District Chair report
2021 was another year severally disrupted by restrictions. The Census at the start of the year showed that the first year of disruptions had a major impact on our membership. As restrictions eased, it was pleasing to see face to face Scouting return and numbers increase. We’re now back to around 90% of our pre-pandemic membership. I would like to record my appreciation to all of our volunteers for their hard work and dedication. Whatever your role, you are vital to our aim of providing the best Scouting for as many young people as possible.

First of all I would like to thank you all for coming and I would also like to thank all of our leaders, volunteers and parents for the support throughout 2021 and the pandemic as a whole.
We began 2021 with yet another lockdown and our leaders dealt with it all in their stride. We appreciate the time they have taken

to submit the endless risk assessments and paperwork required to carry on going and making sure everything was in place ready for when restrictions were lifted. After that we saw camps up and running and just seeing everyone back to some form of normality.
2021 also saw our publicity continue through community appeals like the food bank but also offering our building to a local charity Environment City to carry out works on the woods behind HQ showing that we are here and open to everyone.
Over the next couple of years, we will see a change to how Scouting operates and is managed in the future. This will be shared shortly which, from what is out in the public domain at the moment, will be a positive change to attract more volunteers and their roles more manageable and enjoyable.
This year in 2022 will also see our very first Squirrels Dray open with 27th Middlesbrough. Thanks to Helen and her team for being the first in the County to do this is and I’m sure we will get some fantastic photos and updates to share before expanding to other groups.
I personally would like to thank you all for the support offered over the last few months since taking on the role temporarily and I’m looking
forward to the future in the hope we can continue to grow and most crucially build up our volunteers to accommodate this.

District Explorer Scout Commissioners report
My biggest congratulations go to the Explorers from Middlesbrough that have been selected to attend the 25[th ] World Scout Jamboree taking place in South Korea, 2023. It’s bound be a great experience for each member attending. From my own personal experience of taking part in the 23[rd ] World Scout Jamboree in Japan, 2015, I know it’s a once in a lifetime event that will be remembered forever by those who go. Myself, alongside the District Team are always here to support members in fundraising events and I am happy to talk about my own personal Jamboree experience and what to expect from the trip with those who have been selected.
I would love to see Middlesbrough Explorers and Young Leaders take part in more large scale events in future and hopefully we can plan some District events, specifically for Explorers, soon.

Middlesbrough Scout Active Support Unit report
2021 had again been a difficult year for all those involved in Scouting. The SASU continued to meet with the aid of Zoom. At the begin Zoom was a great way to keep in touch but there is no thing better than a face to face meeting.
July was our first actual face to face meeting and this started with a BBQ and almost all SASU members were present. In September our meetings started in earnest and a programme of events have been planned for 2022. I am pleased to say that even though the last two years Scouting has seen a loss in membership the Middlesbrough SASU has stayed the same

Once again Covid-19 gave everyone another challenging year. Whilst face-to-face scouting has been patchy throughout the year, the shop continued to function using click & collect and, latterly, something close to normal. The Scout Shop final accounts show a deficit of £40.81. Total Sales were £5227.54, and the year end balances

Structure and Governance
Type of governing document:
The District's governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association.
How the charity is constituted:
The District is a trust established under its rules which are common to all Scouts.
Trustee selection methods:
The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.
The District is managed by the District Executive Committee, the members of which are the ‘Charity Trustees’ of the Scout District which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to
the Charity Commission as appropriate.
The Committee consists of 3 independent representatives, Chair, Treasurer and Secretary together with the District Commissioner, the Deputy District Commissioner nominated, elected and co-opted members and meets every 2 months.
Members of the Executive Committee complete 'Essential Information for Executive Committee' training within the first 5 months of joining the committee.
This District Executive Committee exists to support the District Commissioner in meeting the responsibilities of the appointments and is responsible for:
The maintenance of District property; The raising of funds and the administration of District finance; The insurance of persons, property and equipment;
District public occasions;
Assisting in the recruitment of leaders and other adult support;
Appointing any sub committees that may be required; Appointing District
Administrators and Advisors other than those who are elected.
The District has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and a comprehensive insurance policies to ensure that insurable risks are covered.
The scout method:
Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:

