District Commissioners Report Gareth Jones – DC Bebington

Thank you all for attending the Bebington District AGM and I hope you are all ok in what is still a difficult time. This District AGM is to cover the financial year ending 30th March 2021 but I don’t think we can ignore the last 18 months and the impact Covid has had on Scouting. I have been impressed as to how many Leaders, helpers and exec members have risen to the occasion and ensured Groups and Sections have been able to continue running, including offering an interesting and challenging programme for the young people. Face to face Scouting has not been possible for a lot of the time so Leaders have had to embrace technology such as Whats App, Teams and Zoom to communicate with parents and young people. It is great to see so many parents supporting their young peoplein doing Scouting at home - maybe we have wetted some of their appetites for helping more in Scouting! We are moving back to more face to face Scouting which is great news, though still largely outdoors, with the activities being put on being very imaginative and fun from what I have heard. Hopefully over the coming months we can get to a more stable position and can start doing more normal Scouting activities with the young people.

Our young people numbers were down this year in the Census in January by approximately 25%, which is sad but only to be expected as we were in a tight lockdown when the numbers were counted. On the positive side as we have moved out of lockdown, and back to being able to do more face to face, Scout Groups are generally reporting a good return to more normal numbers, with a few sections even reporting more young people attending than previously. I’m hopeful this trend will continue as the Groups are able to offer even more Scouting activities. The only concern I have is the number of adults we have lost over the lockdown period. I know this is putting a strain on the Leaders and Helpers we still have active in the District. Your work with the young people is very appreciated and thank you for putting in that extra effort. Hopefully as things start to return to normal, we can find additional adults to help in Groups and Sections across the District.

Looking forward to more normal Scouting, then 2022 will mark 75 years of Bebington Scouting, so we are putting on a camp at Tawd Vale on the first bank holiday weekend in May 2022. It will be similar to the 70th camp we did there with the Saturday being lots of activities for people to turn up to have a go at and Sunday being a more It’s A Knockout event (google it if you’re too young!). Please book the date in your diaries and more details will be available soon. There will no doubt be more events and activities planned to celebrate 75 years of Scouting in Bebington as we move towards 2022.

The role of a Scouting Leader does seem to be ever evolving along with many changes to Scouting itself. We have seen over recent times the emphasis on training around Safety and Safeguarding becoming even more important, and more activities now and in the near future having to undergo risk assessment. The challenges on Leaders are growing and we all need to work together to ensure the young people can still get the fun, excitement and development that Scouting has traditionally given them. Fortunately, I believe we have a good District Team with the GSLs, District Leaders and Executive Members so I do see a bright future for Bebington Scouts. As you are hopefully aware after five years of being District Commissioner I have decided to step down and Chris Gerrard will be taking on the role from Sunday 1st August. Congratulations to Chris on his new role and good luck with leading Bebington District over the coming years. I will be staying on as a District Leader with my initial task to organise the 75th camp. Finally, I would like to thank all the Leaders and adults in Bebington District for the time and effort they put into Scouting to make it an excellent experience for all the young people and for the support they have given me during my time as DC. Scouts Beavers David Henwood- ADC Beavers

The past year has been another incredibly difficult and challenging one for everyone, however it has been very encouraging to see the many ways that our leaders have continued to deliver quality Scouting and Beavers have continued to take part in fun and challenging activities, whether that be from home or, increasingly so, face to face. The autumn term started with some groups resuming outdoor face to face meetings however a swift return to lockdown restrictions before and after Christmas meant that most activities up until Easter were taking place at home. Beavers still managed to take part in some amazing activities such as martial arts, drumming, and even a visit to a space centre in New Zealand!

Since Easter we have seen more and more colonies returning to face-to-face meetings and it has been great to hear about the many new members looking to join colonies across the District. I would like to extend my thanks to everyone who has contributed over the past 12 months, it has been an amazing achievement to keep things going.

The next 12 months brings with it the prospect of resuming normal service which is very exciting!

Scouts Cubs Rachael Gerrard-ADC Cubs

I am pleased to report that when Scouting resumed Sept 2020 the Groups tried their best to keep the Cub sections going, using Zoom, What’s App, texts and Emails.

Some of the activities undertaken by the groups have been a parent came onto Zoom to discuss recycling, athletes badge including getting parents involved with the warm up, sewing on Zoom, quiz nights, scavenger hunts, general catch ups, artist badge were leaders prepared packs in advance for parents to collect prior to meeting, team ledger challenge, cakes in a mug, one group took part in the Mammoth Camp where young people camped indoors an example being a cave in the bath and Leaders outside in their tents, and Cubs renewing their promise videoed by parents. Some groups used external resources to do talks / activities. A speaker from the Really Wild show, Science Magician, Virtual tour of the fire station, Astronomy talk, and HMS Endurance a virtual tour of the bridge.

Groups reported being down on numbers at the start of the year, but as face to face scouting resumed numbers are increasing.

