing sailing courses, a Power Level 1 course and the remainder of cadets doing various levels of rowing training. We had our independent RYA Inspection last month - the Inspector was really pleased with our standards and how we deliver our RYA activities, he contacted me afterwards and said ‘ Many thanks for showing me around your equipment and centre documents. It was great to see all the children on the water, engaged with their learning and having fun.’ We had no required actions from the Inspection. A huge thank you goes to Mr Bob Featherstone for carrying out the Shore Safety role each week, making sure that our shoreside operations are safe with all persons accounted for, which is no easy task with around 35 people on the water each night!
Cadets have undertaken Rowing Expeditions on the waters of Weymouth and Portland, in some very testing weather and sea conditions, to achieve their Duke of Edinburgh Bronze Awards. We also had 5 Cadets and an adult undertake a practice Expedition locally for their DofE Gold Award, before going on to successfully complete their Qualifying Expedition on the very navigationally challenging waters of Poole Harbour, rowing around Brownsea Island and down past Old Harry Rocks to Swanage, returning the next day and then rowing up the River Frome to Wareham and returning on the 4[th] day – a fantastic Expedition! Just this last weekend, we had 5 Cadets complete their practice rowing expedition for the Silver Award, and they now progress to their Qualifying Expedition exploring the military fortifications of Weymouth and Portland at the end of this month. We were also fortunate to be able to have a tour around the Sea Cadet Offshore Power vessel, T.S. Jack Petchey, which was alongside in Portland Marina for a few days, giving the Cadets an insight into what a voyage onboard would be like and what opportunities they have. I’m really pleased to say that we have had the most Cadets that we have ever had go on offshore voyages this year – AC Austin went on the Offshore Yachts, and 6 Cadets went on the offshore power vessels, including LC Lily who went to Dunkirk as part of the VE 80 Commemorations with events involving the Dunkirk Little Ships.

Our onshore Unit courses have enabled Cadets to gain basic level specialisation qualifications in First Aid as well as the higher level First Aid at Work for the older Cadets. Our current round of Specialisations on Parade nights concludes next week in Basic Catering and Basic Marine Engineering, as well as the RYA Essential Navigation and Seamanship Course. Special thanks goes to Mrs Vicky French for delivering the Catering course, which was hopefully a little easier this time in our newly refurbished Galley than it was last year when the Unit was in the middle of significant building works! Ten of our more Senior Cadets have achieved BTEC Vocational Qualifications, with 4 achieving BTEC Level 1 in Teamwork, Personal Skills and Citizenship, and 6 achieving a BTEC Level 2 in Teamwork and Personal Development in the Community. The Cadets this year again had a formal Mess Dinner for their Christmas Do – thank you so much to the Unit Management Team volunteers who helped with that, and the Cadets really did have a fantastic evening.
We have had a strong year of Competitions, with Unit Teams winning in District Rowing, Sailing and Windsurfing Regattas as well as in the Powerboat Handling Competition. At last year’s Area Regattas the crews fared really well, including achieving the Silver Medal place for our Juniors Rowing Team and Silver Medals for our Powerboat Handling Team. Able Cadet Austin went on to take the Bronze Medal in his category in the 2024 National Windsurfing Regatta, and Able Cadet Lewis and a Glastonbury Unit Cadet came 11[th] in the Open Quest Dinghy Sailing Category at the National Sailing Regatta, both of which were held in Southport. In this year’s recent 2025 Area Rowing Regatta, our Juniors Team and Junior Girls Teams both came 4[th] place, and our Open Boys Team came in 7[th] place. Our Powerboat Handling Team of LCdt Katie, Able Cadet Daniel and Ordinary Cadet Robert won the Area Powerboat Handling Competition and go on to compete at the National Powerboat Handling Competition to be held in London Royal Victoria Docks. AC Austin and AC Lewis will be competing in the South West Area Windsurfing and Sailing Regattas being held in Weymouth in 2 weekends time. In the District Drill Competition, the Unit Armed Guard team won their category, with LCdt Lily also lifting the Best Guard Commander trophy. The team went on to take Silver Medals at the Area competition at HMS Raleigh, with LCdt Lily also Runner-Up as the Best Guard Commander.
The staff have been no slouches either, delivering and supporting all the sessions and activities that I’ve just covered. On top of that, Lt Harris, CPO Damien Hawkins, PPO Poppy Excell and Sophie Nel have gained or revalidated their First Aid at Work qualification and Lt Harris has updated her Advanced First Aid Instructor qualification. PO Lillie Merson has qualified as a Sea Cadet First Aid Instructor, which will help with providing training to our Cadets as part of their core training programme. CI Gavin Poulloin has qualified as an RYA Dinghy Sailing Instructor, PPO Blade Harvell has qualified as an RYA Senior Dinghy Instructor and PO Merson has qualified as a Sea Cadet Rowing Instructor, which greatly helps the delivery of our afloat training. CPO Hawkins and PO Merson instructed on the SW Area Band Course held at the Sea Cadet Training Centre in Weymouth, and CPO Hawkins additionally participated in the National Trafalgar Day Parade Massed Band and was one of the judges supporting the National Band Competition held at Greenwich Old Royal Naval College. Lt Harris, Lt Mills, PO Loveless and PPO Harvell have all instructed on various District courses, including RYA Powerboating, RYA Sailing, RYA Safety Boat, Seamanship and First Aid at Work Courses, and Lt Harris has instructed Area First Aid courses and supported the Area Training Week held at HMS Raleigh. CPO Lee also supported the offshore voyages with a week supervising one of the trips between Eastbourne and Ramsgate.

