## **District Chairs Report** 

**Ian Batchelor District Chair** 

Welcome to Gosport Scouts AGM! 


In reflecting on the year to September 2021 it was another difficult year as Scouting was still in “hibernation” and operating with a programme based on virtual events to a great extent. 

Once again the leadership & young people were outstanding in promoting Scouting & youth activity in Gosport. The programme of events that I have seen delivered by both the District team and Group continued to show how creative and innovative we are in Gosport. It’s a shame this report reflects 2021 but as an indication of how your efforts to maintain Scouting during 2021 have been rewarded its worth stating that in 2022: 

Gosport saw the second largest percentage increase of YP and overall numbers in the County compared to 2021: 41.6% and 31.7% respectively. 

Gosport was one of only 8 districts in Hampshire to record Squirrel Scouts and made history in doing so. 

Gosport saw one of the largest percentage increases in adults compared to 2021: 15.8%

I feel very honoured to be Gosport Scouts DC and even after some challenges that came our way all the district responded positively and we saw some amazing resilience from our volunteer leaders and youth membership across the district, who adapted to the restrictions and continued to provide a programme over zoom to serve our community.

## **DDC’s (Sections) Report** 

**Trevor Smith – Deputy District Commissioner (Sections)** 

This year the sections across the district have started to return to normal. We have run many district events, some are the ones that have traditionally been run and some have been run with a new twist to try and freshen up the way things are done. 


It’s been great to see most of our groups supporting the events and the fantastic job our ADCs are doing. Big thanks to Marie, Clive, Georgie and Paul Gutman for all you have done within the Sections team this year and here’s for continued success through the next 12 months.

## **DDC’s (Adventurous Activities) Report** 

**Pete Giffin – Deputy District Commissioner (Adventurous Activities)** 

This last year started slowly and mostly virtual, but we have bounced back stronger than ever, after a period of massive change. Face to face scouting came back and it has been great to see so many groups running an active programme. 


Our Land and Water activity teams have also been extremely busy running activities for the groups, at section evenings, events, and camps, which is great to see. 

Over this year we have had 8 Leaders complete a renewal of their camping permit, as well as a further 4 Leaders complete their assessment camp to gain their first permit. This is really helping to ensure that all the groups have the necessary resources to ensure a wide and varied programme, as well as some adventurous nights away. 

I would like to take this opportunity to thank everyone for keeping the adventure alive this year, with special thanks to Jodie and Allan for their incredible commitment to the activities in their areas and always upholding their Scouting Values. 

Over the next year there will be a focus on expanding our activity teams, increasing available instructors for various activities and developing adventurous activities to ensure our young people can have the best experience scouting can offer to them 

## **Youth Commissioners Report** 

**Jess Haggard – Youth Commissioner** 

Since taking on the role of DYC last summer, I have enjoyed getting to grips with this exciting new challenge. To date I have introduced the YouShaped Award, which focuses on giving more choice to the young people in the area of leadership skills. This task involved me visiting all scout

groups across the district to give them a presentation explaining the YouShaped Award. 

I will be running a Youth Forum at District camp next month, which will give the youth people a chance to voice and share opinions. Going into the future I will look at running one of these forums at least once a term to ensure ideas remain relevant and fresh, so that the young people can see that their ideas and opinions are listened to and acted upon. 

## **Scout Active Support Report** 

**Pat Brown – SAS Manager** 

I took over Scout Active Support (SAS) from Clive Pittard in July 2021, so I do not have a lot to report, I did not hold a meeting with all the members until September as we were still not meeting face to face due to Covid 19 

At the September meeting we had a good turn out and discussed the way we all wanted to continue with helping the District and Group activities in the future months, with the Carol Service and Christingle being the first, we also discussed how we wanted to structure our monthly meetings 

## **Network Section Report** 

**Chris Smith- Network Commissioners Report** 

Last year we reported that The Gosport Sharks had been forced into Covid-induced hibernation, keeping in touch via social media, running virtual meetings, very much awaiting to be let loose on the District again. 


This year we are starting to see a bounce back to normal operation!

As is usual with the 18-25’s many of our core members serve duel roles helping out with various other groups, and other aspects of scouting life. Over the past few months I have been proud to see many Network Members sit in front of the Appointments Committee eagerly seeking out supporting roles with many groups throughout the District. 

