Govèrning Document
Willington Pre-school is governed by a constitution originally approved in 30 March 1992 and is a Registered
Charty. Number 1022920.
Recrultment and Appointment of Management Commltt
The Management Committee oversee the running of the Pre-school and determine its strategic plans. The
Constitution decrees that the Committee should consist of a Chair. Secretary and Treasurer who are
honorary Off￿r5 of the Charity. together with a minimum of two other committee members, some of whom
may be co-opted from other voluntary organisations or statutory authorities.
Under the terms of the Constitution. the Trustees are eligible, in commtttee, to appoint new Trustees to fill
casual vacancies until they can be re-elected at the next Annual General Meeting.
The Management Committee are a selection of people from all walks of life with different degrees of
experience and expertise.
Flnancial Review
The organisation has recorded a surplus of income over expendrture of £16,704 for the year ended 29
February 2024, (2023: £11,047). Income has increased by £14,692. Costs remalned fairly static, apart from
a further rise in staff costs of £7,000.

Aims. Objectlves and activities
The overall aims and objectlves of the organisation are totally focused on public benefrt and can be
summarised as follows:
°To enhance the development and education of children primarily under statutory school age by encouraging
parents to understand and provide for the needs of their children through communty groups..
When planning activities. the Committee have considered the Charty Commission's guidance on public
benefit.
The main activities consist of:
Offering appropriate play facilities and training courses, together with the right of parents to take
responsibility for and to become involved in the activities of such groups, ensuring that such groups offer
opportunities for all children, regardless of race, culture, religion or means.
Encouraging the study of the needs of such children and their families and promoting public interest in
and recognition of such needs in the local areas.
Instigating and adhering to the furthering the aim of the Pre-school Learning Alliance.
Achlevements and Performance
The Pre-school tskes in children immedistely after t￿e1r second blrthday. During the year the Charity ran
five, three-hour playgroup morning sessions a week. Each session was attended by an average of 25
children.
The Pre-school also runs five afternoon sessions a week. Each afternoon session was attended by an
average of 20 children. It is still the aim to increase the numbers attending both the moming and. more
particularly. the afterncK)n sessions.
Reserves Policy
The Management Committee have established a reserves policy whereby the unrestricted funds not
committed or invested in tangible fixed assets held by the Charty should be equal to a minimum of 6 months
forecast expenditure. The reserves a￿ needed to meet the working capital requirements of the Charity. In
addition. funds have been designated for specrfic purposes.

I report on the accounts of the Willington Pre-school, charity no 1022920, for the year ended 29 February
2024, which are set out on pages 5 to 8.
Respectlve Responslbllltles of the Truste88 and Examlner
The charity's trustees are responsible for the preparation of the accounts in accordance with the
requirements of the Charities Act 2011 {"the Act").
The charity's trustees consider that an audit is not required for this year under section 144 of the Act and that
an independent examination is needed.
It is my responsibility to=
examine the accounts under section 145 of the Charities Act,
to follow the applicable Directions given by the Charity Commission (under section 145(5)(b) of the
Act, and
to state whether particular matters have come to my attention.
Basis of Independent Examiner's Statement
My examination was carried out in accordance with the general Directions given by the Charity Commission.
An examination includes a review of the accounting records kept by the charity and a comparison of the
accounts presented with those records. It also includes consideration of any unusual items or disclosures in
the accounts and seeking explanations from the trustees concerning any such matters. The procedu￿$
undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion
is given as to whether the accounts present a 'true and fair, view and the report is limited to those matters set
out in the statement below.
Independent Examlner's Statement
In connection with my examination, no material matters have come to my attention whrch give me cause to
believe that in any material respect:
accountlng records were not kept in a￿OrdanCe with section 130 of the Charities Act. or
the accounts do not accord with the accounting records.
I have no concerns and have come across no other matters in connection with the examination to whlch
attention S￿uld be drawn in order to enable a proper understanding of the accounts to be reached.