Special thanks should also go to Mr Harris who works hard in the background to keep things going, from helping with the fundraising events and sorting all the bric-a-brac to re-wiring the Unit’s trailer and fixing multiple parts of the Unit. Modesty would normally stop me mentioning this next bit, but as this report is a record of our achievements through the year, I have to say that I was very pleased and honoured to be the South West Area’s nomination for the Roddy Casement Sword, which is for the Commanding Officer who has by example and dedication contributed the most to the aim of the Sea Cadet Corps during the preceding year.
In 2024 we were again awarded a Burgee as a result of our Unit Review assessment, marking the Unit as within the top performing Units in the country. Our report was very good, with the Area Officer writing ‘What can I say - TS Penn have steadily gone about their business and have become a TOP performing Unit over the last two years or so. This status does not happen by chance and echoing the comments and plaudits in the District Officer's section, I too can only endorse them. The operation and Sea Cadet Experience delivery is both highly impressive and reaches our young people in a difficult and somewhat challenging location. I am truly delighted to recommend the award of another BURGEE which illustrates the rich quality of delivery of the SCE by some of the very best staff. I am also recommending the award of a Captain Sea Cadet’s Commendation for the high calibre Commanding Officer and her team. BZ.’
My absolute thanks go to every member of staff for their hard work throughout the year. Delivering the activities and level of training that we are able to provide the Cadets, takes a lot of planning and personal time, which is often outside of the standard Parade Nights and Training Days that we all do. The preparation for training nights and weekends, the intense training required to produce the standards that the various competition teams achieve, as well as ensuring that we meet all the Health and Safety requirements, etc., are all the necessary staff efforts in the background that combine to continue our Unit’s success.
My thanks also go to the Unit Management Committee for the support that they have given the staff and cadets in the Unit throughout the year, enabling us to go about our business in providing the Cadets with the opportunities, experiences and challenges that they all enjoy and grow from. Much effort has been put in by the UMT to establish a Unit Development Plan, with approved planning permission for the extension and improvement of the facilities of our Unit headquarters. Following completion of Phase 1 of the Project to overhaul the welfare facilities and replace all the heating and hot water systems earlier last year, the UMT has delivered further improvements to the building this year with the complete refurbishment of what was a very tired Galley with second-hand units installed in 1996, to what is now a space that the Cadets are proud of and which as I alluded to earlier has already been put to use, with the delivery of a catering course, use by the Juniors to make cookies and cakes and providing everyone with hot dogs before we set off to the top of the Island for a Beacon lighting! It was delivered on budget at £8,815, towards which we had grants of £8,200. Such a great standard of finish was achieved, way beyond our expectations, through the generosity of Moores kitchen company in Harrogate who designed the kitchen and gave a significant discount on the units and worktops, and also through similar generosity of local companies keeping costs to the minimum for us and in one instance doing the work at no charge at all – many thanks to C & N Electrical Services Ltd.. What was great with the Galley project was how the UMT and uniformed side of the Unit came together for it, ripping out the old kitchen in just 4 hours, doing multiple tip runs, sanding down the wall surfaces to get all the tiling adhesive off (thank you PO Loveless!), taking delivery of the new equipment and installing all the Units. Special thanks should go to Garry Hepworth who kept us all on the straight and narrow with how to go about it, and gave up extra time to do all the finishing touches like fitting kick boards, applying sealant, etc..

Focus now turns to Phase 2, which is set to create the additional training space that we need to be able to support an increase in Cadet numbers and meet the demand for places that we are experiencing. We have obtained up to date costing for this phase and are commencing fundraising towards achieving it. The project has taken much time and energy by all over the past 18 months, but we are now starting to see the real benefit of our labours, thank you all.
The excellent reports that we have received for all areas of the Unit reflects the hard work and dedication invested by the Committee, Staff, Helpers and Cadets alike.
3. Treasurer’s Statement
The full accounts for the Unit for 2024/25, including prior year comparative information are shown below in the Appendices.
The Unit has had a busy year financially. The excess of payments over receipts of £24,128 includes expenses attached to the two big projects that we have completed – the heating, toilets and showers and also the new galley.
Excluding both the income of £7,418 AND expenditure of £62,183.33 relating to these projects, gives us a surplus (excess of receipts over payments) of £2,773.
Bank balances at 31 March 2025 totalled £60,308.50. The Unit maintains a financial reserve, representing approximately 1 year’s running costs - £10k.
Grants for the two lots of building works were very gratefully received from:
Tranche 1 works: MSSC - £25,000; Grants towards Galley Project: Dorset Council - £6,700; Court Leet - £1,000; SALT - £500.
We had a significant donation of work and materials from a Cadet parent for the galley project, for which we are very grateful and have also had an unrestricted grant of £10,000 from the Port, which we have set aside for the Tranche 2 works.
In addition to the above-mentioned grants, which were given for the specific purpose of the building works, we gratefully received donations from the following individuals and organisations:

We have also continued our busy programme of events in the community, which supports the running of the Unit and to keeping the contributions of the Cadets and their parents very low. In 2024/25 our sources of income for the running of the unit were as follows:

Cadet subs – about 30%

Fund raising events and Easy Fundraising – about 32%

Interest on our savings account – about 6%

One off donations by individuals and organisations – the rest – about 32%.
We will be continuing fund raising and applying for grants in the coming year in order to carry out Tranche 2 of the building refurbishment works.
Basis of Preparation of the Accounts
The accounts are prepared on a cash basis. Receipts are recognised in the accounts in the month in which they are received. Payments are recognised in the month in which they are paid. Accordingly, there are no accrued income and expenses, debtor or creditor balances shown.
The accounts have been independently inspected and have been approved by the Unit Management Team.
Responsibilities of the Trustees
The Trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charity (Accounts Reports) Regulations 2008. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
