behalf of the people of Greater London, and of the natlon at large, bullding8 of particular

We achleve our objects by working cl08elywith local 8Uthoriti88, H18toric Eng18nd, and
community-led groups to 8cquire building8. either through the transfer of owner8hip, or
a long lease. These buildings are usually con8idered to be'at ri8k' due to lack of use or
malntenance and may be Included on Historic Engi8nd'8 Heritage at Risk Register or
identified as a concern by 8 local authority. We organise and oversee the development
of sympathetic re-use schemes; bringing together the partners and funding needed to
en8ble the dellvery of a capltal project. On completion of the project the bulldings may
be 80ld or let out, with sale receipts or loan8 financed by rental a88iStingthe charityto
continue its work.

The work of the Trust ha8 a po8ltive long-term effect on local communities, cre8ting
better pl8ce8 for people to live. In this work the tru8tee8 take due account of the Charlty
Commlsslon guidance 8nd requirement8.
Achl6vement8 and p8rformanc8
a. Maln achlevement8 ofthe Company
The major project during the year was the Development Phase of the project for the
former Gir18' Charity School in Edmonton, generously funded bythe N8tional Lottery
Herltage Fund (£289,838) and the Architectural Heritage Fund (£33,650). LHBT 18
worklng In partnership with 8 local charlty to regenerate the hlstorlc school and create 8
new café and community 8P8ce. It will provide training and work experlence to young
people wlth special educational needs or who 8re d188dv8ntaged, enabllngthem to
transltlon into long-term employment and bultd connections Within thelr local
communlty. Project and Management Boards and 8 Youth Stearlng Group have met
regularly durlng the year to gulde the project.
We h8ve continued to work tOW8rd8 8 Solution for the Tin Tabernacle In Kllburn,
resolvlng Some of the complex ch8llenge8 that thls unusual building has presented.
Two new Optlon8 Appralsal project8 have commenced to identlfy routes for the re-use
of currently empty cemetery chapels at Lavender Hlll, Enfield 8nd P8ddington Old
Cemetery, Brent, both on the Heritage at Rl8k Register. LHBT worked wlth the local
authoritles to develop propo88l8 and secure grant fundingfor them totaling£78.045,
with Project Managers now leading on project delivery. This builds on the work we
delivered at South Ealing Cemetery Chapels, for which Project Managers are contlnulng
to work wlth the Ioc81 authority to deliver a programme of urgent works and meanwhile
use.

LHBT contlnues to work closely with Historic Engi8nd to identify the Herltage at Rlsk
(HAR) Sites that can benefit from our Input and guidance, with an ambition to secure
thelr removal from the HAR register.
We also support other communltygroups acr088 London who are seekingto dellver
heritage project8 through specialist training programm88, which have been very well
received. Our elght 8hort, online'How To. 8essions were attended by 145 people over
the ye8r and our more In-depth, In-person tralnlng progr8mme'Bulldin8 Futures.. whlch
ha8 been t8rgeted at and delivered in three Ioc8l areas, was attended by 45 people.
Through these programm88 we alm to 8h8re our knowledge and to build cap8city wlthln
groups across London. The courses al80 provide an opportunityfor local group8 to
connect and Share learning.
The Tru8t has been concludlng Its works to support High Street Heritage Actions Zones
{HSHAZ's) In London, delivering bespoke maintenance tralning programmes for Croydon
8t South Norwood 8nd for Tower Hamlet8 at Petticoat L8ne (Wentworth Street). To
dellver this training we have been worklng with the Soclety for the Protection of Anclent
Buildings and have 8180 been exploring more dynamlc approache8 to engage local
people wlth buildlng maintenance. This has included the rewarding project to cre8t8
shortvldeos, worklngwlth Ioc81 charity Streets for Growth. Thls provlded tr8inlng in
videography for fouryoung people from Tower Hamlet8. Over the cour8e ofthe
programmes nearly 100 people were directly engaged, with legacy re80urces that h8ve
been distrlbuted by the local 8Uthorities re8ching many more.
We also (Jelivered the first phase of a heritage trall a8 part of the Petticoat Lane HSHAZ.
The content of the trail was generated by a group of community re88archers who were
provlded with trainlng 8nd mentoring and wa8 co-de8lgnod with local p80ple. Buildlng
on thls. we have secured a total of £57,928 funding from the National Lottery Herit8ge
Fund and Tower Hamlets Councll for delivery of a permanent trail, creating a range of
training and eng8gement opportunities for local people to uncover, share and celebrate
theii local heiitage.
All LHBT operation8 have been supported by the ongolng development of partnershlps
with other heritage and community organisations and local authorities. both locally and
nationally. The Trust ha8 continued with its volunteer programme, which provide8
opportunities to people wishingto develop their professional skills. We are extremely
grateful to all ourvolunteers for supporting our staff and trustees. We are particularly
Indebted to the volunteer8 who support us on social media, historical research and the
production of our Newsletter.