With a lifting of Covid restrictions, we have now been able to get back to what we do best and our goal for this next year is to start to increase the amount of permit holders, so as to better provide a ‘Ready to go’ bank of qualified helpers to run activities for the other sections. 

## **Explorers Section Report** 

**Ryan Mcgarvey - Explorers Commissioners Report** 

I would first like to thank the explorer leaders and occasional helpers for their hard work and time. Over the past eight months where I have been involved, numbers have steadily risen and have now exceeded those of pre-covid numbers, with room still to grow. The permanent introduction of the Sea explorer unit now allows explorers to attend meetings even if they had commitments on one of the typical meeting days. 

As of September 2021, there was a total of 45 explorers, which has increased to 62 explorers, three additional occasional helpers, and 5 Leaders. Showing numbers have increased by 27.42% and are expected to increase further as scout sections feed into the explorer age bracket. 

New activity wear is being evaluated for suitability while conforming to the scout brand regulations. The suggestions of the explorers will heavily influence this, and we will put all decisions past the explorers to allow them to make the unit their own. 

The young leaders' section has recently completed a full round of training, and many young leaders have earnt their awards and buckles; another complete training module will begin in due time to prevent explorers from joining part way through and missing

out on the required training modules, it has been more effective to run with larger groups as opposed to smaller groups requiring more time and individual meetings. D of E is also well underway, with expeditions being planned, completed and passed for their awards. 

As district events are advertised, explorers are asked for assistance to create opportunities for leadership qualities to present themselves. 

A District explorer plan is yet to be reviewed and implemented; however, many exciting developments are in the works. 

Additionally, I would like especially to thank Gary for returning to the explorer unit and providing a fantastic programme and bringing his expertise to the unit. 

## **Scout Section Report** 

**Clive Pittard – ADC Scouts & Gwyn Evans – ADC District Support** 

Another odd or disjointed/fragmented year in the world and the Gosport Scouting District too. We did what we 



could, when we could, and dare I say that the Scout Leaders ran some Fantastic events in their programs throughout the 12 months. We were still having Zoom/online meetings rather than face-to-face which brought it’s own challenges, advantages & disadvantages (hic!). 

Obviously some or most of our yearly events we run for the Scouts were delayed or postponed or cancelled: 

## October’s Scout Lightweight Hike was lost and drowned; 

Robin(DC) ran a very well attended & viewed online District Carol Service which complimented his hard work; 

January’s Scout Chess Competition was Check Mate;

As was February’s Scout Leadership Training Weekend frozen out; 

I starved in March not being able to taste the hard work produced at the usual Scout Cooking Competition; 

April saw our regular St. George’s Day Celebrations & Promise Rededication ran online too; 

May/June/July regrettably saw no District Camp/SuperScout Heats or Final/Elles Scout Camping Competition; 

August is normally planning for the next calendar year but still all uncertain at the time; 

And lastly September where we kick-started our planning for the re-launch of the Scout Lightweight Hike in October 2021; 

So lots fell by the wayside because of Covid Restrictions, The Scout Leaders largely ran some fantastic programmes within the Government Guidelines, and a BRAVO to them for sticking at it throughout where they were allowed & felt comfortable J 

## **Beavers and Cub Section Report** 

**Marie Smith – ADC Cubs** 

## **BEAVER SCOUT REPORT** 

I’m happy to say that all the Beaver colonies are back and running 


including the newly relocated 9th Beaver colony after the hiatus caused by COVID. 

Some of the colonies took their Beavers to the Hampshire organised Paulton’s Park take over and as a district we arranged a coach for one of the two days (something we are looking to repeat this year). It was fantastic to see the different colonies coming together.

Although we didn’t have enough competitions to give out the annual David Cope trophy in time for St George’s Day, we did have the first ever  Gosport Beaver Scout Connect 4 Competition! 

We are looking at the mixture of activities and competitions at a district level and we celebrated as a district at Monkey Bizness. Planned for the year ahead we have a district Beaver hike which will be sponsored to raise money for Beaver Scout activities in the district as well as a sports event. There are also plans for a Science activity day and a sleepover! 

It is so lovely to see Beaver leaders at meeting although these are mostly on zoom as it is easier to fit it in with everyone’s busy lives (mine included). 

