Trustees Annual Report for Structure, Governance and Management
The District's governing documents are those of the The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association. The District is a trust established under its rules which are common to all Scouts. The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.
The District is managed by the District Trustee Board, the members of which are the ‘Charity Trustees’ of the Scout District which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
The Committee consists of two independent representatives, Chair and Treasurer, together with one District Lead Volunteer, District Explorer Scout Commissioner, nominated and elected members and meets 4-6 times a year.
District trustees must act collectively, and in the best interests of its members to:

Comply with the Policy, Organisation and Rules of Scouts.

Make sure buildings and equipment owned by and/or used by the District are working well.
-
Look after the District finances.
-
Have the right insurance for people, property, and equipment.
-
Make sure there are sufficient resources for Scouts to operate. This includes, but is not limited to supporting recruitment, other adult support, and fundraising activities.

Promote and support the development of Scouts in the local area.
-
Follow POR, key policies (including safety, safeguarding, data protection, and equality, diversity and inclusion), and charity regulations.

Make sure that a positive image of Scouts exists in the local community.

Appoint and manage the operation of any Trustee Board sub-teams, including appointing a sub-team leader to lead the sub-teams.

Make sure that young people are meaningfully involved in decision-making at all levels within the District.

The opening, closure and amalgamation of Groups, Explorer Scout Units, Scout Network and Scout Active Support Units in the District as necessary.

Appoint and manage the operation of an Appointments Advisory Committee, including appointing an Appointments Committee Chair to lead it.

Supervising the administration of Groups, particularly in relation to finance and the trusteeship of property.

Appoint Administrators, Advisers, and Co-opted trustees.

Approve the Annual Report and Annual Accounts after their examination by an appropriate auditor, independent examiner or scrutineer.

Present the Annual Report and Annual Accounts to the Scout Council at the Annual General Meeting; file a copy with the County Trustee Board; and if a registered charity, to submit them to the appropriate charity regulator.

Maintain confidentiality with regard to appropriate Trustee Board business.

Where staff are employed, act as a responsible employer in accordance with Scouting’s values and relevant legislation.

Make sure line management responsibilities for employed staff are clearly established and communicated.
The District has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and a comprehensive insurance policies to ensure that insurable risks are covered.
Objectives and Activities
The objectives of the District are as a unit of the Scout Association. The Aim of The Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local national and international communities. The method of achieving the Aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law and guided by adult leadership.
The progressive Training Programme operates successfully through all Sections in the District, ensuring the provision of varied and thematic activities. Experiences based on a varied activities programme has ensured all young people are achieving their potentials.
The District meets the Charity Commission’s public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.
The trustees have paid due regard to guidance issued by the Charities Commission on public benefit in deciding what activities the charity should undertake.

Financial Review
The District's policy on reserves is to hold sufficient resources to continue the charitable activities of the District. The District Executive Committee considers that the District should hold a sum equivalent to 12 months running costs, circa £11k.
The District's Income and Expenditure is small and as a consequence does not have sufficient funds to invest in longer-term investments such as stocks and shares. The District has therefore adopted a low risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks. The District Executive regularly monitors the levels of bank balances and the interest rates received to ensure the District obtains maximum value and income from its banking arrangements. Occasionally this may involve using an account that requires a period of notice before funds may be withdrawn, before doing so the District Executive considers the cash flow requirements.

The District acts as an agent for The Scout Association and Cleveland Scout Council for the HQ and County Levies that are collected from each group and then forwarded to Cleveland Scout Council. These sums would, unless deducted from both Total Receipts and Total Payments, distort the value of both gross income and total expenditure of the District as defined by The Charity Commission and by which The Scout Association determines the level of 'audit'

Independent examiner’s report to the trustees of East Cleveland Scout Council
I report to the trustees on my examination of the accounts of District for the year ended 31st March 2024.
Responsibilities and basis of report
As the charity’s trustees of the East Cleveland Scout Council you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the East Cleveland Scout Council accounts carried out under section 145 of the Act. In carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
Basis of Examiner’s Report
My examination was carried out in accordance with the general directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts. The process undertaken does not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view – the report is limited to those matters set out below.
Independent examiner’s statement
I have completed my examination. No material matter has come to my attention that gives me reasonable cause to believe that:

accounting records were not kept in respect of the East Cleveland Scout Council as required by section 130 of the Act; or that

the accounts do not accord with those records.
I confirm that there are no matters to which your attention should be drawn to enable a proper understanding of the accounts to be reached.

