Hospice in Ro55endale, known a5 Rossendale Hosplce, Is a Registered Charlty operating within a Company Limlted by
Guarantee. The members of the Company are representatives from local voluntary groups and individuals from within
the Borough of Rossendale and beyond. The board of members has the authority to co-opt individuals with relevant
expertise where appropriate.
The board members, who are also dlrectors of the company for the pu rpose5 of the Companies Act 2006, present thelr
report with the financial statements of the charity for the year ended 31, March 2025. The financial statements comply
with tho Charlties Act 2011, the Companie5 Art 2006, the Memorandum and Artlcles of Association, and Accounting

Governlng document
The company was incorporated on 21" October 1991 and registered as a charity on 12 February 1992. The charlty is
controlled by its governing document, the Memorandum and Artlcles of A5soclatlon, and constitutes a limited companv,
limited by guarantee, as deflned by the Companies Act 2006. In the event of the company belng wound up rnembers
are requlred to contribute an amount not exceeding £1.
Recrultment and appolntment of new board members
Trustees are appointed to reflect the skills required to support the Board and its range of artlvities. Recrultment 15
through advertislng and by individual contact.
Ten ure is for three years with an opportunity for re-election 8t the appropriate Annual General Meeting.
Induction of the new board members is facilitated by the Chalrman and the Chlef Executive Officer ICEOI. A full
orientation is offered on the servlces provided and the role and responsibilitie5 of a trustee. Training Is also available
vla Hospice UK. Trustee5 are required to complete a skills matrix and a personal development plan,

The trustees have examined the major strategic, business and operat1onal risks which the charity faces and confirm that
systems have been established to ensure regular reports are produced and that the necessary Steps can be taken to
addre55 any issues arising.
After a rigorous a55essment process, the Care Quallty Commission has accredited the Hospice, thus confirming that the
required standards of care set down for independent health care organisatlons have been achieved and that 5V5tems
are in place both to identify risks to tho organisation and to ensure that clinical services are delivered safely. Annual
unannounced inspectlons are conducted by the Care Quality Commission, includlng critical incident monitoring.
Within the organisation regular audit5 are undertaken u nder the auspices of the Clinical Governance Committee, a sub-
committee of the Board which also covers Information Governance and Safeguarding. Service Provider
compliance/quality audits are also submitted annually to the Commissioner of our services, East Lancashire CCG.
Organisatlon structure
The Board currently consists of twelve trustees and is responslble for l(ey policy decisions and the effective governante
of the organisatlon overall. The Board meet5 every eight weeks with additional meetings If requ ired,

As part of it5 accreditation process the Care Quallty Commission requires a Responsible Individual and a Registered
Manager to be Identified, each with a specific set of responsibilities. At the Hosplce, the Chairman has been approved
as Responsible Individual and the CEO is approved as the Registered Manager. FollowinE the retirement of ou r CEO the
Clinical Services lead was appointed to the Registered Manager position and following the resignatlon of the Chair the
Responsible llldividual role has been given to Mandy Tierney as Trustee,

Trustees are required to declare an interest if they are involved in any activities whlch may compromise their role 45 a
Trustee and a monitoring mechanism is in place. There have been no related party transactions durlng the past year.

OBJECTIVES AND AcfiviTIES
The objective5 of the Hospice are set out in full in its Memorandum of Association. It presently meet5 these objectives
and constantly asplres to improve the quality and range of the provision.
Our vlslon
To p051tively influence a future In which everyone within Rossendale who accesses our services, recelves the best
possible care and support.
Our values
Underpinnlng our v15ion we have three values, compassion, Integrity, and excellence. Our staff and volunteer5 uphold
these values, irrespective of their role.
The Hospice offers support to patients and thelr families from dlagnosis to recovery and, if that is not to be, through End
of Life Care.
Day Therapy service5 are provlded frorn a purpose designed unit within the main Hospice premlses. A range of servlces
and information is available to all patients, including therapies. education and peer support, counsellin& psycholoEl¢al
support, Information on clinical matters and welfare rights, and spiritual support are freely available.
Our Hospice at Home servlce enables patlents in the last twelve months of life to be cared for wlthin their own home.
The service operates 365 days per year, prDviding invaluable care to not only the patient, but a150 family/carerlsl at a
particularly difficult period. Personal care, psychological sUPPOrt, respite visits and night sits form part of the care plan,
whlch is led and continually re-a55essed by the Senlor Reglstered Nurse, In agreement with the patient and family.
During the period of thls report we achieved 97% of preferred place Df death. with 92Yo of patlents Wishing to dle at
home and being supported to do this. 5Yo of patients were supported with care at home, until they were safelv
transferred to hospice Inpatlent care, through collaborative working, as was their wish. The remaining 2% of patlents
were admitted to a hospice or hospital owing Indlvldual circumstances.
Pre and P05t Bereavement coun5elling is available to familieslcarerlsl Includlng a specialist service with the skills and
experience to support children.
The importance of volunteer5 in a varlety of roles Is recogni5ed and our Volunteer Coordinator ensures that thlg
Invaluable help Is deployed effectively in support of paid staff to the benefit of patients and their cèrer5.
There is a holistic approach to all activities, embracing staff, patients and volunteers.
There is a commitment to educatlon for staff and volunteers to best enable them to carry out their carlng responsibilities.
Hospice services are avallable to all resldent5 Within Rossendale who might benefit. Requests for access to Hosplce
servlces from patients who are resident outslde Rossendale are consldered on an individual basis
Working closely wlth Commissioners, Lancashlre and South Cumbrla Integrated Care Board IICBI,
we assisted In an initiative durlng the latter part of the year with which focusèd or) early identification of patients who
needed care and support at home to reduce Inappropriate or un-necessary admission to hospital.
Publlc benefit
Given the ranEQ and quality of services provided within Rossendale in the field of palllative care, as outlined above, the
Board Is confident that it offer5 services of real and practical use to the local population and therefore complies with the
responsibility placed on all charities under the Charities Act 2011 to demonstrate a publlc benefit.