I’d like to take this opportunity to say a massive thank you to all the Beaver leaders of Gosport for all their hard work. 

## **CUB SCOUT REPORT** 

Our Cub packs in the district are thriving with many having waiting lists. They have returned to face to face meetings with gusto. 

We have started our district competitions and although we had only run the Scrapheap challenge competition by St George’s day so the Doris Long Trophy couldn’t be handed out, we have plenty more planned included the much anticipated return of Super Cub (thank you to SAS and Gwyn for this). 

Cub leader meetings have been taking part on zoom and as a result we are getting feedback about what activities our young people want to do and making changes to competitions run. 

It has been decided that for 2022-2023 there will be 4 activities which will count towards the Doris Long trophy: Scrapheap challenge, sports day, go karts and Super Cub. These were chosen by the leaders to represent a wide range of skills and talents of our Cub Scouts. 

Looking ahead we have the return of a Sports style event in the guise of a Sports activity day which will include crafts and some less competitive elements for all to

enjoy. This will form the first of Gosport’s Cub Scout triathlon an initiative the leaders have created to encourage Cubs to 3 activities throughout the year: the Sports Activity Day, District Cub hike and an outdoor activity day.  These activities all have an element of participation and experience rather than or as well as competition. 

The Cub leaders of Gosport have been incredibly busy and a huge thanks goes from me to them. From weekly meetings to trips at weekends at evenings it is amazing to hear about all the opportunities you provide for our young people. Bravo. 

## **Land Activities Report** 

## **Jodie Warner – ADC Land** 

Like all Scouting, Land Activities had a rough start to the year with us all still being mostly locked down with a large amount of restrictions still in place, however we were pleased when things 


started relaxing in April 2021 and the taster sessions could begin to take place again. This did cause some challenges that we were able to work through, some of these being social distancing, cleaning of equipment after every use, and finding suitable locations to host the activities. 

In August 2021 things started to really pick up, we were able to offer a variety of activities to group camps, we attended 12th Gosport Cub Camp and 1st Lee Beavers, Cubs and Scout Camps. Towards the end of August 12 members of the District also attended a Tomahawks training course which was incredible and we are now pleased that this can be offered as another activity within the district, many thanks to 6th Gosport for organising this. 

We also managed to return the Explorer Climbing Competition in September which was a massive success, even in the pouring rain the explorers had a fantastic camp. 

Unfortunately, due to the restrictions that were still in place it was agreed that District Camp would be postponed for another year when we can ensure a safer and hopefully more enjoyable camp for all, District Camp will be returning from 15th – 17th July 2022!

For the remainder of the year we visited nearly every group in Gosport to offer at least one activity which is incredible, for next year we would love for all groups to have had the opportunity to book sessions with us. We have also been able to purchase some much needed activity equipment this year which has been a massive help in the running of things, our biggest purchase was of the new district trailer which has been a lifesaver when it comes to transporting kit it is also available to hire for your groups camps/events. 

Over the next year we will be focusing on expanding our instructors for each of the activities and expanding the activity team if you are interested in any of the Land activities please get in touch as we would love to have you join the team. 

We will also be focusing on continuing to expand the amount of visits we are able to offer to the groups/sections, if you would like to book a session for your section, be it your regular evening meeting or at a camp please contact me at adcland@gosportscouts.org.uk to discuss your requirements. 

Overall we have had a fantastic year and I look forward to watching it grow further next year. Many Thanks to all the Instructors for your hard work this year, you are amazing! 

## **Water Activities Report** 

## **Allan Davey – ADC Water** 

Due to the Covid lockdown all courses and taster sessions were cancelled for the 2021 season, but we have only just been in a position when we can consider restarting them again. 


We did actively support the Gosport Marine Festival in September 2021 which saw us grow some contacts with the Sea Cadets as well as Gosport Council as we ran some water activities for the public and some demonstration water skills alongside the cadets, thanks to all the Sea Explorers who attended the training during the summer and participated at the event. Also great to have a Scout recruitment area supporting us on the day led by Robin and Gemma with a number of others supporting.

