## **MARKET WEIGHTON COMMUNITY HALL  MANAGEMENT COMMITTEE CHAIRMAN'S REPORT 2022-2023 (for the period 20th May 2022 to 10th May 2023)** 

In common with many village halls, local charities and small businesses, Market Weighton Community Hall was slow in its recovery from the Covid-pandemic during the 2022-2023 reporting year. Regular bookings are only slowly returning to pre-pandemic levels and, understandably, many of our regular hirers with members amongst the more elderly in the town are still wary of returning to the hall too soon, and some have decided not to return at all. This obviously resulted in a decline in income generated from bookings whilst at the same time our expenditure on staff salaries, insurance, licences, utility bills and maintenance work had still to be met and, in some instances, this increased exponentially during the current economic crisis. 

As you will see from our Treasurer's report and the Annual Financial Statement, we have, again, managed to survive the worst of the financial implications of a reduction in business for most of the reporting period and, in this respect, I would like to thank our Treasurer for his endeavours on our behalf. Questions surrounding two unauthorised cash withdrawals from one of our TSB accounts took some considerable time to resolve and eventually resulted in an apology from the bank, whilst difficulties in establishing new TSB mandates continue into another financial year - in this respect the bank has been totally unhelpful and a formal complaint has been raised. 

Once again this year, our agreement with Rimmington Pharmacy of Bradford - working in conjunction with NHS England - for the hire of part of the premises for use as a Covid-19 Vaccination Centre continued and although the operation of the centre has, again, not been without its drawbacks and operational difficulties, the income derived from this agreement has, at least, been equal to our pre-Covid rental income. The Vaccination Centre was welcomed by residents of Market Weighton and further afield and has proved popular for both scheduled appointments and non-scheduled drop-in vaccinations and continues to play no small part in meeting the Government's national vaccination targets. The current 2023 Spring Booster Campaign is well attended - with 5 vaccinators delivering almost 500 injections last Sunday alone. 

During this reporting period, one of the hall's long-serving Trustees (he was Vice Chairman and a former Booking Clerk) resigned from the committee on health grounds. Fortunately, we were able to welcome a new Trustee and it was unanimously agreed that Mr Vickers - one of our caretakers - should be appointed whilst the vacant position of Vice Chairman was taken by Mr Riley. 

With respect to fund raising during the year, the Deadly Dozen put on a well-attended production in support of the hall but, unfortunately, the annual Weighgton Waytes Christmas Concert in December was  cancelled at the last minute when  members of the choir contracted Covid-19. 

The long-awaited installation of the new windows and automatic entrance door were finally completed and have been well-received. Our thanks go to the funding body - The Sancton Wold Wind Farm Community Fund and a second grant from the Landfill Communities Fund  (FCC Communities Foundation) enabled two induction hearing loops to be installed - one in each of our halls. 

In closing, my thanks go to all members of the Committee for their support during the past year. In particular I would like to thank our Booking Clerk for her commitment to the on-going, day-to-day management of bookings and I would also like to thank our two Caretakers for their continuing commitment to the hall.

I report on the accounts of Market Weighton Community Hall for the yeaT ended
31 March 2023.
Respective Responsibilities of Truslees and Examiner
As trustees, you are responsible for the preparation of accounts. You consider that the
audit requirement of section 43(2) of the Charities Act 1993 doe5 not apply.
It is my responsibility to stale. on the basis of procedures specified in the General
Directions of the Charity Commissioners under section 43{7)(b) of the Act. whether
particular matters have come to my attention.
Scope of Independen¢ Examination
My examination was carried out in accordance with the General Direclions given by the
Charity Commissioners. An examination includes a review of thc accounting records
kept by Market Weighton Community Hall, and a comparison of the accounts with ihose
records. It also includes consideration of any unusual items or disclosures in the
accounts, and seeking ¢xplanations from you as trustees concerning any such matters.
The procedures do not provide all the evidence thal would be required in an audit. and
consequently I do nol express an audit opinion on the view given by the accounts.