Objectives and activities
The Purpose of Scouting:

Belief - We explore our faiths, beliefs and attitudes.
The District has been successful in meeting the objectives laid down by the Scout Association. In a year dominated by Covid restrictions, the District has encouraged Scouting to continue for their members by facilitating Groups to meet within restrictions both face to face and remotely.
Public benefit statement:
The District meets the Charity Commission's public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.
Achievements and performance
Co-operation - We make a positive difference; we co-operate with others and make friends.
The start of 2021 saw the reintroduction of strong Covid restrictions, severally limiting our offer for young people. As restrictions relaxed, sections began to meet again. The District made the decision to focus on helping sections return, rather than
lead larger activities. The pandemic had an impact on membership. The 2001 census showed a reduction of 107 young people. By October, numbers had recovered to 340 which was 90% of our pre-pandemic numbers.
it would be prudent to hold funding to support Groups struggling with low numbers and to recruit and retain new members and volunteers. Further money is being held for essential maintenance and improvements to our headquarters building.
Financial review
The District’s policy on reserves is to hold sufficient resources to continue the charitable activities of the group should income and fundraising activities fall short. The District Executive Committee considers that the group should hold a sum equivalent to 12 months running costs, circa £35,000 The District held reserves of approximately £56,419 against this at year end. This is above the level required for operating expenses. However this can be explained by reduced spending during the pandemic as the premises were closed for large parts of the year and a lack of District events. The Executive Committee took the decision that the situation coming out of the pandemic would be unknown, with potential wide loss of membership and volunteers. Therefore
Investment policy and objectives
The District's Income and Expenditure is very small and as a
consequence does not have sufficient funds to invest in longer-term investments such as stocks and shares. The District has therefore adopted a low risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks or building societies or The Scout Association's Short Term Investment Service.
The District Executive regularly monitors the levels of bank balances and the interest rates received to ensure the District obtains maximum value and income from its banking arrangements.

Annual General Meeting
Held on Friday 29[th] October 2021 at Middlesbrough Scout HQ
Present: P Belmont, L Micklewright, M Mitchell, S Corbin, D Corbin, F Holliday, J Holliday, A Skaife, H Rose, J Bowen, R. Hubbard, D Trotter, D Ford, F Rose.
Welcome:
Paul Belmont, District Chair, welcomed all to the AGM, He thanked Ryan Hubbard, Deputy DC, for stepping in at the last moment as Peter Chaney, the DC, is taking time out for personal reasons. He thanked all who had kept Scouting going in Middlesbrough over the last year.
President’s address:
Frank Holliday spoke about how well the District had coped during lockdown with the use of Zoom, how it had overcome difficulties because it is led by a young and vibrant team.
Unfortunately, there had been several deaths among our number, namely:
Edna Smallwood, Christine Helm, Brenda Tweedy and Mike Lockie.
After 70 years in Scouting Frank said he is retiring to spend more time with his wife, Joyce.
Frank was thanked for all his work in the Districts to which he has belonged over the years.

Many sections have been running Zoom meetings.
Beavers – There has been a drop in numbers
Cubs - Joanne Carr, as ADC Cubs has been running on-line district events.
Scouts - Progressing at a steady pace.
Explorers- There has been an increase in numbers especially at the 24[th] .
SASU - This has had on-line meetings with a couple of guest speakers from different parts of the country.
We are the first District to have an Adventure Risk Assessment.
Tollesby Road HQ- new lighting, new doors, painted inside.
Scout Shop has had a revamp.
OSM- the District has paid for this.
Publicity on-line has increased. Our donation to the Food Bank reached over 11,000 people.

The accounts for the year ending 31[st] December 2019 had been presented to the District Executive and approved by them.

County Commissioner’s Report :
On behalf of the CC, Frank Rose, County Chairman, stated that it had been a difficult two years but County is aware of all that Middlesbrough has done. Thanks go to all who have kept the District going.
He explained why there was the delay in holding the AGM. Bank statements from HQ were not sent out. This was no fault of any District or the County involved. All is sorted now.
