Report of the Trustees for the year ended 31°t March 2021
The legal and administrative information as set out forms part of this report. The financial statements comply with current statutory requirements, Articles of Association and Statement of Recommended Practice — Accounting and Reporting by Charities. The accounts have been drawn up on a Receipts and Payments basis, which is consistent with the previous year. The District is a Trust established under its rules, which are common to all Groups and Districts. Trustees are appointed in accordance with the Policy, Organisation & Rules (POR) of the Scout Association.
Trustees’ Interests:
No Trustee had a personal interest in any assets of the Chorley District Scout Council.
Organisation:
The Scout District is ted by the District Commissioner and is supported by the following The District Scout Council, The District Executive Committee, District Administrators & Advisors and the District Team which comprises of all Assistant District Commissioners and District Scout Leaders.
District Scout Council: The District Scout Council is the electoral body which supports Scouting in the Chorley District. It is the body to which the District Executive Committee is accountable. District Executive Committee:
The District Executive Committee exists to support the District Commissioner in meeting their responsibilities to provide support for the Scout Groups within Chorley District. Members of the District Executive Committee are the “Charity Trustees” of the Scout District and are responsible for complying with the legislation that is applicable to charities.
The Objectives of the District are:

e To continue to increase the number of trained leaders in all sections of the District. * To identify areas for development of Scout & Explorer Groups with the District. * To continue to improve communications and publicity not only within the Scout District but within the wider local community.

To maintain and improve the District resources.

e To provide an opportunity for the members of the District to participate in International activities with members of Scouting from other countries through International camps.

® To identify areas of training need and to make adequate provision for them.
The policy of the District is to have adequate strategic financial reserves in order to provide the requisite level of support to the Scout Groups within the District for a minimum period of two years and to retain sufficient resources for the adequate maintenance of the properties that aré held in the name of Chorley District Scout Council. The various sections of the District also maintain their own resources to support the particular activities in which they are involved.
At the end of the year the General reserves amounted to £175,864 of which £80,000 was in designated funds and monetary assets of £95,864.
Financial:
The year opened with consolidated funds of £157,467 and closed with £183,441 at the end of the financial year, with an income over expenditure of £25,974.
The Covidi9 pandemic has greatly affected our Scouting Activities across all sections including the Districts International Expedition to Kandersteg Switzerland 2021 which was cancelled with funds returned. The Scout Association Membership fee was greatly increased this year and this was absorbed by the District in order that no member would be hit financially, also the District Executive did not include the proposed District increase.
Our Incoming Resources were strengthened by the Goverments — Covid 19 Retail Hospitality and Leisure Grant with the initial and subsequent grants we have received £21,070.

The Short Term Investment with The Scout Association has provided zero interest this year with the investment of £80,000 secure.
The Scout Shop Agency and the Badge Shop both have been closed due to covidi9 pandemic, so for current year there is financial support to the District.

Statement of Trustees’ Responsibilities
The law applicable to charities in England and Wales requires that the Trustees prepare financial statements for each financial year which give a true and fair view of the financial activities of the charity during that year and of its financial position at the end of the year.
In preparing the financial statements the Trustees are required to:

e Make judgements and estimates that are reasonable and prudent.

e State whether applicable accounting standards and statements of recommended practice have been followed, subject to any material departures disclosed and explained in the financial statements.

e Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the Charity will continue in operation.

e The Trustees are responsible for keeping proper accounting records which disclose, with reasonable accuracy, the financial position of the Charity and which enable them to ensure that the financial statements comply with the Charity Act 2011. They are also responsible for safeguarding the assets of the Charity and hence for taking responsible steps for the prevention, and detection, of fraud and other irregularities.
Independent Examiner:
A resolution will be proposed at the Annual General Meeting that L.King be appointed as the Independent Examiner to the Charity for the ensuing year. This report was approved by the Trustees on 12 May 2021 and signed on their behalf by:

As the Trustees of the District you are responsible for the preparation of the accounts. You consider that an audit is not required for this year under Section 144 (2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.

Basis of independent examiner's report
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the District and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerming any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently | do not express an audit opinion on the view given by the accounts.
