Summary of the purposes of the charity os set out in its governing document
The aims of the Pre-school are to enhance the development and education of children, primarily under
statutory school age, by en¢oura8ing parents to understsnd and provide forthe needs of their children
through community groups. and by:

together with the rights of parents to take responsibility for and to become involved in the activities
of such groups, ensuring that such groups offer opportuntties for all children vA)atever their race,
culture, reli8ion, means or ability-

Summary of the moin artivities undertokenfor the public benefit in relation to the objertives..
In adopting the Pre-school Learning Alliance Model Constitution for Pre-schools, and in planning our
ctivities and formulating our policies, the trustees have 8iven due regard to the guidance on public
benefit published by the Charity Commission.
In the furtherance of these airn5, the Prtrschool provides morning and afternoon sessional care, lunch
clubs, full day care19am to 3pm) and out of school care (Breakfast Club from 8am and After School
Club 3pm - 6pm) during school term time for both prtrschool children and school age children from
all backgrounds within the local community. The PrfrSch¢)ol also runs holiday clubs for part of the
school holidays. The Pre-school provides flexible childcare. offering attendance patterns to
accommodate the needs of individual children ènd families. Parents can also opt to 115e out of School
care in conjunction with day time care, benefrting from maximum flexibility. The day time sessions are
attended by a mix of ages between 2 and 5. The out of sthool care is attended by children of both pre-
school age and school age.
Camel PrfrSch¢x)I has a designated Special Needs Cwrdinator and an Equal Opportunities Cov
ordinator, both of whom have undergone the requisite training. C¢x)rdinators regularly update their
training, and contribute to the formulating of the Pre-Schix*l's polities and plans. We currently have
children with a variety of additional needs attending both pre-school and out of school care sessions.

The pre-school building has tsvo access ramps- one for the main entrance to the building and one from
the building into the children's play area. The premises also has other adaptations such as a disabled
toilet. and low level 5ink5.

The Pre-Schcrf)I provides a safe and stimulating environment, and is tommitted to safe8uarding and
promoting the welfare of the children attending. Each child has a named key person, who liaises with
the parentslguardians and ensures that the child settles well and who acts as a primary contact point.
Parents receive regular newsletters providing information about the pr&school's activities and
forthcomin8 events, and are updated about their child's progress on both a formal and informal basis.
Camel Prtrschool is located in the erounds of St(Kkham Primory School. and the two organisations are
linked together as a Partnership Foundation Stsge Unit.
sfRucfuRE GOVERNANCE AND MANAGEMENT

The Prtrschool is an unincorporated charitable association.
Recruitment and appointment of new trustees is from the membership of the Pre-school, via the Pr
School committee.
The overall management and control of the Prfrschool resides with the individual members of the Pre-
school's management committee. At least 2 management committee meetings must be held each
year, although due to the nature of the V￿r￿ undertsken by the Prfrschool more frequent meetings
are usually held.