2022 has seen us restart getting back on the water and we have so far completed 10 taster sessions with Guides, Rangers, Cubs and Scouts mainly from Gosport and held the Scout District Raft Race with a well attended Scout Water afternoon that followed. We want to extend our thanks to the Broderick Hall, Prime Paddling team and the Diocese for their support. 

Following a request from Crown Estate to formalise the water access we have now completed a license with the Diocese and Crown Estate for the pontoon and slipway and whilst we will need to pay a yearly license fee we have secured access to the water for Scouting. 

Expenditure over the last year has been limited, as we have not used the Broderick Hall during 2021 other than for storage of our kayaks but we have bookings for this year with the support of Prime Paddling which is the process of being paid and we are also aiming to arrange some dates for September. 

Planning ahead we need to attract some water helpers / coaches to support our team and start to get plans in place to get courses back on for 2023 

## **Gang Show Report** 

## **Trevor Smith** 

Due to the COVID-19 pandemic no creative activity has been able to take place. This doesn’t mean that the team haven’t been busy during that time. 


The Costume team have been sorting out the wardrobe and dealing with running repairs of the building and Paul Gutman has been in discussions with regards to setting up an Active support group for Gang Show which we hope to launch. 

We are hopeful that we can run the creative activity in 2022, especially as this marks the 90th anniversary of Gang Show.

## **Media and Communications** 

## **Report** 

**Lisa Young – ADC Media and Communications** 


It is great to see so many groups in Gosport embracing the use of social media and reaping the rewards from the benefit it brings. 

The 1st, 5th, 6th and 1st Lee all have fantastic Facebook pages which are well worth a follow for ideas, inspiration and to see what our amazing Scouts are up to. Other groups are making good use of facebook groups and twitter. 

The Gosport Scouts Facebook page is going from strength to strength, being used for both recruitment and to share what our Groups are doing. 

In the 28 days to the 17 June, Gosport District Facebook page was seen by 6800 people. This is helped by people sharing and liking posts. 

As a district we have also had groups represented in both the printed press, with some fantastic articles from the 2nd Gosport and also on the radio. 

It’s also great to see shiny, on brand signage popping up across the Borough. 

Gosport Gang Show and Gosport Scout Kayaking are both making use of social media to promote their activities and it’s great to be able to ‘tag’ them and share their work further. 

The priority moving forward is the District Website, we are keen to get a volunteer to take this on and help spread news of Gosport Scout further.

## **Inclusion and Diversity Report** 

**Georgina Scanlon – ADC Inclusion and Diversity** 

I am and will continue to work towards a more diverse and inclusive Gosport scouting district for all, also hope to work closely with the 27th link. 


## **Growth and Development Report** 

**Gemma Shaw – ADC Growth and Development** 

Growth and Development has been busy over the last year. We had recruitment stands at the Gosport Waterfront Festival and the Victory Day in Lee Highstreet where 2 groups also joined the Victory Day 


Parade. Both events had large numbers of children signing up and a handful of volunteers. County have been supporting the 2nd in setting up their Squirrels and getting the group back up and running after COVID. we have already attended events this summer at the Makers Market at Fort Brockhurst and the Explorers "Meet the leaders" BBQ where we received more interest from both children and occasional help from adult volunteers. Leesland Parkfest has been booked for September the 17th and we have the possibility of attending the Car Rally at Stokes Bay on Monday 29th August.

From the Makers Market, we now have contacts with National Heritage who are keen to get more use from the Fort so please contact me for more information regarding groups meeting there. We are hoping to plan a District event there later this year. They have invited us to attend another event however this clashes with Parkfest. 

## **Adult Support Report** 

**Rick Dickinson – ADC Adult Support** 

It has been another busy and difficult year. Many more of the leaders in the District have completed both online and face to face 


training to become compliant. This has put the District in a very good place as we 

continue to recover from lock down and fully integrate back to full facing scouting. The Groups and District Staff have again done very well. I would like to thank everyone who has worked so hard this year. 


## **Appointments Advisory Committee** 

**Nigel Fleetwood – Appointments Advisory Committee Chairman** 

Gosport District Scouts has had an amazing year recovering from the events of the last couple of years. It is inspirational to see the effort and commitment that adult volunteers across Gosport have shown to get us to this point. 

This is heavy reflected in the vast increase in potential adult leaders coming through the panels in recent months. 

