## **Structure, Governance and Management**
The Group's governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association.
The Group is a trust established under its rules which are common to all Scouts. The Trustees are appointed in accordance with the Policy, Organisation and Rules (POR) of The Scout Association. The constitution of the Group follows the Scout POR and was updated in October 2025 to follow changes to Scout guidance. The revised constitution was discussed and approved at the AGM on 16[th] October 2025, alongside the membership of the Group Executive Committee and the Group Council.
The Group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss; these include controls over bank accounts and comprehensive insurance policies to ensure that insurable risks are covered.
The Group is fortunate to have sufficient leaders and volunteers to carry out all of its objectives and activities and have welcomed some new members to the younger sections recently. The AGM meeting on 16[th] October 2025 appointed three new trustees (Jason Riby, Ian Robertson and Kerry Curry) and confirmed the retirement of two trustees, Alan Holt and Fiona Holt, after many years supporting the Group.
## **Objectives and Activities**
The objectives of the group are as a unit of the Scout Association. The Aim of The Scout Association is to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.
The method of achieving the Aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law and guided by adult leadership. The Group meets the Charity Commission's public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.
## **Achievements and performance**
The children undertook and enjoyed many activities during the year including winter camps, the annual summer trip which was to Hawkhirst in Northumberland this year, as well as our annual sailing programme. The new summer camp location proved popular with our scouts but sadly, the group cannot return in 2025 as the centre has been closed by the Scouts Association.
Following on from the success of the Tall Ships Race in July 2023, a weekend of sailing was booked on the James Cook ship to allow Scouts who were too young for the race to experience sailing a Tall Ship. Planning also started for scouts to take part in the 2025 race from Aberdeen to Norway.
Each section has undertaken a range of activities across the year which has resulted in the following badges being awarded:
- 210 badges gained in Beavers including 9 Chief Scout awards,
- 198 badges gained in Cubs including 1 Chief Scout Silver awards,
- 346 badges gained in Scouts including 2 Chief scout Gold ,
- 8 badges gained in Explorers
## **Financial Review**
The Group has made a small profit of £1,508 in the financial year. The Group is facing aboveinflation increases in Scout capitation fees as well as increases in other major cost areas of insurance, accommodation and maintenance. However, the Group’s prudent reserves policy mean that the Group continues to be financially sound with sufficient funds to meet its objectives.
Major items of income and expenditure in the year relate to summer camp in Hawkhirst, Northumberland in August 2024 and weekend event on the James Cook tall ship.
The Group's policy on reserves is to hold sufficient resources to continue the charitable activities of the group should income and fundraising activities fall short and to hold a fund for replacement of equipment essential to the running of the Group. The Group Executive Committee considers that the group should hold a sum equivalent to one year’s running costs, approximately £17,000 and a replacement fund of £15,000. The replacement fund is to provide for the potential replacement of minibuses, sailing boats, rescue craft and other equipment.
The Group has identified specific equipment that is ageing and requires replacement. Successful grant applications were submitted to replace tents and sailing equipment with some purchased in the 2024/25 financial year. The main grant funder was Community Foundation Tyne & Wear and Northumberland and the Group are very grateful for their support. These applications included a small contribution from Scout reserves towards the purchases. Further grant applications will be submitted in 2025/26 financial year for equipment replacement.

## **2: Non-Monetary Assets**
The charity holds a number of assets for Scout and water activities which have no monetary value in Balance Sheet. This includes dinghies, trailers, rescue boats, trailers, kayaks, minibuses, paddle boards and other equipment.

3rd SOUTH SHIELDS SEA SCOUT GROUP
I report to the trustees on my examiiiation of the accounls of the 3rd South Shields Sea Scout Group for the year ended 31st March 2025.
Responsibilities and basis of report
As the trustees of the charity you are responsible for the preparation of the accounts in accordance with the requirements of the Charities
Act2011.
I report in respect of my examination of the 3rd South Shields Sea Scout Group accounts carried out under section 145 of the 2011 Act
and in carying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b)
of the ACL
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination
giving me cause to believe that in any material respect:
accounting records were not kept in respect of the 3rd South Shields Sea Scout Group as required by section 130 of the Act; or
the accounts do not accord with those records.
I have no concems and have come across no other matters in connection with the examination to which attention should be drawn
in this report in order to enable a proper understandinq of the accounts to be reached.
