account.
1.8 Liabililies and provisions
Liabilities are reGognised when there is arF obligation at the Balan￿ 5hepl dale as a result of a past
event. il Is probable that a transfer of economic benefit will be required in selllemenl, and the
amount of the settlement can be eslimaled reliably. Liabilities are recognised al the amount that the
charity anticipates il will pay lo settle the debl or the amount il has recei'ied as advanced payments
for the goods or servi￿$ it must provide. Provisions are measured at the best estimate Oi
the
amounts required lo settle Ihe obligation. Where the effect of the time value of money is material,
the provision is based on the present value of those amounts, discounted at the pre-tax discotjnt
rate Ihat reflects the risks specific to the liability. The unwinding of the discount is recognised within
interest payable and similar charges.
1.9 Financial instruments
The charity only has financial assets and financial liabilities of a kind that qualify 85 basic financial
instruments.
Basic financial instruments are initially recognised al Iransaction value and
subsequently measured al their settlement value with the exception of bank Ior3ns vihich are
subsequently measured at amortised cost using the effective interest method.
1.10 Fund accounting
General funds are unreslricled funds which are available for use al the discretion of Ihe Tnjslees in
furtherance of the general objectives of Ihe charity and which have not been designaled for other
purposes.