With panels meeting every month, where possible, the number of adult volunteers still waiting for panel Is currently sitting at around 14 adults. Some of these are booked on

the next panel and others are being held up slightly due to the administrative process that we are required to follow. 

Upon taking over as AAC chair my goal was to overhaul the AAC process into a more modern and friendlier environment providing a better opportunity for us to meet potential volunteers but just as importantly allowing the potential volunteers to get to meet representatives from the District team, and to give them the opportunity to ask questions from us. This we have achieved with great success allowing a more open and frank discussion to take place between all involved. 

Part of my modernisation process was to look at the administrative process and see what areas could be streamlined and updated from the old system that remains in place currently. Unfortunately, this project is currently on hold until such a time as the future of the AAC is determined by headquarters. 

I’m sure I speak on behalf of all the AAC when I say we are privileged to have the opportunity to meet so many new adults joining Gosport and look forward to what the next year holds, whether remaining as the AAC or in a more supportive role for the GSL under the new structure to be released later this year. 

## **DHQ Report** 

**Pat Brown – Bookings Secretary** 

Once again many changes this year. 


Some of the permanent Bookings are starting up again after Covid Lockdown, and one off bookings are picking up slowly, our overheads are still having to be met by the District, looking forward to getting back to normal 

The grounds and inside the building continue to be kept in good order, but there is still plenty of work to be done 

Many thanks to all who help to keep the hall in tip top condition

## **Lyons Copse Report** 

**Mike Brown, Carl Pettit, Charles Nunn Gosport Lyons Copse Representatives** 




## Site Overall: 

The site has taken off in two ways since our last meeting. 

Firstly, we have seen a big increase in the number of site users, both weekend and evenings. As a site we need to sort a better process to unlock evenings, rather than keep sending people to the site. Whole site bookings are at a high level from the end of April to the end of June. Please can I ask we make sure that Districts ensure they keep their duties covered. If you cannot cover your booking then please follow the process and keep Amanda in the loop. If you cannot find any cover then you will need to swap with another District, again via Amanda. 

Our second take off is the trees being blown down in the recent storms. Over 30 trees have been lost with some big damage in North field to the Fir trees. Along with a good tree surgeon team and our Monday crew we are getting on top of it but is has been real hard work. 

Our grass cutting is back under way and also some of the stie repair work. A few plans have been changed to accommodate the cost of the tree work etc and keep our funds in place. 

## Buildings /site work 

The lodge Showers now has new showers floors, thanks to Colin for the solo effort in getting the tiling back in place – I did not plan this job well. 

Our office is next to be lifted and repaired with a new walk way at the front. 

Lawrence paddock entrance has now been changed to accommodate the cave bus and allow for better access to the field when the car park is full. 

Our new toilet blocks have been vandalised and the paint work damaged. We aim to resolve this over the coming weeks hoping the weather will be kind.

Thanks to the Denewolf activity team we now have a shelter and store by the climbing tower. This allows for kit to be stored at the weekend end and also a cover to set up the harnesses etc. 

## Site Cleaning plan . 

Normally we would have had a working weekend at the start of the season to clean all the buildings and carry out other work. This year we had to cancel it as no one was able to cover the weekend to coordinate the work. Hence this proposed plan. We are now asking each owner District to plan and evening where they can come to site and carry out the work they would have done on the working weekend. So can I asked each district to give me the date of a Mon – Thursday they can volunteer to do this work. I will then co-ordinate the plan. We are looking for one evening per District - mainly cleaning and painting. 

Monday night is maintenance night and volunteers are most welcome. Gosport is represented on a Monday by Carl Pettit. As he is often away Gosport it is not always represented. If anyone would like to attend on a Monday, just turn up at Lyons Lodge by 19:00 and introduce yourself. It is not compulsory nor does it need to be regular. Any help is appreciated.

Before the AGM commenced a short prelude to those Scouters who have 'Gone Home' in the Past year were shown. 

1. The meeting continued with Ian welcoming everyone and was sad that it had to happen again virtually. Felt it was very odd year with some amazing activities undertaken by all the sections. Well done to all. 

2. Apologies: Sandra Pettit. Ellen Hicks Matt Hicks, Sandra Hicks, Carl Pettit, Charles Nunn, Tory Smith, Gemma Shaw, Clive Pittard. 

