3	Chair's Reportgiven by Jenny Hobbs July 2026 AGM Chair’s Address – St Joseph’s Preschool Redhill Good evening everyone and thank you so much for coming. We truly appreciate your support. We’ll keep this meeting as brief as possible, but as part of our constitution, we must hold an Annual General Meeting to report on the achievements and developments of the past 12 months. The last 12 months have had their highs and lows. Some of those highs have included the qualification of Heidi, the fantastic efforts of fundraising by Lucy and all the volunteers, and of course the fantastic staff developing the children to deliver their best before they start school. We also have had an OFSTED inspection which went well especially highlighting the preschools inclusivity. However, on the flip side we’re living in unpresented times. Events beyond our control (low birth numbers, ever-increasing cost of resources and minimum wage increase and challenges with recruiting new trustees for the preschool) have meant that

we as trustees along with Nicky, Sue and Chow; have sadly made the decision to close the preschool after 40 years. This was no easy decision. The preschool has been a fantastic place for children to spend their early years and that’s all been because of Nicky and the staff. Hundreds of children have benefited from the wonderful teaching and learning at St Joseph’s over the years. In fact, both my children went to the preschool and really thrived. While the closure is sudden and unexpected. We as a team have felt it was the right time to ensure that all children going forward would have the opportunity to settle into new preschools starting in September. I want to take this opportunity to publicly recognise our incredible staff. St Joseph’s wouldn’t have been the same without you all. Under Nicky’s leadership you have always been incredibly caring, creating nurturing environment for all the children, and always putting their best interests first. The closure is in no way a reflection of the wonderful care you have given too all the children. I wanted to personally thank all of the staff for their dedication and passion over the years and I wish them every success as a new chapter starts. Thank you also to all the parents who have joined tonight and to those over the years who have given their time and support. I had hoped to give better news but as a preschool sadly we can’t run without enough money to deliver the best early years’ experience for the children. Thank you to the parish & Fr Tony for their on-going support. A special thank you also goes to Chow for all her support with preschool. She has been invaluable during this time and we couldn’t have done it without her. Treasurer’s Report 2026 Charity Number: 1020613 Financial Accounts – Year ending 30-Apr-2026 Summary of the Pre-School's accounts and financial position for the period ending 30th April 2026: Account Preparation and Status: - The accounts have been prepared on a "receipts and payments" (cash) basis. - All funds as of 30th April 2026 are designated as unrestricted. - The accounts have been reviewed by an independent examiner and are now final. Please note that they have yet to be submitted to The Charity Commission. Income Sources The Pre-School's finances are largely dependent on funding from the local authority, Surrey County Council (SCC). Our three main sources of income are: 1. Surrey County Council (Local Authority Funding): a. 15/30 Hours Early Years Free Entitlements (EYFE) for 3 and 4-year-olds. b. Working Parents’ Entitlement (WPE) & Free Early Education for 2-Year-Olds (FEET).

Expenditure: - The majority of our expenditure is accounted for by the Pre- School payroll. - Other expenditure accounts for approximately 18% of our costs, covering the day- to-day running of the Pre-School. As a reminder, the Pre-School does not aim to make a profit. Any surplus at the financial year-end is either utilised to top up the Pre-School’s financial reserves or directly reinvested into the Pre-School. • o Increase in staff ratios/ hours to cover 1-2-1 care required for our SEN children

• • Property costs £9.2, down £1k (-8.5%) on prior year due to less electricity being used

• • Supplies costs £2.3k, down £2.5k (-52.6%) on prior year due to Equipment, Arts & Crafts £5.3k, up £2.6k (+94%) on prior year

• • NB: both “supplies” and “equipment” should be categorised as one expenditure as it is subject to it is categorised. When combined, there is a small increase of £63 on prior year.

• • IT Costs £1.7k, down £1k (-31%) on prior year as last year we paid for Tapestry licence and changing the photocopier company

2025/26 Net deficit of £24,392 compared to a net deficit of £5,721 in 2024/25.