The leaders have worked tirelessly to keep the Cub section going and find fun & interesting activities for the young people to take part it. Well done to them all. Future activities are difficult to plan but we are aiming to go ice skating as a District again on 2nd Dec 2021 (restrictions permitting). As ADC I will be aiming to visit each group at some point. I would love an invite, but if not, I’ll be in touch directly.

Its been a challenging year for scouts across the UK, and indeed in Bebington, I would like to thank all the Scout Leaders and their helpers for all their hard work keeping Scouting alive in Bebington over the last 12 months. Not knowing what they can plan for if anything from week to week and even months at times.

At last Scouts are now meeting outdoors engaging in activities as, canoeing, paddle boarding, bell boating, walks, litter picking, go karting, and much more.

Hopefully after the summer holidays Scouts will again get back to camping, hiking and just being Scouts enjoying themselves and of course the Leaders having fun too. Chris Gerrard ADC Scouts

Scouts Explorers Keith Fewtrell - DESC

Firstly, I hope you and your family and friends are keeping safe.

I am sure we will all agree it has been a strange year all around. I said it last year, but this year it is more prevalent, and there have been even more changes to Explorers.

At the time of writing Explorers is homeless. We moved out of the hut some approx. 21 months ago to allow the hut to be renovated. Due to lockdown, this is still on going but should be finished soon. As some of you know, we moved into the Church Hall at Christ Church, Bebington until the dreaded lockdown occurred. And that is where it all began…

Like many of us, some of the Explorer leaders have had their own hardships to deal with through the pandemic. Due to this, Explorers have taken a taken a slight hiatus whilst we look after ourselves and our families in order for us to continue Scouting moving forwards. Come September, due to a change in my work commitments, I recommenced online Zoom meetings. The uptake was mixed, but a few familiar faces returned week after week.

Unfortunately, due to the on-going uncertainty our normal calendar events, like Mersey Moot and Christmas Post were cancelled. As hopefully restrictions ease, these can start to recommence, but time will tell on that one.

During lockdown, Dan has decided to step down as the Unit leader. Further to that some of the leader’s family/work commitments have changed, meaning they aren’t as available as they have been in the past. Due to this, I am currently doing a recruitment drive to help support the unit moving forward. If Explorers is something you have considered in the past, or if you fancy a change or additional role, please get in touch with me.

For the past few weeks, I have been running face-to-face Explorer meetings at the camp fire circle for the Explorers, with the help and support from Jay (DSNC) and Davey (7th GSL). I must admit the uptake has been good. Whilst we have lost some Explorers over the last year due to the lack of Faceto-Face meetings, I am happy with the numbers who we have retained and hopefully our numbers will remain/increase as time goes on, and our leader numbers increase.

A thank you to the leaders: Dan, Nik, Jon, Giorgia, Davey, Matt, Jay, and Jen (our treasurer), along with any Network members who have helped out, for their continued support in order to give Explorers a varied programme.

My final thankyou goes to our out going District Commissioner, Gareth Jones. Gareth has been our D.C for the last 5 years, but involved in the district for many years prior to that. I wont mention years, but I remember him in district when I was Scout. Gareth has been one of those faces which has been an ever-present face in the District team. Over the years, he has supported Explorers, and me personally in my Scouting. So, just to say a big thankyou for your support and help over the years. We don’t get rid of him that easily though; he will still be around!!

Some of you may remember Chris Gerrard who was an Explorer leader not so long ago. Well Chris is set to be our next District Commissioner. A big Well Done, Congratulations and Good Luck to Chris from us all in Explorers. Until next year… Keith Fewtrell District Explorer Scout Commissioner

Scouts Network Jay Elias- DSNC

Another steady year for network section, our numbers have maintained with the majority of the age group taking up leadership roles within the district. Most members have been continuing with studies and helping with other sections. Due to a worldwide pandemic and the impact it has had on Scouting as a whole and in particular this section consisting completely of an adult age group, due to government restrictions have only been able to meet in last 2 months which has caused problems in consistency of meetings.

As a unit we have recently met up to discuss our plans and where we intend to go in the future as a section. Some positive ideas and plans set out over next 12 months. Link activities have been discussed with the Explorer section, with an aim to strengthen numbers over the next year.

In these uncertain times Scouting is slowly returning to normal but with a positive outlook the section will hopefully be back to our usual meetings come September. Thank you everyone for sticking together through a challenging year. Jay Elias

District Youth Commissioner Edwin Price – District Youth Commissioner

I was appointed to the role of District Youth Commissioner in August of 2020 and so as you can imagine it has been a bit of a difficult start. That being said, I have managed to achieve some tasks that I hope will benefit our district’s young people. Firstly, I have begun working with Gareth (old DC) on prepping a district led passport camp for Scouts. The plan is to hold it at Tawd Vale, hopefully around March/April 2021. In the meantime, I will work with the new DC to try to implement this. Secondly, I worked with the county youth shaped team to organise part of the online social media events during youth shaped month (February). Lastly, as a member of the selection panel for the new DC, I was able to help make sure that the process which we undertook would give us a DC who could champion youth shaped scouting.

Looking forwards, I am looking to establish a Bebington District Youth Forum, this would be an entity that I would chair, and any young member would be able to attend to give their views on current/future plans and projects that the district is involved in.

