District Chair Report
To all Scouters and Supporters in the Groups and District Team I would like to thank you for all your achievements over the last year in such difficult circumstances and your ability to adapt to ensure young people in Scouting still had the opportunity to engage in Scouting.
All your efforts have ensured that the vast majority of young people have stayed with Scouting in the District.
Working with the District Exec and District Team we aim to provide as much support as possible over the coming year to support the Leaders and Groups to maximise the opportunity for young people to have fun with Scouting.
Some of the key objectives for the District Executive over the coming Year

❖ Maximise the opportunity the District Centre presents to support young people and leaders.

❖ Maximise the opportunity the District Shop presents to provide a service to parents and leaders.

❖ Support the District to ensure it is compliant with the latest Policy, Organisation and Rules

❖ Ensure the District is compliant with Financial, GDPR, Data Protection and Data Retention regulations
I would like to thank all the members of the District Executive for the efforts and contribution to Scouting over the last year and look forward to working with you over the forthcoming year.

District Commissioner’s Report
Havant District Scout Council AGM June 2021
As you know it is not very long since our last AGM playing catch up due to COVID and we are now back on track albeit unfortunately, still on Zoom. I have everything crossed that as we progress into 2021/2022 that Scouting life will increasingly get back to normal.
Firstly and most important, a huge thanks to all that you do in Havant, you are much appreciated. Whatever role you hold you play a valuable part in helping the young people in Havant to enjoy Scouting. Well done to all involved for getting to grips with the COVID risk assessments at the various readiness levels.
As you know I have been in post since October and it has been very strange not to be able to get out and meet everyone but I hope to do so as and when we can make arrangements and get out to visit you all. I have lots of well earned awards to give out and I now hope to do this face to face as much as possible dependent on circumstances. At the end of the AGM I have a few to present albeit this will be on Zoom but I also feel it is important that you get possession of them as soon as possible. Awards or not you are all very valued members of the Scouting family and together we endeavour to provide the best Scouting opportunities for the young people in the Havant District.
Since October we have had a District Development event which everyone was invited to and all the comments have been looked at and put into a Development plan which will be the basis of what we do as a District going forward. We have old and new members on the District uniformed side of the team and we are still looking for someone for Growth and Development and ADC Scouts. Looking at the increase in enquiries we really need a volunteer leader for growth and a few to join the team to help reach out to as many young people and potential adult volunteers in Havant. We have begun reaching out via our Facebook page and our OSM District waiting list is proving invaluable in parents being able to sign up directly to District and an easy way for us to pass onto the group near to them or one that has space. The District Dashboard is proving useful to help with this too.
Since the Census at the beginning of the year we have increased numbers overall by 18% so far, increasing in all sections apart from Scouts who have dipped a little, but I think it is a really positive sign and hope to increase steadily throughout the rest of this year. We all need to play a part in bringing in new adult volunteers.
We have a new District Youth Commissioner and District Network Commissioner who are beginning to come forward with ideas and information for everyone via Compass emails and Facebook. We need to encourage leaders and parents to sign up to Facebook as another way of communicating and reaching as many as possible. SAS is starting to bring people together to provide activities soon to help groups and events and we are purchasing equipment for all to use for free and we are ensuring the District Centre is used more going forward.

District Beaver AGM Report
Its been a little quiet on the District front this past year. We did have a District zoom meeting on 27[th] April but unfortunately only a couple of groups joined us. We discussed our last event which was the party held at Park Community School, Havant on Sunday 26[th] January 2020 which was a great success and we definitely would want to do it again.
OSM was talked about at length with all of us agreeing it is a very useful tool. Also how technology had assisted us and what we thought we might continue to use for instance zoom for leaders meetings.
We also discussed some badges which we had ordered for a planned event in June 2020 which obviously didn’t happen and we have still have the badges. If you plan a fun event for your group then let me know how many attend and you can have these badges. They do say 2020 on them but we can’t waste them and lets face it Beavers love a badge.
Although quiet on the District front its been very full on for some of the Groups. Leaders have really stepped up to the mark and have delivered excellent Beaver Scouting in whatever shape or form was suitable to their individual group.
I have touched base with most leaders and even presented several Bronze awards. It has been lovely to hear and see how each Group has managed and I personally want to thank everyone for their commitment to Scouting.
On Hayling the numbers wanting to join Beavers has been tremendous and we are really doing well. I firmly believe Scouting is going to grow again and I want to remind you all that I am here to help you in any way I can.
Looking forward to the future with a positive attitude and hope that we can get together as a District in the near future.