The Trust carrled out a governance revlew, with a partlcul8r focus on trustee terms and
8uccession planning. Duringthe year Victoria Liddell and Elizabeth Wedmore began
thelr first term8 88 tru8tee8. Mlchael Brooke retired as a trustee in February after many
years of servlce; the Trust18 deeply grateful for his expertlse and encouragement.
We recrulted an addltlonal part tlme Project Manager, Lisa Rigg, to work along8lde our
exlstlng Pro}ect Manager, Hann8h Southgate and, following the departure of the
prevlou8 Director in the earlier p8rt of the year, cre8t8d a Project Director role,
promoting Rosle Shaw to take on Dlrector dutie8 alongslde strategic oversight of our
project8. Our project team 18 SUPPOrted by our Finance Manager, Barb8ra Joth8m, who
W88 appolnted In summer 2023 8nd bring8 8ub8tantial senior level financi8l experlence.
c. Plan8 for Future Perlod8
AS part of our work on governance successlon plannlng, over 2024 we will undertake 8
trustee 8kllls 8udit.
We antlcipate that durlng the comlngyear we wlll bulld on the development work on the
Charlty School at Edmonton and move towards the capital phase of the project.
Truste8s and staff contlnue to Identify projects that would benefit from an intervention
by the Tru8t. This fnay be through the delivery of Trust projects, or by offering guldance
and help to owners of heritage. local authorities or local communities. We are currently
progressing discusslons about 8 number of potenti81 new prohects, with 8 view to
commence an additional one or two studies in the next year.
We are also actlvely monltoring changes to government pollcy and gr8nt funder
priorities through our Project Plan to align our project 8Ctivitles wlth broader national
8nd local ambitlons gnd funding opportunitl88. This continues to be in Iln8 wlth our
organlsation vision 8nd focus on local communities and soclal Impact.
Partnership building and collaborative working remain key to broadening our reach and
imp8Ct and ensurlng that our approach remains relevant and col18bor8tive.

qU8rterly meetlng, which shows income, expenditure, current re80urc88 8nd

b. R88erve8 pollcy
At 31st March 2024 the Ch8rlty had unrestricted fund8 of £278,208, includlng £40,000
remainlng of £60,000 commltted by the trustees In 202212023 over three year8 88
matched fundlng, £150,000 deslgnated by truste88 as required to support the working
capltal needs of Its projects, based on the cashflow forecasts for the next 2 year8, 8nd
£30,001 relating to investment property. Tru8te88 con8iderth8t th6 b818nce of £58,207
Yepre8ent8 free re88rve8 and provides appropriate cover for budgeted expendlture not
externally funded. Trustees regard appropriate cover as beingequivalent to three to slx
months of unrestricted operating expendlture.
A8 at 31 March 2024 the Charlty h8d re8trlcted funds of £159,369, Includlng £127,871
unspent funds relatlng to the development cost8 of the Charity School at Edmonton
{2023: £287,899). The fund represent8 the development 8tage grants as outllned in the
maln achievements of the company 8ectlon of thls report.
c. Materlal Inve8tment8 pollcy
The Charity c8n inve8t money not requlred for its immediate purposes in investments,
securlties or property, subject to condition8 or consent8 as rn8y b8 required by law. At
318t March 2024, £237,894 w88 held in Interest earnlng b8nk depo8it accounts,
followinga review in the current yearto ensure that the best return Is achieved.
d. Prlnclpalfundlng
Generally, project cost8 are covered by grants from sources such as Historic England;
the National Lottery Herit8g8 Fund: the Architectufal Heritage Fund, grant-makingTrust8
and Foundations and livery companies. On occasion, local authorities may contribute
to project costs. LHBT Project M8nagement 8taff tim8 is incorporated within these
project costs. Proceeds of sales, commercial loans secured on property and an annual

