## **LEGAL AND ADMINISTRATIVE**
The Rotary Club of Hart Trust Fund is constituted by Deed of Trust and is a registered charity, No.1011995. Its address is at West Lodge, Brackley Avenue, Hartley Wintney, RG27 8QX.
The charity trustees during the 12 months to 31 August 2023 were:

The Trust's bankers are Lloyds Bank, and its Independent Examiner is Mr M J Willan FCA.
The object of the charity is to use funds raised by the Rotary Club of Hart for the relief of the poor and needy and such other charitable purposes as the Club may from time to time direct.
## **POLICIES**
The Trust exists to raise funds to support good causes - local, national, and international.
The majority of funds are devoted to local good causes, and preference is given to projects that are likely to provide lasting benefit to the community and where the recipients can demonstrate commitment and competence in relation to their goals.
The Trust will also respond to appeals from national and international charities, particularly in relation to disaster relief. It also supports the Rotary Foundation, Rotary International's own charity.
No grant or donation will be made other than from funds already available to the Trust.
No commitment will be made which would bind the Trust to ongoing funding.
The Trust aims to maintain its reserves at a level approximately equal to six month's average expenditure on charitable donations and associated fundraising expenses, to ensure that funds are always available to make grants and donations as the need may arise. If reserves fall below this level, or are significantly above this level, the Trustees will take appropriate steps to redress the situation.
Monies not immediately required to cover expenses, grants and donations are held on interest bearing bank deposit at not more than three months' notice.
## **ACTIVITIES AND PUBLIC BENEFIT**
Funds are raised by the Rotary Club of Hart through individual donations, fundraising events and Christmas collections, and are predominantly expended for local charitable purposes, including a Senior Citizens’ Christmas Party and the distribution of Christmas food parcels within the locality. National and international donations are also made to recognised charities according to the circumstances of the year.
All the work of the charity is performed on a purely voluntary basis by the members of Hart Rotary Club and their families and friends, and there are no paid employees.
In carrying out their activities, the Trustees have complied with their duty to have regard to the guidance on public benefit published by the Charity Commission.
During the current year we have expanded our Community Award Scheme to encourage local voluntary groups and individuals to apply for funds to facilitate projects for the benefit of the local community, and for the relief of personal hardship. National donations were all made to recognised charities. International donations focussed on the relief of poverty in developing countries through projects organised By recognised agencies including Rotary Foundation.

## **Independent Examiner's Report to the Trustees of the Rotary Club of Hart Trust Fund**
I report on the accounts of the Trust for the 12 months ended 31 August 2023, which are set out on pages 1 to 5.
## **Respective responsibilities of trustees and examiner**
The charity's trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 43(2) of the Charities Act 1993 (the 1993 Act) and that an independent examination is needed. It is my responsibility to:
- examine the accounts under section 43 of the 1993 Act,
- to follow the procedures laid down in the general Directions given by the Charity Commission (under section 43(7)(b) of the 1993 Act, and
- to state whether particular matters have come to my attention.
## **Basis of independent examiner's report**
My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.
## **Independent examiner's statement**
In connection with my examination, no matter has come to my attention
1. which gives me reasonable cause to believe that in, any material respect, the requirements:
- to keep accounting records in accordance with section 41 of the 1993 Act; and
- to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 1993 Act have not been met ; or
2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