WELLBEING SERVICES
DAYTHERAPY
Durlng the last financial year, the Wellbeing service saw good patlent usage. Ou r Bereavement Café, although well
attended, was put on hold temporarily owinE to staff ing issues, but this prov1ded an excellent time to review this
provlslon to ensure that we were meeting the needs of tho attendees whllst ensurlng positlve patient outcomes. Thls Is
an ongoing review wlth plans to recommence with a structured provislon, Attendance for the facilitated sessions of
Palliative, Early Diagnosi5, Long-Term Conditions and Dementla, remains good, with excellent evaluations recelved f rom
attendees.

Plans for future period5
This has been another challenging year for the Hosplce as can be seen from the relevant accounts. Inflation and
uncertainties around funding in general have been the main causes of concern. However in managing our actlvitles
closely we have been able to mlnim1se the operatlng deficit through the financial year and consider how we can better
finance our activlties.
With a nu mber of new Trustees on board and a change of CEO tal<ing place in December 2025 we will be bringing new
skills to the team which will enable the Hospice to review our strategy golng forward to see how we can maxlmlse our
revenue to support contlnuous Improvements in the services we offer.
Our intention is to contlnue to provlde timely and relevant services to our local community, This will be increasingly
relevant as the government moves forward with its end of life bill and in how the hospice movement support5 this.
Trustees will plan a full strategic review during the year to determine the path forward.
FINANCIAL REVIEW
The attached statement of financial activitie5 5how5 how our fund5 were raised and applled durlng the year. The
statement separates funds, which the charity itself controls, "unrestricted funds from funds, whlch have to be spent
in a manner, determined by the donor, which are "restricted fund5" Designated funds, whilst unrestricted, relate to
funds allocated by the organisation for specific projects and/or developments.
Overall income increased by £164,699 compared to the previous year, totalllng £1,165,537. Within this, income was
higher year on year in rn05t categories as summarised below-
Income from donation5 and legacies increased by £47,436 to reach £183,977. The difference was mainly due to
Legacies, with £70,633 received durl ng the year compared to £5,000 in the previous year (noting legacies received
In the prior year were unusually lowl,.
Income from Charitable Activities (which relates to external funding recelvedl Increased by £148,363 year on year.
Thls was mainly due to an Increase of £46,542 in Continuing Care Funding as well as fu nding for several one off
projects or pllots, which are not expected to be recurring in nature. One of these related to funding provided to the
Hosplce to spend on capltal Items and this was mainly used to invest in up8rading IT a5 well a5 furnishings for
therapies and wellbein& plus some office equipment- specialist chairs etc. We also obtained funding for the ICAT
team and the advanced care planning initiative- these schemes avoid h05Pltal admissions by engaging hospices to
support patients at home.
Income from fundraising events was slightly lower than the previous year1-£2.1531, with the fundraising envlronment
remaining difficult as wlder econom1¢ issues continued to impart our Supporters, leve15 of discretionary income.
Neverthele55 the fundraising team worked tirelessly organising some fabulous events Includlng the Sunflower
Memories Appeal, the Gin Trek, the Ladies Christmas lunch and the Pride of R055endale Awards. The Annual Ball
was also re-launched at Burnley Football Clu b and was a great success.
Income 8enerated by our Charity shops1n Haslin8den and Rawtenstall reduced year on year1-£23,5221 with condltlons
remaining challenging on the High Street.
Developing income generation from fundralsing activities and ou r retail shops contlnues to be a key area of focus, We
have recently been able to recrult some new Tru5tee5 Wlth specific experience in these areas, which we hope will
be extremely beneficial going forward.

