Treasurers Report 2024–25

Thanks to all group treasurers as all deadlines for payment of capitation were met for County.

Commission. The District continues to raise a District levy to support the opening of new sections/groups, training, administration costs and other activities in the District.

Capitation: All bar 1 group met their capitation within the year end, my thanks go to the treasurers of individual groups who enabled this to be achieved. The outstanding amount of £2,990 was paid on 4[th] April 2025 but is accounted for as an outstanding asset. Network

currently does not have any members. The Explorer units continue to have accounting and payments passed through their hosting groups.

The growth of new groups and sections presents an initial challenge and risk to the District. The new groups and sections established this year had their HQ capitation met by the District, partially from the District levy and partly from grants and charitable funds.

Training: County has covered the cost of most training since September 2010, which now includes First Aid training. The District supports specific agreed training outside County, when appropriate. In addition, District had agreed to pay 50% of Gilwell reunion fees, made this year, but have agreed it will not be o�ered subsequently without a further grant becoming available.

Badges: Badges are now accounted for in the District Accounts. County and District badges are administered by the District and are issued without charge. Groups purchase all other badges from other sources. Remaining stocks are available to groups for swapping at International events.

Motion Picture Licence : The District has applied for a renewal of an umbrella licence on behalf of the groups allowing for the legal use of pre-recorded DVD/Blue Ray media or downloads by groups in support of scouting activities.

Grants

Minibus: The main expenditure this year has been the purchase of a new minibus. The capital cost has been met from District funds, the running costs are currently being managed through 123rd covered by hiring fees, with future funding to be reviewed a�er 12 months of use.

Fitya: In early FY2024, a planned growth at 89th Manchester took place with the opening of new Muslim scouting sections, the district funded just under £800 for initial uniforms. Later in the year it became apparent that this new provision required more support than we were able to o�er them in Manchester South, as such, in consultation with he county lead Volunteer, the group was separated from 89th and was transferred to Cheadle district and the district trustees wrote o� this expense. Chairs update to the report 2024-25

The past year has been one without a District Lead Volunteers, so we have had a stand in in the form of Phil Sumner, the County Lead Volunteer, whilst a new DLV is recruited, more than ably supported by Jonny Allerton as Deputy District Lead Volunteer.

The District managed to largely maintain its young person membership levels, but there was a high attrition amongst adult volunteers - circa 20% - that is presenting a challenge to most groups in the District.

There was a continued emphasis on Compliance, as Scouting in general changes to respond to the tragic death of Scout Ben Leonard in 2018 and resulting Inquiry, which has seen an overhaul of recruitment, training and accreditation.

Moving forward, there are more changes on the horizon as the County re-organises itself to reduce the number of Districts and ensure there is proper management in place for each of the Districts resulting.
