The Board of Trustees present their report and the accounts for the year ended 31 March 2025. The accounts have been prepared in accordance with the charity’s governing document and with current statutory requirements.

The accounts have been prepared on a receipts and payments basis.

STRUCTURE, GOVERNANCE AND MANAGEMENT

The Board of Trustees are responsible for the day to day running of the charity.

Governing document

The Scout Association (the Association), including Bebington District Scout Council, exists by authority of a Royal Charter, granted by King George V in 1912 and supplemented by further Charters granted by King George VI and Queen Elizabeth II. These Charters give authority to the Bye Laws of the Association, which are approved by His Majesty's Privy Council. The Bye Laws, in turn, authorise the making of rules for the regulation of the Association's affairs, and thereby give authority for the Rules laid out in the Association’s Policy, Organisation and Rules.

Organisational Structure

The charity is managed by a Trustee Board who meet in person, or digitally, at least 6 times each year.

Risk identification and management

The Trustees are aware of the risks and the Trustee Board regularly reviews the organisation's reserves.

Public Benefit

When planning and programming activities for the local residents we keep in mind the Charity Commissions guidelines on Public Benefit.

OBJECTIVES AND ACTIVITIES

The Charity is well established having been founded in 1948 and, following major initiatives, continues to grow in numbers and provides a challenging programme of everyday adventure, leading to the development of skills for life and good citizenship amongst its youth membership, aged 4 to 25 years. Through the support of dedicated and well-trained adult leadership, members achieve self-confidence, an understanding of international matters, a sense of community and respect for others as well as themselves. The Trustee Board have the powers to raise funds through subscription and other methods to support the work of the Scout Council. The Trustee Board are fully aware of their responsibilities for the stewardship of the District assets. This is achieved through frequent meetings and the monitoring of regular financial reports.

Fund accounting

Unrestricted funds - can be used in accordance with the charitable objectives at the discretion of the Trustee Board.

Restricted funds - can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Designated funds – are unrestricted funds set aside by the Trustee Board for specific purposes or projects.

I report on the accounts for the year ended 31 March 2025 set out on pages 6 and 7.

Responsibilities and basis of report.

As the charity trustees of the charity, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