The value of investments increased by £4,777 compared to the previous year, with £16,547 of interest also received
from cash deposit5, Thi5 wa5 helpfu l in mitigating the size of the overall deflclt for the year for the hospice of £43,326.
The overall deficit, net of a positive contribution of £23,424 from Rossendale Hospice Trading Ltd loperator for our two
charity shop51, was £19,902, which was a significant improvement on the prevlous year12024: deflclt of £202,654). This
was an extremely positive result overall for the hospice, a5515ted by new sou rces of external fundin8 lalbeit not all will
be re¢urringl as well as a welcomed uplift in income from Legacies, all whllst malntainlng strong cost control.
The Board recognises the continued contribution of businesses and the general public, predominantly in Rossendale,
without whlch the charlty could not continue. On behalf of patients, their families and carers we again expre55 our
gratitude.
The members of the Board are guarantors of the company. Their liabilities, as set out in the Memorandum of the
company, are limited to one pound per guarantor.
Thls statement of financial a¢tivltie5 is a statement deslgned to show all sources coming into the charity and how these
have been utilised.
Prlnclpalfunding sources
Our principal funding resources du ring this period were East Lancashire CCG/ICB, N HS England and the public In the
format of charitable giving.
Investment policy
The trustees regularly monitor the avallable cash reserves of the charity and seek to maxlmlse the interest earned on
such fund5. In view of the low interest rate environment several veérs ago, the Trustees opted to place £650,000 of cash
reserves in a 'Low Risk, investment with an aim to maxlmlslng yield overtime, in a vehicle which can be quickly converted
back to cash in case of need, The performance of the investment 15 monitored regu larly and inevitably fluctuate5 due
to stock market movements. As at 31 March 2025 the val ue had increased to £709,450, a year on year I ncrease of
£4,777.
Reserves policy
It is the policy of the tharlty to maintain unrestricted funds, which are free reserves of the charlty at a level, which
equates to approximately nine months, unrestrlcted expenditure, This provides sufficient fu nds to cover management,
administration and support COSts to enable Dngoing development of the charity. Unrestrictèd funds increased by
£36,293 durlng the year.

STATEMENT OF TRUSTEES, RESPONSIBILITIES
The trustees (who are also direttors of Hospice in Rossendale for the purposes of company lawl are responsible for
preparin& the Report of the Trustees and the financial statements in accordance with appllcable law and regulatlons.
Company law requires the trustees to prepare financial statements for each financial year. Under that law the trustees
have elected to prepare the financial statements in accordance with the Unlted Kingdom Generally Accepted Accounting
Practice (United Kingdom Accounting Standards and applicable lawl, including FRS 102 the Financial Reportlng Standard
applicable in the UK and Repu blic of Ireland. Under company law the trustees must not approve the f inanclal statements
unless they are satisfied that they give a true and fair view of the state of affalrs of the charltable company and of the
surplus cr deficit of the charltable company for that perlod. In preparing those flnancial statement5, the trustees are
requlred to:
select sultable accounting palicies and then apply them con515tently;
observe the methods and prlnclples in the Charltles SORP and FRS 102,,
make judgements and estimates that are reasonable and prudent,.
State whether applicable UK accounting standards have been followed, Subject to any material departures
disclosed and explained in the financial statements.
prepare the financial statements on the going concern basis unless it 15 inappropriate to presume that the
charitable company will continue in business.
The trustees are responslble for keeping proper accounting records that are sufficient to show and explain the charitable
ompan¢s transactions and disclose with reasonable accuracy at any time the financial position of the charitable
company and to enable them to ensure that the financlal statements comply with the Companies Act 2006. They are
also re5pon5ible for safeEuarding the assets of the charitable company and hence for taking reasonable steps for the
provention and detection of fraud and other irregularities.
The trustees are responsible for the Maintenance and integrlty of the corporate and flnancial information included on
the charitable company's website. Legislation In tho United Kingdom governing the preparation and dlssemination of
financial statements may differ from legislation in other jurisdictlons.
STATEMENT AS TO DISCLOSURE OF INFORMATION TO AUDITORS
So far as the trustees are aware, there is no relevant information las defined by Section 418 of the Companies Act 20061
of which the charitable company'5 auditors are unaware, and each trustee has tal<en all the steps that they ought to
have taken as a trustee in order to make them aware of any audit information and to establish that the charitable
company s auditors are awére of that information.
SMALL COMPANY PROVISIONS
Thi5 report ha5 been prepared in accordance with the special provisions for small companie5 under Part 15 of the
Companies Act 2006.

