Section B Structure, Governance and Management 

## Description of the charity’s trusts 

|Structure|The District is managed by the District Board of Trustees, the|

||members of which are the Charity Trustees of the Scout District|
||which is an educational charity. As charity trustees they are|
||responsible for complying with legislation applicable to charities.|
||The committee Chair, Treasurer,DistrictLead Volunteer (ex officio)|
||together with elected members.|

|Responsibilities|Charity trustees are responsible for complying with legislation|
||applicable to charities. This includes registration, keeping|
||comprehensive accounts and making returns to the Charity|
||Commission as appropriate.|
||The Board of Trustees supports theDistrictLead Volunteer in|
||meeting the responsibilities of the appointment and is|
||responsible for:|
||The maintenance of District property|
||The raising of funds and the administration of District finance|
||The insurance of persons, property and equipment|
||Assisting in the recruitment of adult support|
||Appointment of the chair and appointment of any sub committees|
||Appointing District administrators and advisors other than those who|
||are elected|
|||
|Governing Document|The District governing documents are those of the Scout|
||Association. They consist of a Royal Charter, which in turn gives|
||authority to the Bye Laws of the Association and the Policy,|
||Operation and Rules of the Scout Association|
|||
|Constitution|The District is a trust established under rules common to all scouts|
||and has adopted the model constitution as set out in the Scout|
||Association and Rules section 5c2|
|||
|Trustee Appointment|The trustees are appointed in accordance with the|
||Policy, Organisation and Rules of the Scout Association|
|||
|Risks and Internal|The District Trustee Board has identified the major risks to which|
|Controls|they believe the District is exposed. These have been reviewed and|
||systems established to mitigate against them.|
||Risks include|
||<br>property and capital assets – the District has sufficient|
||property and capital assets insurance to mitigate against|
||damage and loss.|
||<br>capital replacement – included in budget setting discussions|
||with some reliance on fundraising and availability of grant|

|Summary|The aim of the Scout Association is to promote the development of||
||young people in achieving their full physical, intellectual, social and||
||spiritual potential, as individuals, as responsible citizens and as||
||members of their local national and international communities. The||
||method of achieving the aims of the Association is by providing an||
||enjoyable and progressive training based on the Scout promise and law||
||and guided by adult leadership.||

|Section D|Main Achievements of Charity During The Year||



## Achievements across the District included 

- Continued to support Groups with recruitment and retention strategies to reduce the weekly input required from District team members, improving resilience and ability to grow and enabling the redirection of District resources 

- Exceeded 5% growth target with youth membership reaching 662 

- Maintained a focus on adult training to improve compliance with Scout Association training requirements for adult roles 

- Supported members with transition to new ways of working as set out by the Scout Association and familiarisation with the new adult membership system launched Nov 2024. 

- Successful District camp for cub section and Scout section. 

- Introduced programme of tree work at the campsite as part of safe operating requirements 

- Increased income from Scout campsite, surplus income will support District activities

|Reporting<br>The District has a gross income of less than £250,000 and therefore|
|operates Receipts and Payments accounts. Year end accounts are|
|shared with members at the Annual General Meeting|

|Reserve Policy<br>The District policy on reserves is to hold sufficient resource to continue|
|the charitable activities should income and fundraising activities fall|
|short. The District Board of Trustees considers that the District should|
|hold a sum equivalent to 9 months running costs circa £12000|

Investment Policy 

The Districts income and expenditure is small and as a consequence does not have sufficient funds to invest in longer term investments such as stocks and shares. The District has therefore adopted a low risk strategy for the investment of its funds. All funds are held in cash using mainstream accounts, the scout association short term investment service or investment bonds 

## Section F Plans for Financial Year 2025/26 ~~ee~~ 

Open a 4[th] Squirrel drey increasing the provision for 4-6 year olds 

Open an additional Explorer Unit partnered with one of the village groups to widen the provision and accessibility for 14-18 year olds 

Re-establish a Scout Troop at Laceby Scout Group 

Continue to support Groups with recruitment and retention strategies to reduce the weekly improving resilience and ability to grow and enabling the redirection of District resources 

Aim for sustainable growth in membership with an annual target of 5% - additional 33 members 

Prepare the District teams and Groups for the Scout Association transformation plans 

Further recruitment and development of key District roles to support adults, sections and programme delivery, support growth and development and support skills and activity training 

Maintain a focus on adult training to maintain compliance with Scout Association training requirements for adult roles 

Introduce additional annual District events alongside the now re-established Scout Summer Camp and District Cub Camp. 

Refurbishment and development of campsite facilities and replacement of equipment.

I report to the trustees on my examination of the accounts of the Grim5by, Cleethorpes and District
for the year ended 31# March 2025.
Responsibilities and basis of report
As the charity trustees of the Grlmsby, Cleethorpes and District you are responsible for the
preparation of the accounts in accordance with the requirement5 of the Charities Act 20111'the
Act,).
I report in respect of my examination of the Grimsby, Cleethorpes and District account5 carried out
under section 145 of the 2011 Act and in carrying out my examination I have followed all the
applicable Directions given by the Charity Commission under section 145{5){b) of the Act.
Independent examinerfs statement
I have completed my examination. I confirm that no material matters have come to my attentlon in
connection with the examination giving me cause to believe that in any material respect:
l. accounting records were not kept in respect of the Grimsby, Cleethorpes and District as required
by section 130 of the Act- or
2. the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to
which attention should be drawn in thi5 report in order to enable a proper understanding of the
accounts to be reached.
