FOR THE YEAR ENDED 31 MARCH 2025
The Trustees present their annual report together with the financial statemenls of the Company for the 1 April
2024 to 31 March 2025. The Annual report seNes the purposes of both a Tnjstees. report and a directors, report
under company law. The Trustees confim that the Annual report and financial ststements of the charitabl8
company comply with the current ststutory requirements. the requirements of the charitable company's
governing document and the provisions of the Statement of Recommended Practice (SORP) applicable to
charities preparing their accounts in accordance with the Financial Reporting Stsndard applicable in the UK and
Republic of Ireland IFRS102) (effective 1 January 2019).
Since the Company qualifies as small urKJer section 382 of the Companies Act 2006, the SArategic report
required of medium and large companies under the Companies Act 20{￿ (Strategic Report and Directors,
Report) Regulations 2013 has been omitted.
Objectlves and actlvltlvJ
a. Pollcles and Objectlves
East Anglian DriveAbilty Is an independenl charity that specialises in enabling outdoor mobility. There are two
main centres emd several outreaches whith ¢over East Anglia and our centres are fulty accredited by Driving
Mobility.
The Charitys objectiv￿ aro to provide professional assessment. advice arKI re￿mMendationS to disabled
people regarding independent outdoor mobilty, irrespective of whether they are thildren, in mid4ife or elderly
people. Whilst there is particular emphasis on driving, advice is also availabk on all other fomis of outdoor
mobilty including electric mobilty vehicles.

a) To relieve persons with disabililies in the Unlted Klngdom In particular by the provision of medical care
facilities and equipment and
b) For the preservation and proteclion of good health among persons in the UK
c) To relieve and assist people with physical and cognitive impaimients, as well as those people with impaired
mobilty, or those who may be vulnerable to such condltlons, by rwon of age or infimity in any way which
shall for the lime being be charitable in law, and
d) To promote the improvement of standards of driving and the advancement of road safety and travel.

Achlev•monts and perforniance
a. Revlew of actlvltlos
Department for Transport targets In 2024r25 were to conduct 1840 assessments. This was 171 higher than the
previous year as referral and assessmant rates were increasing. The actual number of assessments conducted
was 20/0 above tsrget and therefore there is no clawback of funding. Next yearfs targets have been capped
the same rate by the Dff whllst a spending review is conducted.
All outreach servi￿$ remain busy and waiting tlmes for asgessments are currently averaging 12 weeks as of
August 2025. Outreach seNice8 have increased over the year with a new servlce ju8t outside Cambridge and
an increase of assessments at Chelmsford and Campsea Ashe.
Referral numbers are continulng to increase and this is predomlnantty down to the continuation of presontallons
to health profes8ionals and collaborative working with all major referrers.
EAD ha5 Continued to run several training sessions for retailers of puwered wheelchair8 arKI mobilty 8COOters
whith is buSldlng good links for those who need clinical input when considaring whether a mobilty scooter is the
¢orrect and safe choice. Othor ragular training sessions are given to Essex Police to promote the attemalive to
prosecution Fitness to Drive SGheme to ensure road safety of those that may have baen charged with driving
without due care and attention.
EAD has also supported Driving Mobilty by the CEO being a trustee, worf(Ing on the Operatronal Standards
and Accreditalion of all mobilty centras UK wide. Other members of staff have been attending workin9 groups
to improve Services.
The assessrnents Mmprised this year of 87% dTiving assessments, 9% revith assessments. 3% passeryer
assessment5 and 1 % scooter and wheelchalr assessments. This is proportionalty simi￿r to last year.
seN1￿ promotion remains a focus of EAD with presentations delivered both virtually and In per80n.
The Regional Transport Hub has received minimal funding for the coming year (2025-26) and is continuin9 in a
reduced capacity to those clients that are no longer able to continue to drive.
b. Investment pollcy and porlomiance
The Trustees again obtained financial athiice regarding the reinvesknent of surplus funds and decided to
reinvest in similar FTSE 100 Kick-OLrt plans: a separate plan (èach Original￿ £55,000) matures each Y￿r.

