LEGAL AND ADMINISTRATIVE

The Rotary Club of Hart Trust Fund is constituted by Deed of Trust and is a registered charity, No.1011995. Its address is at West Lodge, Brackley Avenue, Hartley Wintney, RG27 8QX.

The charity trustees during the 12 months to 31 August 2021 were:

The Trust's bankers are Lloyds Bank, and its Independent Examiner is Mr M J Willan FCA.

The object of the charity is to use funds raised by the Rotary Club of Hart for the relief of the poor and needy and such other charitable purposes as the Club may from time to time direct.

POLICIES

The Trust exists to raise funds to support good causes - local, national, and international.

The majority of funds are devoted to local good causes, and preference is given to projects that are likely to provide lasting benefit to the community and where the recipients can demonstrate commitment and competence in relation to their goals.

The Trust will also respond to appeals from national and international charities, particularly in relation to disaster relief. It also supports the Rotary Foundation, Rotary International's own charity.

No grant or donation will be made other than from funds already available to the Trust.

No commitment will be made which would bind the Trust to ongoing funding.

The Trust aims to maintain its reserves at a level approximately equal to six month's average expenditure on charitable donations and associated fundraising expenses, to ensure that funds are always available to make grants and donations as the need may arise. If reserves fall below this level, or are significantly above this level, the Trustees will take appropriate steps to redress the situation.

Monies not immediately required to cover expenses, grants and donations may be held on interest bearing bank deposit at not more than three months' notice.

ACTIVITIES AND PUBLIC BENEFIT

Funds are raised by the Rotary Club of Hart through individual donations, fundraising events and Christmas collections. Monies raised from public fundraising activities are generally allocated equally between local and international good causes. Donations are allocated in accordance with any wishes expressed by the donors

All the work of the charity is performed on a purely voluntary basis by the members of Hart Rotary Club and their families and friends, and there are no paid employees.

In carrying out their activities, the Trustees have complied with their duty to have regard to the guidance on public benefit published by the Charity Commission.

During the year, the Club’s activities were severely restricted by the effects of the coronavirus pandemic, which have curtailed face-to-face meetings and led to cancellation of a number of public service and fundraising events – including the very popular Hartley Wintney Village Festival. As a result, the Trust’s income for the year has been significantly reduced.

Fortunately, we have been able to continue our charitable activities by utilising reserves set aside for this purpose. Our Community Award Scheme, to encourage local voluntary groups and individuals to apply for funds to facilitate projects for the benefit of the local community, has continued, with the support of one of our major beneficiaries, and a Personal Hardship Scheme has been added to offer assistance to individuals with a particular urgent need for financial support.

National donations have also been made to recognised charities. International donations have focussed on the relief of poverty in developing countries through projects organised by recognised agencies, including the Rotary Foundation, whose work on polio eradication we continue to support.

The grant awarded by Hampshire County Council to fund a Canine Assisted Learning Pilot Project in four local schools was fully implemented. The success of this project, in demonstrating the efficacy of the methods involved, could potentially result in a significant improvement in the wellbeing of local young people and other family members. It might also result in the local education authority being able to provide such services on a more sustainable basis from their own resources, rather than having to rely repeatedly on charitable funding.

3 Fixed Assets

An original oil painting by Duncan Palmar entitled "Hartley Wintney 2000AD" wa purchased in 1999 for £3,000 and is now on permanent exhibition in the Lady K Meeting Room in Hartley Wintney for the benefit of parishioners.

The Rotary Club of Hart also possesses a sleigh used in its Christmas collections and other equipment used during the Hartley Wintney Festival and similar even The replacement value of each of these for insurance purposes is:

to the Trustees of the Rotary Club of Hart Trust Fund (Charity No. 1011995)

I report on the accounts of the Trust for the 12 months ended 31 August 2021, which are set out on pages 2 to 7. Respective responsibilities of trustees and examiner The charity's trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. It is my responsibility to: • examine the accounts under section 145 of the Charities Act, • to follow the procedures laid down in the general Directions given by the Charity Commission (under section 145(5)(b) of the Charities Act), and • to state whether particular matters have come to my attention. Basis of independent examiner's statement My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below. Independent examiner's statement In connection with my examination, no matter has come to my attention: 1. which gives me reasonable cause to believe that, in any material respect, the requirements: • to keep accounting records in accordance with section 130 of the Charities Act; • to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charities Act have not been met; or 2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