District Reports
District Chair
As this is my first report as district chair and having only occupied this role for just under 5 months at the time of writing, my report will be brief.
From the meetings I have attended and the communications I have read the East Cleveland District scouts are in a healthy position.
The district is fortunate to have two keen and energetic District Lead Volunteers; Sean and Ben, on behalf of the district I would like to thank them for all the time and effort that they put into the district. I would also like to thank Lisa Sidgwick in her role as District Treasurer and looking after the accounts, and to Sue Pinder for taking the minutes at the Trustees meetings in the absence of a district secretary.
I would like to thank all the District Trustees not only for the work that they put in but for the support they have given to me since I took on this role and I thank them for their patience whilst I am on a learning curve.
Finally, a big thank you to all the leaders and volunteers throughout the district once again for all the time effort you have all contributed.

District Lead Volunteers
East Cleveland has entered a new chapter in its history and we feel very honored to have been appointed joint District Lead Volunteers in line with transformation, something we are embracing as a district and adapting to the new structure.
Recently, we have appointed Dan Tansley as DESC and established a new programme team which consists of Dan Barber, Alec Silver, Ian Zipfel & Rachel Wilmot. We are still working on how other areas of the district will be structured but these will be announced in due course. Something we both feel strongly about is having youth representation within the district as ultimately, the youth members of today are our future, which is why we have made Luke Powell & Joe Wilmot, Youth Representatives to the leadership team and will be appointing other youth members to the district teams.
Census showed that membership has not yet recovered to pre-pandemic levels which has been further hampered by the unfortunate closure of 1st Brotton but we are working with the Growth &
Communities team to evaluate if scouting in Brotton can be resurrected. Due to dwindling numbers, the explorer unit that met at 3rd Guisborough was not feasible however a new unit has emerged at 1st Guisborough which is primarily made up of 1st Guisborough members but will be the new unit for Guisborough.
During the previous year, we have had the privilege of awarding a great number of Chief Scout Awards to very deserving Beavers, Cubs, Scouts & Explorers who have all worked extremely hard to achieve these awards. In addition to these, we have also awarded wood badges, various long service awards and good service awards. Notable presentations are Tony Gell (3rd Guisborough) for a remarkable 60 year’s service Roy Sharp (1st Loftus) & Sue Pinder (1st Marske & New Marske) for 40 years, Luke Powell (1st Loftus) who was awarded the Commissioners Commendation by Andy at their AGM, Emma Silver (1st Loftus) who received the Chief Scouts Commendation for Good Service and Peter Pugh (1st Skelton) who received the Award for Merit.
We would like to congratulate each and every volunteer who has received an award this year. We would also like to personally thank all adult volunteers of the district, especially the trustee board, programme team, leadership team and Sue Pinder who has been invaluable since we were appointed.

District Programme Team
Beavers
Beavers descended on Saltburn’s Valley Gardens in October 2024 for an outdoor quiz which was enjoyed by all Colonies that attended, a combined 1st Loftus & 1st Saltburn team won the day.
Cubs
October 2023 saw the district quiz return in a new location at Loftus cricket club, but the traditional block buster format remained. Eight teams from the district competed to get their name on the winner’s trophy. 1st Skelton’s B team were the winners with 1st Marske and New Marske’s Puma team coming in at a close second. February 2024 saw a new event for the Cub section which was a golf tournament at Holey Molies that saw Cubs take over the golf course and compete to not only been the lowest scoring Cub but also the lowest scoring pack, with 1st Skelton taking both titles.
Scouts
Scouts enjoyed a fun day held at Errington Primary School in October 2023 with many outdoor activities such as axe throwing, archery, learning knife & axe skills, whittling, fire lighting and cooking smores. Indoors there was a host of activities also such as nerf guns, woggle & bracelet making.