rental from Thorpe Coombe House have hlstorically complemented these sourc88 of

In 2023 the charity was successful in Its bld to Hi8torlc England for core fundingtot8lling
£118,380 as part of the National Capacity Building programme for a further two year8
from September 2023 to September 2026. This provlde8 fundingfor our Project
Manager roles and a suite of 8Ctivitle8, Includingtr8lnlng. th8t support people and
communitles in London.
The Trust was awarded 8 grant of £30,000 from the Pllgrim Tru8t (£10,000 over three
ye8r8 8tarting in 2022-23) to 8UPPOrt senlor staff costs.
The Tru8t 8l80 rece5ved a grant of £15,000 {split over 3 years from 2022-3) tOW8rd8 core
costs from the 291b May 1961 Trust.
The Natlonal Lottery Heritage Fund gave 8 grant 01 £31,498 to fund work on the Pettlcoat
Lane Heritage Trall, wlth a further contribution of £26,430 Secured for this project from
Tower Hamlets Councll in 2024-25. The School for Social Entrepreneurs contributed a
match-tr8dlng grant of £4,000 to support development of our consultancy.
Truste88 8re immensely gr8teful for all these donatlons.
In line wlth our Buslness Plan. we continue to incre888 our Income through profe8slon81
con8ult8ncy services through project 8Ctivitie8, over 2023-24 thls generated 8 tot8l of
£6,642 wlth income Secured to date for 2024-25 at £21,970.
Structure, governance and management
. Qovernlng Document and Members, Llablllty
The Tru8t18 8 charltable company limlted by guarantee, Incorporated on 16 December
1992 and registered 85 8 charity on 23 February 1993. The company w8s established
under 8 Memorandum of Association which defined the objects and powers of the
charitabl8 company and is governed under its Articles of Association. The form of the
Memorandum and the Articles of Association is similar to the standard form
recommended by the Architectural Herit8ge Fund. In the event of the charity being
wound up members are required to contribute an amount not exceeding £5.00 (five
pound8).

b. Recrultment and Appolntment of the Board
The dlrectors of the charity are al80 charlty trustees forthe purposes of charity law and
under the company's Articles are known as members of the Council of Management.
The original number of member8 was two, but the Councll of Management can approve
increases In thls number and following the governance revlew th58 w88 amended to not
le88 than four nor more than fifteen. Currently there are thlrteen. Under the
requlrements of the Memorandum and Artlcles the members of the Councll of
Management serve an initlal term of three year8, renewable twlce. Appointment8 are
made on the recommendation of the Council of Man8gement.
The board Identifles where there are gaps In knowledge and skill8 and new Trustees are
recrulted to fill these gaps.

member and trustee. The nature of the charlty as a bulldlng preservatlon trust and it8

in h8nd and planned with 8 fln8ncl8l summary and an outllne of sources of funding.
Relevant Papers and mlnute8 of meetlngs are made available and the Chair meetswlth
the new trustee upon appolntment. Trustee8 are 8l80 provided wlth the Strateglc and
Buslness Plans. New trustees are dlrected to the online Charity Commisgion bookletg
CC3 and CC38. A tnJ8tee code of conduct W88 approved during the year.
d. Related party relatlonshlps
In the event that any of the Trustees has any connection whatsoeverwith an indivldual
or organisation from which the Trust is purchasing supplies orservices or to whlch the
Trust is making an application for funding. it is the Trustee8' policy that a declaration of
the connection or relationshlp is m8de and, if the connection is considered to create
potential confllct of interest, the conflicted Trustee takes no further part In discussions
or declsions in relation to the relevant financi81 transactions.

before they are authori8ed by the full b08rd. Both groups report quarterlyto the Board.

All income is recognised once the Company has entitlement to the Incom8, It18 probable that the
income will be received and the amount of Income receivable can be measured reliably.

income received for speclflc purposes but not expended duringthe period is shown in the relevant
funds on the B818nce sheet. Where Income Is received in advance of entitlement of receipt. its
recognition Is deferred and included In creditors as deferred incom8. Where entltlement occurs
before Income is received, the income Is accrued.
Income tax recoverable in relation to donations received under Gift Aid or deeds of covenant is
recognised at the time of the donation.