FINANCIAL REVIEW

Despite inflationary pressures and the increase in the Employers Nl contributions rate during the
year. the charity reported a surplus oft the financial year and the charity remains in a secure financial
position. Camel Prtrsthool has remained open throughout the school year, and demand for places
rernains high. The level of funds held are sufficient to provide both the resilience to manage any
changes in operational guidance. and to ensure financial sustainability for the year to come.
Reserves Policy
The charity sets aside reserves to cover the contingenry of closure and subsequeftt payment of all
ststutory payments (such as redundancy payrnentsl. sufficient funds to cover tash flow requirements
in the case of a significant reduction in income or unexpected additional costs, and future building
maintenance and accommodation development costs. The level of reserves is monitored and reviewed
at least yearly. and is maintsined at the appropriate level by way of provision from current incorne.
The level of reser4es as at the last dèv of the financial year was £13204912023124 £1301(X)I.
ACHIEVEMENTS AND PERFORMANCE
During the year Camel Prtrschool Pfovided morning and afternoon sessional care, lunch clubs, full day
care, breakfast clubs and after school club5 during school term time. Although Covid 19 measures are
no longer applicable, some protection methods have been kept so that children could continue to
benefit from high quality childcare and the opportunity to leam whilst at the same time keeping
everyone safe.
A total of 119 children attended pre-school, breaktsst club and after school sessions durin8 the course
of the year. Of this total, 50 accessed solely pre-school care, 69 accessed out of sch¢)ol eare. 16
accessed both prtrschool and out of School care. We also ran a number of holiday clubs during the
year which were popular. The holiday clubs were accessed by 43 children overall, attending day,
moTning, or afternoon sessions. The holiday tlub5 provide the children with the opportunity to play
and have fun in a safe environment with children and staff that they know.
Camel Prfrschool has an enthusiastic and ¢ommitted staff, led by a Manager and two Supervisors, all
holding appropriate Early Years QualifKations and being very experienced in childcare. During the year
they were supported by nine other pr&schc￿l stsff rnembers. who all have wide experience in
childcare and hold childcare qualifications at various levels. Each year the stsff undertake additional
training in line with Ofsted and management requirements. including continuing professional
development and updating Child Protection training. This year the pre-schts)l arranged for Paediatric
First Aid trainin8 to be held on site to update stsff qualification5. The PTfrSchool also employs two part
time administration and support stsff.
Our latest Of5ted report for early years provision. received following an inspection in Summer 2023,
stated that Camel Pre-school was a good pre-school. The report stated that staff support children to
settle well and plate a strong focus on their happiness and safety- Children respond warmly to
nurturing staff, who know the children and their families well. Partnerships with parents are strong.
and parents are confident in the knowledge that their children are happy, safe and well cared for at
the pre-school. Parents know their child's key person and receive regular communication regarding
their child's learning and development. stsff work closely with other ègencies to ensure the children
receive specialist supportwhen needed. In addition, stsff workwell with the local Schools that children
will attend. In order to further develop our links with parents and the community we have set up a
dedicated Camel Pre-school website, which includes childcare policies. our prospectus. and details of
stsff trainin& term dates, fees and future events.
Since January 2017 Camel pr￿SChool has run a workplace pension scheme for stsff in accordance with
our Automatic Enrolrnent duties. During the year we also reviewed our policies in line with the Early
Years Foundation Stsge, and policies continue to be reviewed on a rolling program.

Fund raising. and addrtional funding frorn Oxfordshire County Council to support children's
development. has enabled us to rnake new purchases of equipment in order to improve the resources
avail&le to the children attending sessions. Equipment purchased includes additional indoor and
outside play equipment, and updatin8 our learning resources for literdcy, measuring & nurneracy. We
have also arranged for Tatty Bumpkin Yoga classes for the pre-school children. in addition to Boogie
Mites music-rnakin8 session5. These are both rnn every week and the children thofoughly enh)y tsking
part in the sessions.
At the end of the Autumn term all pre-schts)I children were invited to a Christmas party held on the
last day of term. which was very successful. In the spring term the children took part in World Book
Day, they all dressed up as characters from their favourite books. During the year the pre-school
children took part In Children In Need Day and Red Nose Day rnisin8 funds for charlty. In the Summer
terffl the pre-school went on an outing to Beale Wildlife Park which was subsidised from pre-school
funds so that as many children as possible could take part. During the year the pr&school children
enjoyed a princess and pirate themed day and Christmas jumper day. Children and parents also
enjoyed an end of Summer term picnic, and children who would be stsrting primary school in the
Autumn received a personalised leaving top.
Camel Pre-khool strives to ensure that the opportunity to benefit from attendin8 the pre-sch¢)ol Is
available to the whole community. regardless of financial considerations. by:
- Taking part in the Early Education Funding Scheme providing the unlversal free entltlement
of up to 15 hours a week land the extended entitlernent of an additional 15 hours per week
for working parents) to three & four year-old children for 38 weeks a year, and allowing
parents to Use their entitlement flexibly to maximise the benefit.
Prowding places under the Early Education Entitlement for year old chlldren, under the
working parents scherne and also the scherne for families receiving additional support.
Providing the opportunity to pay fees termly or in instslments Imonthly, weekly or other
tlmin8s as a8reedl.
Offering flexibility, so that families can rtrarrnnge the sessions attended to meet changes In
their personal or financial situation.
- Supporting families in investigating alternative funding available.
Undertaking fund raising activities to supplementthe Pre-school's income, ensuring that fees
charged are kept as low as possible. During the year Camel Prtrschool ran a number of events
at Halloween, Christrna5 and Easter to raise funds and also ran a raffle, sponsored find and end
of year picn1¢. Net fund raisin8 amounted to £164612023124 £17661.
There is on4oin8 liai50n and ￿Int activhties between Camèl Prtrschool and Stockham Prlmary School,
especially in regard to the Foundation Stsge of the school. The children have joined the school for
key stage one assemblies. and we hold open door with the school foundation stage on Fridav
aftemoons. The children also joined in with the primary school sports day.
