The Trustees, who are also directors for the purposes of company law, have pleasure in presenting their report and the financial statements for the charitable company for the year ended 31 March 2022. The Trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and the Republic of Ireland (FRS 102) (effective 1 January 2019).

Chair's report

Following on from the Covid -19 pandemic, the trustees of the charity have met occasionally via Zoom and in person each month and have kept our membership informed of all County wide activities available to them to participate in via our Federations County News monthly publication.

County Teams have arranged various activities, Garden Visits, Gardeners Question time via Zoom. A Jewellery Lunch, Edwardian Afternoon Teas, Craft Tastier sessions. Community Projects Team have coordinated along with the Community Village Agents collection of items for the Refugees from the Ukraine who now live in Somerset. A holiday to Torquay is planned for November,

Members across the County made special cards and bunting to celebrate Her Majesty Queen Elizabeth's Platinum Jubilee, we received a thank you card and letter from the Queen for the beautiful cards she received.

The trustees have moved forward in our a new property in Bridgwater. A new County Treasurer was appointed October 2021 and is keeping the Trustees informed and up to date with the Federation finances. The members of staff returned in September this has worked well and we have had the necessary renovations completed to bring it up to the standard required for members and visitors with disabilities.

Campaigning on issues close to our hearts has continued and the resolution in raising the awareness of the under diagnosis of ADHD in Women and Girls was adopted at our National Federation of WI’s Annual Meeting in June 2022, held in person and via a Web Visual link.

We were pleased to once again to successfully provide refreshments whilst representing and promoting the WI at the Bath & West Show this year., we went ahead with the Carol Service in Wells Cathedral in December 2021, giving us the opportunity to fund raise, it was a well attended event.

We are also pleased to have been asked to participate in the Somerset County Show and provide refreshments Cream Teas in true WI style.

The Somerset Federation Annual Meeting took place November 2021 and was well attended. Our team of WI Advisers and our individual WI’s Presidents and committees continue to do a sterling job keeping in touch with the membership. New WI’s are springing up around the county which is really heartening.

Covid -19 had impacted somewhat on the WI’s ability to fund raise as we would have wished, we are now making progress in fund raising. Our members of staff continue to run efficiently, thanks to our dedicated trustees and staff members. We have faced the challenges through the pandemic and will forge ahead to continue working within our WI Aims and Objectives.

For the year ended 31 March 2022

I report to the trustees on my examination of the accounts of the charitable company for the year ended 31 March 2022.

Responsibilities and basis of report

As the charity Trustees, who are also directors for the purposes of company law, are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

Independent examiners statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the requirements of section 396 of the 2006 Act other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination; or

  4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

The trustees acknowledge their responsibilities for complying with the requirements of the Act with respect to accounting records and the preparation of accounts. These accounts have been prepared in accordance with the provisions applicable to companies subject to the small companies’ regime.

1. Accounting Policies

Basis of accounting

The financial statements have been prepared under the historical cost convention, except for investments which are included at market value and the revaluation of certain fixed assets and in accordance with the Charities SORP (FRS 102) ‘Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)’, Financial Reporting Standard 102 the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102), and the Companies Act 2006.

The Somerset County Federation Of Women's Institutes meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).

Incoming resources

All incoming resources are included in the statement of financial activities when the Charity is entitled to the income and the amount can be quantified with reasonable accuracy.

Donations and grants

Donations and grants are only included in the accounts when the general income recognition criteria are met.

Resources expended

Liabilities are recognised as resources expended when there is a legal or constructive obligation committing the Charity to the expenditure:

Charitable activites

Events, courses and activities include numerous, usually one-off, events or services provided to members which produce surplus funds. The majority of these are organised by sub-committees each having a different brief. These events and services are deemed to be charitable activities as they generally aim to promote the education and development of members.

Allocation and appointment of costs

Support costs are allocated to activities pro rata to the direct expenditure on those activities.

Tangible fixed assets

Tangible fixed assets, other than freehold land, are stated at cost or valuation less depreciation and any provision for impairment. Depreciation is provided at rates calculated to write off the cost or valuation of fixed assets, less their estimated residual value, over their expected useful lives on the following basis:

Stocks and work in progress

Stocks are valued at the lower of cost and net realisable value after making due allowance for obsolete and slow moving items. Cost includes all direct costs and an appropriate proportion of fixed and variable overheads.

Purpose of restricted funds

"Somerset" Room

The Somerset Room fund is for the upkeep of a room at Denman College, where educational courses are run for members.

Property Fund

The Property fund is for the maintenance the Federation's head office, and its contents. The incoming resources were donations from Institutes and funds raised by a National Federation raffle.

Caring and Sharing Fund

The Caring and Sharing fund receives donations from member Institutes which are used to give financial assistance to less well off Institutes.

Esme McLaurin Travel Fund

The Esme McLaurin Travel fund was created by a bequest which stipulated its use for travel costs for members attending courses at Denman College. The income was interest.

NFWI AGM

The NFWI AGM fund relates to members' attendance at the National Federation's AGM. Income is contributions from members and expenditure covers travel and accommodation costs.

Taunton Embroidery

The Taunton Embroidery fund receives donations and fundraising for the sole use to help fund the creation of embroidered panels depicting the history of Taunton by an external organisation for public enjoyment.

Women's Institute Suspense Account

The Suspense Account consists of funds from suspended Institutes. These are held for three years and, if the Institute has not re-started by then, are kept by the Somerset County Federation and used towards costs of opening new Wis.
