30 Years of BASICS responding across Devon, setting foundations for the next 30 years.

From the Chairman – Simon Scott-Hayward

Our 30[th] year has been one of reflection for our trustees and our volunteers, while the COVID 19 pandemic is behind us it is important that we acknowledge the impact that it has had on many of us working in health care. Our trustees have used this time to gain feedback from numerous stakeholders developing our charity vision, mission and values – this will set the foundation for the next 30 years. I am enormously grateful for the time and dedication of all our trustee team.

Our Vision: BASICS Devon strives to be the county’s leading volunteer prehospital immediate care charity, improve patient outcomes, relieve suffering and save lives.

Our Mission: Through a networked team of volunteers, we will improve patient outcomes and save lives through the delivery of emergency care and education across Devon and surrounding areas. Our key priorities will be:

To respond to medical & trauma emergencies
To provide education to our volunteers and to our communities
To generate funds to achieve our vision.

Later in the report you will find a summary of our clinical activity however none of this would be possible without our fundraising volunteers. There are too many to mention but I would like to acknowledge the contribution from Conor Calby. He has developed an electronic dashboard system that is now used by all BASICS responders across the Southwest and further afield, championed paramedic and nurse responders supporting our community clinical volunteer program and in-between all that has created an asset management system for the charity.

That brings me to Dr Hillibrandt, I would like to personally thank him for his extraordinary contribution, without Dave many of us would not be here and the charity would be a very different place, thank you.

Dr David Hillebrandt has been a stalwart of BASICS in Devon for over 30 years, his dedicated support to his local community has been extraordinary. Although Dave will be stepping back from being an enhanced care responder Dave feels that he still has a lot to offer his community and BASICS. He will continue to support the charity in a new role as welfare officer and will attend cardiac arrest calls locally as community volunteer.

In 1978 Dave qualified, settling in General Practice in 1986 and becoming a GP partner in Holsworthy, a rural community in North Devon in 1988. The practice was co-located with the local Devon Ambulance Crew, a relationship which Dave found extremely useful for his interest in emergency medicine, and of course extremely useful for equipment restocking.

North Devon now has our highest number of Fete’s and coffee mornings in support of BASICS Devon, many organised by the WI who like many in North Devon have a soft spot for Dave.

It is hard to talk about Dave and not make a mention about his contribution to Mountain Medicine in the UK and around the world. He was instrumental in setting up the UK Diploma of Mountain Medicine and has championed medical care in remote environments. He taught the Diploma for many years and has continued to improve knowledge and skills around mountain medicine, driven by his love of the alpine experience. He continues to climb, ski and more often than not can now be found in a kayak, somewhere in the world.

With his GP partners Dave introduced pre-hospital thrombolysis to their local community, the on-call Doctor carried this as part of their GP drug bag. Over the following years Dave supported the local ambulance service to implement pre-hospital thrombolysis to ambulance Paramedics in Devon, saving many lives.

In 1991 Dave set up Tamar and Torridge Immediate Care Scheme (TACTICS) with Dr Stephen Myers, they then joined with Plymouth Immediate Medical Support (PLIMS) in 2013 to create BASICS Devon.

Dave has responded day and night for the past 30 years, attending around 70 cases a year ranging from medical emergencies to major trauma. He has always gone the extra mile to do what’s right for patients, despite the rural challenges and at times lack of funds.

About 14 years ago Dave had a long period of personal stay on intensive care, which paused his responding however, after recovery, or in fact as part of his recovery, he got back responding in his local community but also supported education, training, and fundraising. He is a valuable and energetic member of BASICS Devon, with an immeasurable amount of experience.

Dave was recognised at the National BASICS Conference where he receives the prestigious Lifetime Achievement Award for caring for his community, influencing medical advancement and all whilst being a stalwart of our amazing BASICS charity. Dave takes a step back from responding later this year as he moves to retirement, although his knowledge and skill will continue to be shared through coaching and some training sessions (we hope). Saying Thank You doesn’t seem enough to Dave for what he has done for medicine, the community and our charity. We will be forever thankful that Dave has been such a driving force of our charity and we take this opportunity to say Thank You on behalf of all the people who’s lives he has had an impact on over his lifetime.

Meanwhile, Dr Anthony GoldingCook a Plymouth area responder offered to attend the incident. He eventually found Suzanne in the woods, a difficult location, being pulled along by her husband in a beach trolley, but stuck due to rough terrain. Tony treated Suzanne at the scene, assessing her injuries and administering vital pain relief. He stayed with her in the dark until the ambulance crew arrived. Interviews and more

Patient Story

The following story highlights the importance of the team and their specialist skills. Suzanne Reeve, a teacher from Hooe in Plymstock, fell badly whilst walking her two dogs.

Suzanne did not have her mobile phone, so tried to get herself up. She quickly realised she couldn’t move. She had broken her arm and her ankle was at 140 degrees. Adrenalin took hold and Suzanne put a splint on her own ankle using her shoelace and some sticks. Laid in the woods for approximately 15 minutes with no passers-by, and two walkers that devastatingly didn’t help Suzanne, she began to feel distressed. Fortunately, a lady answered Suzanne’s cries for help, but was unable to lift her, so she went to Suzanne’s home to alert her husband.

It has been another rewarding year for the charity fundraising with our local communities. The charity had Virtual London Marathon runners, raising over £3,000, with numerous local groups choosing to support us throughout the year, such as Sir Francis Drake Chapter, Plympton Gardeners Association, Langore Village, Pyworthy Ladies, Clawton Young Farmers and Postbridge Panto group. The COOP and Holsworthy Lions pledged their support for the 3rd year running in the Big Give Christmas Campaign helping to raise £632.50.

Training events hosted by the volunteer doctors have raised funds and more importantly offered the opportunity for people in our local communities to learn lifesaving skills.

Clawton Young Farmers

Tony’s Morris for Medics;100 song challenge raised an amazing £1,500 with donations still coming in. We want to express our thanks for his dedication and commitment to this as well as his responding.

We attended several public events, North Devon Show and Plymouth Armed Forces Day, hosting two full days of Basic Life Support. Major awareness opportunities were had we were chosen as one of Exeter Chiefs’ Charity’s of the Year which raised an amazing £2,007.72. In Memory of fundraising is a prominent income stream for BASICS Devon and Make a Will and Legacy Giving should be set to be strong for 2023-2024. Individual Giving has increased, and collection cans continue to raise awareness in our communities.

Independent examiners report to the trustees of Basics Devon.

I report to the trustees on my examination of the accounts of Basics Devon (the Trust) for the year ended 31/3/23.

Responsibilities and basis of report.

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (The Act)

I report in respect of my examination of the Trusts accounts carried out under Section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable directions given by the charity commission under Section 145(5)(b) of the Act.

Independent Examiners Statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect 1 Accounting records were not kept in respect of the trust as required by Section 130 of the Act or 2 the accounts do not accord with these records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report to enable proper understanding of the accounts to be reached.
