**BEBINGTON DISTRICT SCOUT COUNCIL TRUSTEES’ ANNUAL REPORT For the year ended 31 March 2023** 

The trustees present their report and the accounts for the year ended 31 March 2023. The accounts have been prepared in accordance with the charity’s governing document and with current statutory requirements. 

The accounts have been prepared on a receipts and payments basis. 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

The Board of Trustees are responsible for the day to day running of the charity. 

## **Governing document** 

The Scout Association (the Association), including Bebington District Scout Council, exists by authority of a Royal Charter, granted by King George V in 1912 and supplemented by further Charters granted by King George VI and Queen Elizabeth II. These Charters give authority to the Bye Laws of the Association, which are approved by His Majesty's Privy Council. The Bye Laws, in turn, authorise the making of rules for the regulation of the Association's affairs, and thereby give authority for the Rules printed in Policy, Organisation and Rules. 

## **Organisational Structure** 

The charity is managed by an Executive Committee who meet in person, or digitally, at least 6 times each year. 

## **Risk identification and management** 

The Trustees are aware of the risks and the Board of Trustees regularly reviews the organisation's reserves. 

## **Public Benefit** 

When planning and programming activities for the local residents we keep in mind the Charity Commissions guidelines on Public Benefit. 

## **OBJECTIVES AND ACTIVITIES** 

We support the safe running of Scout Groups in Bebington District through executive support. We promote the development of young people in achieving their full physical, intellectual, social and spiritual potential as individuals, as responsible citizens and as members of their local, national and international communities in accordance with the aims and guidelines of the scout movement. 

We took a lead financial role, in collaboration with Birkenhead; Wallasey; and West Wirral Scout Districts, in applying for grant funding from Wirral Council through their Community, Voluntary, and Faith (CVF) Sector Renewal Grant.  Wirral Council awarded £50,000 in March 2022 to employ a Growth and Development Officer to ensure the survival of the most at risk groups in some of the most deprived communities in the area and this project operated under the Scouts Wirral name. 

## **Fund accounting** 

Unrestricted funds - can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds - can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. 

Designated funds – are unrestricted funds set aside by the trustees for specific purposes or projects.

I report on the accounts for the year ended 31 March 2023 set out on pages 6 and 7. 

## **Responsibilities and basis of report.** 

As the charity trustees of the charity, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect: 

- accounting records were not kept in accordance with section 130 of the Act or 

- the accounts do not accord with the accounting records. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