District Explorers
A successful year is on the books for Explorers, both in Guisborough and Marske. Numbers are rising steadily with active, fun and highly varied programmes lined up for the near-future.
Several Explorers will be looking to organise an expedition over the summer, the efforts of this will be going towards their Chief Scout Platinum Award. To that end, in April, several Explorers - alongside a number of Young Leaders - underwent an important Expedition Training Weekend held at Seeonee Lair, Kettleness. Throughout this weekend, key map and compass skills were honed, to ensure maximum possible preparedness for the upcoming expedition.
In addition to this, a number of Scouts and Explorers are eagerly anticipating attending the 2024 Larkin Jamboree over the Summer. A preparatory camp was held at Ravengill in April, ensuring that all attendees have a baseline understanding of what is required for longer-term camping, including kit maintenance and general camp etiquette.
In terms of weekly activities, the Explorers at Marske recently completed construction of a "cardboard caving" structure, which was then opened for the Young people of all sections to enjoy. All reports indicate this was a successful venture, with good reviews coming from all sections that tried their hand. Meanwhile in Guisborough, the Explorers have recently returned from a very enjoyable (if slightly damp) six-day camp, held at Bramhope Camp Site and Activity Centre.
Looking to the future, the current programme promises to deliver exciting activities to the Explorers. Upcoming activities include a scavenger hunt around Marske and a post-exam crash night at Marske HQ.
Moving forward, the aim should be to maintain this level of retention, while still offering a highly varied programme of enriching events. Additionally, we should continue to offer as much support as possible to ensure Explorers achieve their top awards and keep up the excellent work with week-to-week meetings which are the backbone of Scouting.

Kettleness
It was good to get back to normality after two Covid years and great to see so many young people returning and enjoying our site. It wasn’t quite business as usual to start with, some parts of the calendar were crammed with Covid carry forwards and others including Prime weekends empty – strange times. This has now settled down into a more regular pattern and bookings remain healthy.
Since Covid we have embarked on a program of building maintenance and repair which ensures that we comply with the terms of our lease. The main and most expensive area of work was the replacement of the high rakes and Soffits, and some roof repairs. This was High Access work and required scaffolding and a high access platform – Lawsons High Access team did a cracking job and it should be good for another 100 years – but we will need to get it painted regularly to ensure that’s the case.
In total contrast is the painfully slow and laborious job of repointing all the mortar across the entire building, we appointed Whitby Builder Stuart Mann to undertake the task and what a cracking job he is doing - unfortunately his skills are in high demand and so with the front facade, back door wall and workshop and toilet walls complete he still has a way to go.
Internally Jen & Rachel have completed the refurbishment of the Waiting Room Dormitory stripping back 140 years of paint and giving it a nice fresh coat of blue to match the Ticket Office Dorm. My thanks to them for a great job.
The next two major projects are a complete refit of the showers and refurbishment of the Activity Hut, initial quotes for the shower room and immersions are in 5 figures hence you will see a healthy surplus in our accounts as we save for this.
We continue to attract visitors from far and wide and as well as our regulars we see new visitors year on year, recent notables include a troop from Holland stopping off on way to an international camp and a school from Sunderland , the teacher having visited us as a Cub with 1st Brotton.
The Kettleness Committee has been strengthened from the influx of new members and we welcome Mike Fountain, Andrew Wake, Rachel Hannah ( she was ex-officio before) and Dan Tansley to our number.
Mike has kindly agreed to take the Chair and therefore as this is my final report I would like to place on record my sincere thanks to all Committee Members past and present for their help, assistance, needling, nudging and occasional nagging.
