FAILING WHICH TO ADVANCE EDUCATION BY EXCHANGES WITH OTHER, SIMILAR OVERSEAS EDUCATIONAL INSTITITUTIONS, THE TRUSTEES USING REASONABLE ENDEAVOURS TO PROCURE MATCHING PAYMENTS.