. Golng concern
Driving remains an important part of social slructure and referrals are continuing to rise with targets being
exceeded by 20A this year. The increasing number of referrals has meant a small amount of Ihe reserves have
been spent to allow for additional staff to be trained but it is expected that this will be realised in the number of
assessments conducted in coming years.
The Hub is now a recognised gervice within EAD and the demand for the driving tuition savice 18 also nc
growiThJ.
ft has been necessary to employ addiiional staff to keep up with demand for both turtion and assessments.
The trustees have Consider￿ the financial position of the charity and the continued support from Dff and
conclude that it is expected to meet this yeafs tsrgets and therefore have a reasonable expectation that the
charity will have the resources to continue in operational existence for the foreseeable future. and at least
¥elve months from the date of signing these financial statements. They therefore continue to adopt the going
concern basis of accounting in preparing these financial statements.
b. Re￿rY￿ pollcy
General funds of tha Chaty at 31 March 2025 amounted to £207,914 (2024: £253,495) thls Includes free funds
(which excludes tangible fixed assets) of £119.588 (2024: £156,850). Thls Sum has arisen from prudenl
investmenl of surpluses when these occurred. The reserves are held to smooth the flow of monies from one
year to another, to provide resources for training needs, and as a means of financing the cost of adminigtration
of the Charity. The Trustees feel that ti Is prudent for them to retain reserves sufficient to Cover three months of
running costs and possible redundancy costs were the Charity ever to have to cease. The Trustees consider the
Charity has adequate reserves.
As at 31 March 2025 restricted funds amounted to £71,244 (2024: £55,024). Further details on the nature of the
restrictions are explalned within note 14 of these financial statements.
East Angllan Driveability are grateful for the continued support from the Department for Transport (Dff).
General unrestricted funding of £689.112 {2024: £637,221) was recewed during the year from Dff. The Hubs
Mobilty Advice Service was funded at a total annual income of £38,500 {2024.' £38,700).
The Trustees are prepared to expend from the General reserve rf they feel that a good case has been made for
doing so. The Trustees will review the policy annually.

a. Constitutlon
The Company is registered as a charitable company limited by guarantee and was set up by a Memorandum of
Association on 18th November 1991 and registered as a charity on 27th February 1992.
b. Methods of appolntment or electlon of Truste
The management of the Company is the responsibilty of the Trustees who are elected and co-opted under the
tenns of the Memorandum of Association.

The ramuneration for senior stsff is detennined by the Board of TTUStees. Remuneration is subject to periodi¢
market reviews and independent evidence and advice is obtained to Inform the de¢ision-making procass,
before any changes are made. Any proposed change8 will be recommended to the Board of Trustees for
consideration and approval.
In additron, the remuneration for sentor staff will be Subject to annual revlew as part of the organisation's
evaluation of pay inflatlon and consequential recommendalions to the Board of Trustees to make a pay award,
If any.
The Trustees receNed no remunèration for their lime during the year.
e. Rlsk Management
The Trustees have as8￿5ed the rnajor risks to which the Company is exposed, in particular those related to the
operations and finances of the Company, and are satisfied that systems and procedures are in place to mitigate
our exposure to the major risk8.
The principal risk is loss or reduction in our Departmenl for Transport (Dff) funding. However funding is
secured for 2025126, our relationship with Drr is good, and there is no Indication this wlll not continue.

Explore opening an outreach eentre in the Southend area to reduce travel time for clients, reduce waiting list
and compty with Dff aims.
To increase the number of powered wheelchair and mobilty scooter assessments that are undertaken.

To continue our digital marketing and the abilty to reach a wider range of clients.

The Trustees (who are also the directors of the Company for the purposes of company law) are responsible for
preparing the Trustees, report and the financial statements in accordance with applicable law and United
Kingdom Accounting Standards (Uniied Kingdom G•neralty Accepted Accounting Practice).
Company law requires the Trustees to prepare financial statemenls for each financial . Und8r ¢ompany law, tha
TnJst&s must not approve the financial statements unless they are satisfied that they glve a true and fair view
of Ihe slate of affairs of the Company and of its incoming resour¢es and application of resources. including its
income and expenditure, for that period. In preparing these financial Statements, the Trustees are required to:

make judgments and accounting estimates that are reasonable and prudent,,

Company will continue in business.

are also responsible for safeguarding the assets of the Company and hence for taking reasonable steps lor the

East Anglian Driveability is a charitable company limited by guarantee, Gharity number 1008897 and
company number 02663550. The registered office is 2 Napier Place, Thetford, Norfolk, IP24 3RL.

2.1 Bas18 of proparntion of flnanclal stat•m•nts
The financlal statsments have been prepared in accordance wlth the Charities SORP (FRS 102) -
Accounting and Reporting by Charitles: Statement of Recommènded Practice applicable to charities
preparing Iheir accounts in accordance with the Financial Reporting Standard applicable in the UK
and Republic of Ireland (FRS 102) (effective 1 January 2019), the Financial Reporting Slandard
applicable in the UK and Republic of Ireland (FRS 102) and the Companies Act 2006.
East Anglian Drlveabilty Limited meets the definition of a public bonefft entity under FRS 102.
The financial statements have been prepared under the historical cost convention unless otheThvise
specified within these 8cc¢unting policies. The financlal Statements are prepared in sterling which 1$
the functional currency of the Company rourKled to the nearest £.
The Company is a company limitéd by guarantee. The mwnbers of the Company are the Truslees
named on page 1. In the event of the Company being wound up, the liabilty in r•8pect of Ihe
guarantee is limited to £1 per member of the Company.