Pre-School will close permanently at the end of Summer Term 2026 due a combination of ongoing financial pressures, reduced enrolment and a lack of committee members means we can no longer operate sustainably or within our constitutional framework.

The year-end accounts will need to be filed to The Charity Commission once we have closed and this will be completed at the end of August/ September, with the assumption that all

liabilities have been cleared and closed.

The remaining funds are to be allocated as follows:

• To ensure a clean close down of the Pre-School, we are selling all equipment and toys to raise as much funds as possible to go towards our financial liabilities.

St Joseph’s Preschool AGM 2026 Fundraising Report It has been a privilege to have had the opportunity to support St Joseph’s Preschool through fundraising over the past year. I am incredibly grateful for the experience I have had raising funds for the preschool and for the support, enthusiasm and generosity shown by the wider community.

Fundraising this year has continued to be challenging, particularly with regards to finding parent volunteers to support events. Despite efforts to encourage wider involvement, we have struggled to secure volunteers, with only one preschool family volunteering at the Spring Fayre. A huge thank you must go to the preschool staff, who have given up their own weekend time to support fundraising events and help make them possible. Their commitment and willingness to get involved has been greatly appreciated.

We would also like to thank the 17th Reigate Scouts and the parish community for their continued support and for attending and supporting our events. Their involvement has made a significant difference to what we have been able to offer.

Planning fundraising events has also become increasingly challenging due to the difficulty of securing dates in advance. When the possibility of booking four fundraising dates across the year was raised, with the flexibility that any or all of these could go ahead depending on availability, the finance committee advised that they “would be minded to decline any bookings from the pre-school” and that “there is also a risk that the preschool would get a disproportionate amount of hall time just by virtue of getting in first”.

Given the nature of the preschool as a small community, having a regular calendar of fundraising events planned ahead would have been extremely helpful. It would allow more time to organise volunteers, promote events and encourage attendance. However, we remain very grateful to the parish for allowing us to use the hall for both the Christmas Fair and the Spring Fayre, held in conjunction with the scouts.

We are especially grateful to the scouts for their generous donations towards the Christmas Fair, which enabled a number of stalls to go ahead. In recognition of their support, profits from these activities were shared. For the Spring Fayre, they again supported us by running an archery activity and providing the resources for their bottle tombola.

We would also like to extend our thanks to all the local businesses who generously donated prizes for our raffle and lucky envelopes, as well as those who provided activities and entertainment at our events. Their generosity and support were a huge part of making our fundraising events successful and helped us to provide enjoyable experiences for the preschool community.

In light of the continued difficulty in securing parent volunteers for fundraising events, we have also continued to promote Easyfundraising as a simple way for families, trustees and supporters to raise money for the preschool at no additional cost to themselves. Sadly, there is currently only one active supporter using this platform. As this is such an easy way (pun intended!) to generate additional income, I would strongly encourage all families, trustees and staff to sign up. If one person has

	generated approximately £50 over the past year through normal shopping habits, there is real potential for this to become a valuable source of ongoing funds if more people participate. The preschool staff also continued to support fundraising outside of the main events. Nicky once again gave up a day to attend the St Joseph’s School Summer Fair, where she ran a fantastic water play stall and had the opportunity to chat with many families, both past and present, about the preschool. We hope this helped to raise awareness of the preschool within the wider school community and generate some new enquiries. Despite the challenges, fundraising this year has shown the importance of the wider community coming together to support the preschool. Thank you to everyone who has contributed their time, energy and generosity. Event Highlights: Spring Fayre, Christmas Fair, Christmas Trees, St Joseph’s Day Sponsorship, Christmas Cards (APFS). Thank you again to all the staff, families, trustees, scouts, parish supporters and local businesses who have helped make these events possible. This is my final fundraising report, as I have now officially stepped down as a trustee. I am incredibly grateful to have had the opportunity to support the preschool, the staff, and the incredible work they do as an exemplary early years setting. It has been a privilege to be involved and to contribute to such an important part of the community.

