DEPARTMENT OF TRANSPORT WATCHKEPING OFFICER CERTIFICATES OF COMPETENCY (\"CERTIFICATE(S) OF COMPETENCY\") NECESSARY FOR FOLLOWING A CAREER AT SEA AS A MERCHANY NAVY OFFICER. 2.THE AWARD OF SCHOLARSHIPS OR BURSARIES TO CADETS IN SUCH AMOUNTS AND TENABLE FOR SUCH PERIODS AND ON SUCH TERMS AS THE MANAGING TRUSTEES SHALL IN THEIR ABSOLUTE DISCRETION THINK FIT PROVIDED HOWEVER THAT SCHOLARSHIPS OR BURSARIES SHALL ONLY BE AWARDED TO CADETS WHO IN THE OPINION OF THE MANAGING TRUSTEES HAVE AS THEIR ULTIMATE PURPOSE THE ATTAINMENT OF A CERTIFICATE OF COMPETENCY. 3.THE PROVISION OF PRACTICAL AND FINANCIAL ASSISTANCE TO CADETS IN OBTAINING SUITABLE SEA TRAINING OPPORTUNITIES AS MERCHANT NAVY OFFICER CADETS IN SO FAR AS SUCH OPPORTUNITIES ARE NECESSARY FOR THE PURPOSE OF OBTAINING A CERTIFICATE OF COMPETENCE. 4.THE PROVISION OF ASSISTANCE TO CADETS IN ALL SUCH OTHER WAYS AS THE MANAGING TRUSTEES SHALL THINK FIT PROVIDED HOWEVER THAT SUCH ASSISTANCE SHALL ONLY BE AWARDED OR