I would then be able to relay this to the district team and district executive to drive our scouting more in the direction of what our young people want. As part of this, I am going to appoint a deputy district youth commissioner. They will be able to help me, especially as we open up because I currently am studying at university in the West Midlands and so my ability to be in Bebington is restricted. Therefore, they can work with me to help provide a consistent presence in the district. And finally, I will begin to work with Chris the new DC on projects such as the passport camp to help promote what our young people want.

The trustees present their report and the accounts for the year ended 31 March 2021.

STRUCTURE, GOVERNANCE AND MANAGEMENT

The Board of Trustees are responsible for the day to day running of the charity. The accounts have been prepared in accordance with the Charities Act 2011 and the ‘Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)’.

Governing document

The Scout Association (the Association), including Bebington District Scout Council, exists by authority of a Royal Charter, granted by King George V in 1912 and supplemented by further Charters granted by King George VI and Queen Elizabeth II. These Charters give authority to the Bye Laws of the Association, which are approved by Her Majesty's Privy Council. The Bye Laws, in turn, authorise the making of rules for the regulation of the Association's affairs, and thereby give authority for the Rules printed in Policy, Organisation and Rules.

Organisational Structure

The charity is managed by an Executive Committee who meet in person, or digitally, at least 6 times each year.

Risk identification and management

The Trustees are aware of the risks and the Board of Trustees regularly reviews the organisation's reserves.

Public Benefit

When planning and programming activities for the local residents we keep in mind the Charity Commissions guidelines on Public Benefit.

OBJECTIVES AND ACTIVITIES

We support the safe running of Scout Groups in Bebington District through executive support. We promote the development of young people in achieving their full physical, intellectual, social and spiritual potential as individuals, as responsible citizens and as members of their local, national and international communities in accordance with the aims and guidelines of the scout movement. The District also took a lead financial role in relation to celebrating 90 years since the World Scout Jamboree at Arrowe Park in 1929. The camp, Arrowe 2019, operated under the Scouts Wirral name which is a collaboration with the other Wirral Scout Districts.

The District has also undertaken a remodel/refurbishment of District Headquarters utilising Designated Funds.

Fund accounting

Unrestricted funds - can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds - can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Designated funds – are unrestricted funds set aside by the trustees for specific purposes or projects.

I report on the accounts for the year ended 31 March 2021 set out on pages 6 and 7.

Respective responsibilities of trustees and examiner

The charity's trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is required. It is my responsibility to:

Basis of the independent examiner’s report

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.

Independent examiner's statement

In connection with my examination, no matter has come to my attention:

  1. which gives me reasonable cause to believe that, in any material respect, the requirements:

The trustees present their report and the accounts for the year ended 31 March 2021.

STRUCTURE, GOVERNANCE AND MANAGEMENT

The Board of Trustees are responsible for the day to day running of the charity. The accounts have been prepared in accordance with the Charities Act 2011 and the ‘Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)’.

Governing document

The Scout Association (the Association), including Bebington District Scout Council, exists by authority of a Royal Charter, granted by King George V in 1912 and supplemented by further Charters granted by King George VI and Queen Elizabeth II. These Charters give authority to the Bye Laws of the Association, which are approved by Her Majesty's Privy Council. The Bye Laws, in turn, authorise the making of rules for the regulation of the Association's affairs, and thereby give authority for the Rules printed in Policy, Organisation and Rules.

Organisational Structure

The charity is managed by an Executive Committee who meet in person, or digitally, at least 6 times each year.

Risk identification and management

The Trustees are aware of the risks and the Board of Trustees regularly reviews the organisation's reserves.

Public Benefit

When planning and programming activities for the local residents we keep in mind the Charity Commissions guidelines on Public Benefit.

OBJECTIVES AND ACTIVITIES

We support the safe running of Scout Groups in Bebington District through executive support. We promote the development of young people in achieving their full physical, intellectual, social and spiritual potential as individuals, as responsible citizens and as members of their local, national and international communities in accordance with the aims and guidelines of the scout movement. The District also took a lead financial role in relation to celebrating 90 years since the World Scout Jamboree at Arrowe Park in 1929. The camp, Arrowe 2019, operated under the Scouts Wirral name which is a collaboration with the other Wirral Scout Districts.

The District has also undertaken a remodel/refurbishment of District Headquarters utilising Designated Funds.

Fund accounting

Unrestricted funds - can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds - can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Designated funds – are unrestricted funds set aside by the trustees for specific purposes or projects.

I report on the accounts for the year ended 31 March 2021 set out on pages 6 and 7.

Respective responsibilities of trustees and examiner

The charity's trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is required. It is my responsibility to:

Basis of the independent examiner’s report

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.

Independent examiner's statement

In connection with my examination, no matter has come to my attention:

  1. which gives me reasonable cause to believe that, in any material respect, the requirements:

  2. a. to keep accounting records in accordance with section 130 of the 2011 Act and

b. to prepare accounts which accord with the accounting records, comply with the accounting requirements of the 2011 Act

have not been met; or

  1. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