Staff Report 16th July 2026

This last staff report for preschool is an opportunity to celebrate and reflect on what a wonderful preschool St. Joseph’s has been and how many children, parents, staff, committee, outside agencies and parishioners have been part of our story since we started 43 years ago – each one making their unique mark on preschool to make it such a special place to work.

At our thanksgiving service we reflect on the achievements of all the children and their different interests, creativeness, resilience, critical thinking and I think from the photos they held up we can safely say that the majority of the children like getting wet, muddy and covered in paint, and for some that’s all 3 in one session! We appreciate our parent’s who support this play and understand how valuable it is for the children and supply a never- ending supply of clothes for them to change into.

With the recent heatwaves we have had endless water play – what better way to cool the children down: Some friends decide to create a spa – one child was sitting fully clothed in one of our lovely tin pans while the other brought funnels of water pouring them over her. Then they swapped over. I think our favourite one for both Butterflies and Caterpillars was the splash mat that Maggie brought in. They ran through the water jets, laid down on it, paddling, jumping in and out of it and having a fabulous time. Creating so many learning opportunities:

• Inventing: While on the swing one child gathered up momentum to be able to reach the shallow water pan and kick their feet in it and flicked water over their friends who were waiting in anticipation of getting splashed. They then had their turn where they demonstrated resilience and determination to try to do it too.

• Investigating: Using tubes, funnels, guttering and pipes to discover the flow of water and how to get the water to flow out of a U bend pipe.

• Developing Creativity: Making potions: deciding what to add to their potion bottles

• Awe and wonder: And of course everyone loves bubbles!

All this is possible due to our wonderful and truly dedicated staff – Sue, Maggie, Sandra, Chow, Celia, Judy, Heidi, Jennie and Nick… Never forget of question how important and integral you are to preschool (each and every one of you) You go over and beyond the ‘call of duty’ giving 110% of yourselves to make preschool such a warm, fun, inclusive and nurturing place to be. You are AMAZING! We’ve been very fortunate to recruit Nick Butcher on a shortterm supply basis, who has been an absolute joy to work with and the children have loved having a male role model to look up to (literally!) and we wish him all the best for when he starts his job after the summer. Special congratulations to Heidi who passed her Early Years Teaching Certificate with distinction, we are all so proud of you. I’d like to thank Father Tony for his support, thoughtfulness and understanding of our preschool and our families, and the role it plays in the Parish and local community. Also, special thanks to our committee; Jenny, Debs, Daisy and Lucy who have all stayed on to support us even after their children have left preschool. We couldn’t have managed without you and thank you for all your hard work and supporting all the staff particularly during this difficult time when sensitive decisions had to be made. And to Chow who has been working tirelessly to ensure we end up in the best financial position possible. This is a message from one of our previous staff members which helps sum up Pre School and its closure… Like a great tree that has stood strong through many seasons, your preschool has provided shelter, support and a place for little ones to grow. Its roots have been built on love, care and the dedication of everyone who has been part of its journey... children, families and staff. But even the tallest trees do not last forever. Seasons change, and sometimes the end of one chapter allows new beginnings to

	grow elsewhere. Although this chapter is coming to a close, the impact of the years spent here will continue to live on in the confidence, curiosity and kindness nurtured in every child who passed through your doors. People will leave with immense gratitude for the memories created, the friendships formed and the privilege of being part of so many children’s early years. The tree may no longer stand in the same place, but its seeds have been scattered and they will continue to grow. I personally feel very blessed to have been a part of this wonderful community and thankful for all the support of so many people over the years who have given up their time for preschool. Thank you
8	Closure of Pre- School Jenny/ Debs reiterated the reasons for having to close the pre school (lack of finances/ numbers and being unable to operate within our constitution). It was reiterated that the closure or preschool in no way reflected the quality of care at preschool, or the dedication and hard work of those involved. Members voted to close the pre-school. The motion was passed with the majority vote.