a focus on patlent safetyi Staff development, and compliance wlth national guidellnes.
Overview
Clinical Governance rneetings are held regularly to provide a Structured framework for improving Servi￿ quallty and
safeguarding patient care. These meetlngs facilitate discussions on service development5, new care provisions, and
policy updates. By maintaining a patient-centred approach, these meetlngs ensure that services remain both effective
and efficient.
Key Activities
Policy Review and Ratlflcatlon
All newly developed or reviewed policies are discussed and ratified in our Clinical Governance meetlngs. Thi5 rigorous
process ensures that the policies allgn wlth current best practices and are tailored to the specific needs of the Hospice,
¢ontrlbuting to the creation of a robust governance System.
Safety and Incident Management
Safety is a primary focus of the group. All incident5, along wlth feedback from investigations, are thoroughly reviewed.
Thls proces5 helps to Identify areas for Improvement and provides a platform to share key learnings across the
organization. The goal is to strengthen the Hospicds commitment to delivering safe, effective, and efficlent care,
Audlts and Monitorlng
Several audits are conducted throughout the year, covering varlous areas of clinical practice, The results are monitored
durlng Cllnical Governance meetings, ensuring that necessary actions are taken to address any concerns and maintain
high practice standards across all Services. These audits also support continuous improvements in Service dellvery and
patlent care.
Staff Training and Development
The group regularly discusses staff training and development needs, ensuring that all staff members have 3cce55 to
relevant training and resource5, In addition, updates on national guidelines and feedback from external meetlngs are
Shared, allowing staff to stay informed of the latest healthcare standards and developments.
Reporting and Feedback
Regular updates and feedback from the Clinical Governance group are reported to the Hogpice Board, ensuring
accou ntability and transparency in governance processes.

Company information
Hospice in Rossendale is a charltable company limited by guarantee, incorporated in England and Wales. The
company number and registered office can be found in the Tru5tee5 report,
Accountlng conventlon
The financial statements have been prepared under the historical cost convention, and in accordance with the
Accounting and Reporting by Charities: Staternent of Recommended Practice applicable to charities preparing
their accounts in accordance wlth the Flnancial Reportlng Standard appllcable In the UK and Republlc of Ireland
IFRS 1021- ICharltie5 SORP IFRS10211, the Flnanclal Reporting Standard appllcable In the UK and Repu bllc of
Ireland IFRS 1021, the Companies Act 2006 and the Charities Act 2011.
Basis of consolidation
The consolldated accounts of the group incorporate the accounts of the Company and its subsldlary, Rossendale
Hospice Trading Limited. The results of trading activities of the subsidiary have been summarised in the
Consolldated Statement of Financial Activitie.5.
Incomln8 resources
All incominE resources are included on the Statement of Financial Activities when the charity 15 legally entitled
to the Income and the amount can be quantified with reasonable accuracy.
Grants recelvable are accounted for when due. Income is deferred when It is received in advance of the period
to which it relates.
Income from donations, legacies, fundraising and other similar incoming resou rces are included in the year in
whlch they are receivable.
Income from the sales of donated Eoods is recognised when the significant risks and rewards of ownership of
the goods have passed to the buyer.
Investment income is recogni5ed on a receivable basis.

Expendituro is accounted for on an accruals basls and has been classlfled u nder headlngs that aggregate 311 cost
related to the category. Where costs cannot be directly attributed to particular headings they have been

The charitable company Dperates a defined contribution pension scheme. Contribution5 payable to the

Operating lease agreements
Rentals appllcable to operatlng leases where substantially all of the beneflts and risks of ownership remain with
the lessor are charged to the Statement of Financial Activities in the period to which they relate.

directly in the statement of financial activities, Investments are classified as current asset investments where

A 5ub5tantial Legacy wa5 received in an earller flnancial year. Although the Legacy was not restrlcted It was
discussed with the executors that it would be used for the purpose of contributing to the delivery and
expansion of the Hospice at Home Service, The Trustees consider it prudent to separately designate thi5 Legacy
to monitor its use over the coming years.

GIFfs IN I(IND
Glfts in Kind during 2024-25 equate to £6,538. Big Tank Productions continue to support the Hospice with
filming and creating videography, saving the Hospice approximately £2,50Q per year. Rossendale Self Storage
also continues to support the Hosplte wlth access to two storage units for 12 months valued at £3,000. The
Ladie5 Lunch and H05pice raffles prlzes were hi8her end including holiday stays and meals at restaurants,
equating to £1,038.

MEMBERS
The company is 8 company limited by guarantee but not having a share capital. The liability of every member
is limlted to an amount not exceeding £1.
I n the oplnlon of the trustees the company is ultimately controlled by all the mernbers acting together as no
individual has overall control.