23 Income
All income is r￿ognISed once the Company has entitlement to the income. it is probable that the
income will be received and the amount of income receivable can be rneasured reliabty.
Grants are included in the Statement of financial adivities on a receivable basis. The balance of
income received for specific purposes but not expended during the period is shchvn in the relevant
funds on the Balance sheet. Where incorne is rettived in advance of entitlement of receipt. its
recognition is deferred and included in ¢reditors as deferred income. Where entitlement occurs
bafore Incom8 is r•ceived, the income 18 accrued.
2A Expendlture
Expenditure is re¢ognwl once there is a legal or ¢onstw¢tive obligation to transfer economic
ben•frt to a thlrd paty, it is probabk that a transfer of economic benefts will be required in
settlement and the amount of the obligation can be measured reliabty. Expendlture is dassified by
activty. The costs of each activty are made up of the total of direct ¢osts and shared costs,
including support costs involved in undertaking each activty. Direct costs attributable lo a single
activty are allocated direclly lo that activity. Shared costs which contrtbute to more than one actmty
and support costs which are not attributable lo a single activty are apportioned beiween those
activities on a basts consistent wilh the use of resources. Central staff costs are allocated on Ihe
basis of time spert and depreciation charges allocated on the portion of the assevs use.
Expenditure on charitable activibes is incurred on dirth undertaking the activities whith further the
Company's objectives, as well as any associated support costs.
Charitable activities and Governance costs are costs in¢uThed on the Company's operations
including support costs and costs relating to the governance of the Company apportioned to
charitable actNrties.
All •xpenditure is inclusiv8 of irrecoverable VAT.
2￿ Interest recelvable
Interest On funds held on deposit is included when receivable and the amount can be measured
rellably by the Company; this is normally upon notification of the intsrest paid or payable by the
institution with whom the fund3 are deposited.

2.6 Tanglble flxed assets and depreciation
Tangible fixed assets are Carried at ¢0gt or valuation, net of depreciation and any provision for
irnpaifment. Depreciation is not charged on freehold land.
Depreciation is charged so as lo alk)cate the cost of tangible fixed assets less their ￿idUal value
over their estimated useful lives, using the straight-line method.
Depreciation is provided on the following bases:

Fixed asset Investments are a form of financial instrument and are initially recognised at their
transaclion cost and subsequently measured at falr value at the Balance sheet datè, unless the
value cannot be measured reliably in which case tt is measured at cost less impainnent. Investment
gain8 and10&8es, whether realised or unrealised, are combined and presented as 'Gainsl(Losses) on
investments. in the Statement of financial actmties.
2A Debtorn
Trade and other debtors are recognised at the settlement amount after any trade discount offered.
Prepayments are valued at the amount prepaid net of any trade dlscounts du6.
2.9 Cash at bank and In hand
Cash at bank and in hand includes cash and short-term highly liquid investrnents wilh a short
maturity of three months or less from the date of acquisition or opening of the deposit or similar
accounL
2.10 Llabilltles and provisions
Liabilities are recognised when there is an obligation at the Balance sheet date as a result of a past
event. it is probable that a transfer of economic benefft will be required in settlement, arKI the
amount of the settlement can be estimated reliabty.
Liabilities are recognised at the amount that the Company anticipates l( will pay to settle the debt or
the amount it has received as advanced payments for the goods or services it must provide.
Provisions are measured at the best estimate of the amounts required to settle the obligation.
Where the effect of the time value of money is material, the provision is based on the present value
of those amounts, discounted at the pre4ax discount rate that reflects the risks specific to the
Itabilty. The unwinding of the discount is recognised in the Statement of financial activities as
finance cost.

2.11 Financlal Instruments
The Company only has financial assets and financial liabilities of a kind that qualfy as basic
financial instruments. Basic financial instruments are initially recognised at transaction value and
subsequentty measured at their settlement value with the exception of bank loans which are
subsequently measured at amortised cost using the effective interest method.
2.12 Pensions
The Company operates a defined contribution pension 8cheme and the pension charge represents
the amounts payable by the Company to the fund in respect of the year.
2.13 Fund accounting
General fund8 are unrestricted funds which are available for use al Ihe discrelion of the Trustees in
furtherance of the general obj'eclives of the Company and which have not been designatod for other
purposes.
Restrlcted funds are funds which are to be used in accordanco with specific restrictions imposed by
donors or whrch have been raised by Ihe Company for particular purposes. The costs of raising and
administering such funds are charged against the specific fund. The aim and use of each restrl¢t¢d
fund is set out in the notes to the financial statements.
Investment income. gains and losses are allocated to the appropriate fund.

The totsl employee benefrts of the key management personnel of the Charity were £161.184 (2024:
£68,905). This increase is as a result of increasing the number of employed individuals classified as key
management team to 3 employees (2024: 1).