3. Approval of the previous year’s minutes – Approval of 96% 

4. Approval of Financial Report: Jane explained that within all sections there was little movement, balance was lower due to Covid 19, also fundraising non-existent although did receive to grants totaling £20,000. There were no new assets, and Camp site deposits were being carried over. A van for a camp had been refunded. District Surplus around £22.000. Jane thanked Tory and Mandy for their help. Ian asked for any questions regarding the accounts, non-forthcoming, Ian ask for the accounts to be approved – 92% 

5. Annual Section Reports: There followed a video of the District activities during the period, there was no questions, so the reports were approved. 

6. District Commissioner’s Report: He thank all the district for their support, commentating on doing a Virtual Camp Fire very strange singing by himself. 

7. Approval of DC’s Nomination of District Chair: Ian was proposed and accepted. District 92% 

8. Election of Officers to Gosport District Scout Executive Committee 

9. Election of District Secretary – Gwyn Evans was proposed and accepted 96%

The Mayor Councillor Mark Hook said it was good to see so many there and as it was “Thank You” day he wished to say thank you to the scouts for delivering an imaginative programme in such different times. There is always great energy especially in Gosport where the Executive Committee and Leaders were awesome. He was

amazed at what has been achieved via zoom. Praised the 6th Gosport due to the fact his grandson is a member and saw all the activities they were doing. He mentioned the start hopefully of the Squirrels where their age will be 4 to 6 years. Scouts have been on a great journey and congratulated all the leaders and said how proud he was of Gosport Scouts, mentioning Robin’s baptism of fire taking over 2 weeks after lockdown was announced. WELL DONE ALL. 

16. Gosport’s Scout Ambassador. Caroline said how sorry that she was not able to attend as promised and was happy to have been asked, she expressed how fantastic the district was and with the number of children involved. Caroline praised all the leaders and volunteers and was hoping she would be able to see us soon. 

17. County Commissioner Martin Mackey. Martin said it was a great pleasure to be able to join us for our AGM, sorry it was not as we would have liked. Martin could see how the groups and District were working after having read the reports. Could see the leaders were keeping the groups going and although showed number loss in March a quick census counts earlier showed are figures had already gone up by 23% in 3 months. Congratulations to Lisa and Maggie for the Solent Radio slot to promote scouting. Martin went to promote the World Scout Jamboree in South Korea and said that scouts should be eligible to attend the selection weekend. We need to encourage even those who are disadvantaged. He said that there were many General Service awards and some from Gosport in the St George’s Day list. Thank you all for the year gone by which was difficult. Thank you for Invitation and well done to all. 

18. District Commissioners closing remarks: Robin wished to say thank you to all the Executive committee, all the groups and volunteers. The virtual events were a great success with 3000+ watching Remembrance Parade and 1500 watching St George’s Day Parade. The DC then closed with the poem which was read at the parade.

The District's governing documents are those of the Scout Association. They
consist of a Royal Charter, which in turn give5 authority to the bye-laws of
the
Association
and the
Policyi

of the Scout
Association.
The District is a Trust established under its rules which are common to all
Scouts.
The Trustees are appointed in accordance wlth the Policyi Organisation and
RuLes of the Scout Association.
The District Is managed by the District Executive Cornmittee the rNe]Thbers of
which are Charity Trustees of the Gosport District Scouts,
whlch Is an
Educational charity. As charity trustees they are responsible for complylng
with legislation applicable to charities.
This includes the registration,
keeping of proper accounts and making returns to thé Charity Comtrlission as
appropriate.
The CoTtunittee meets every two months and consists of three independent
representatlves, thé Chairrnan,, the Treasurer and the Secretary togather with
the District Commissioner and section representatives.
The District Executive CoTrThlttÈe exists to Support the Di8trLct Commissloner
in rneeting the responsibility of the appointrnent and is responsible for: the

The 9fh Scout Group is
voluntary organisation wlth objectives that the
trustees consider to align with Gosport District Scout's objectiv&s, as such
the general fund of the Council wa5 used to cover the shortfall in the
current period and was recovered in the subsequent accounting year.
No fees were charged to the 9tn Scout Group for the adtnlnistration of the
agency arrangetAent .

The Charity's trustees consider that an audit is not required for