Havant District Cub Report. 2020/2021
This year has been a continuation of the strange COVID-19 year that we have experienced last year. However, things are looking up.
We had a District meeting in March this year on zoom. This gave me an opportunity to catch up with the Cub Packs around the District to see how they were fairing through covid and virtual scouting.
I cannot believe what Cub Packs get up to on zoom. They have been escaping from escape rooms, virtual camping, robot evenings, cooking, crafting, science experiments to name but a few.
Cubs have managed to complete all sorts of badges and one Cub 1 in the district has managed to complete 14 badges during lockdown. Well done.
Cubs have been invested on zoom and presented with their Chief Scout Silver Awards on zoom (with the help of parents). It has been a completely new challenge for me, it was very strange not to be able to shake hands and see them face to face.
Going forward we are now scouting face to face. Most packs meet outside every week come rain or shine, some do 50/50 meeting outside/zooming and others meet at their HQ/hall. I encourage the Leaders to do whatever they feel comfortable to do as we are volunteers and need to consider our safety.
We have yet to be told how the next few months will play out especially with meeting up in larger groups. I am hoping to have another District meeting in October with a view to start planning a District event next year.
The aftermath of COVID-19 has definitely affected the Cub numbers across the district. Lots of children are experiencing anxiety issues and this in turn affects numbers. Hopefully this is only temporary, and things will get back to normal in the autumn. Leaders have been concentrating on getting Cubs back and settled into scouting and some normality. I am confident numbers will increase for the coming months and the run up to Christmas.
So going forward let’s hope the life gets back to normal and we can again go camping, have fun days and look forward to getting stuck into scouting activities.

Havant Scouts Report
The year 20/21 has been a different year altogether because of Covid, but most Scout Troops did manage to keep going by using Zoom to have their meetings which has meant that planning an evening was a lot different then before. So well done to all the leaders that managed to keep their Troops going.
The following were awarded the Gold CSA, congratulations go out to all of them, well deserved and a lot of hard work went into gaining the award despite lockdown - and I was able to present them their badges over Zoom.

Treasurers report on accounts 2020/21
1. Policies, Risk, etc.
Reserves Policy
The District Executive Committee have set a policy to maintain a balance on “unrestricted funds” that equates to twelve months of operational costs.
Risk Assessments
Risk assessments continue to be undertaken to identify major risks and appropriate procedures are put in place to manage those risks and minimise their impact.

Financial reports are made to the District Executive Committee on a regular basis.

The District Executive Committee has approved and monitors internal controls for annual accounts, cash, cheque handling and credit facilities

General insurance cover is provided as part of the membership capitation. Additional insurance is purchased via Unity (Scout Association) for buildings, cash, equipment, and shop/badge stocks.

The District Executive Committee continues to be appraised of the risks and the necessary requirements to ensure ongoing compliance. Besides Scout Association POR this mainly relates to Charity Commission updating and statutory reporting.

Health & Safety issues raised are regularly reviewed by the District Executive Committee and/or the buildings sub-committee and appropriate remediation put in place.

Havant Scout & Guide Shop
Shop general sales
Key points
-
Total sales for 2020/21 were lower than 2019/20 by approximately 87% due to closure of the shop during the Covid pandemic lockdowns.

Scout sales reduced by 98%

Guide sales reduced by 75%

Guide sales continued for badges and awards from leaders on an “order and collect” basis as normal - only uniform sales were affected.

Shop sales figures do not include scout badges (for consistency of comparing)
Comments
Orders can be placed by email, text or in person in the shop by Scout and Guide leaders with payment on collection or by invoice to the group (Note: payment in advance is still required for other customers).
Deliveries have generally been good from both Scout Store and Girlguiding Trading with back order items usually following promptly even though they have reduced staff operating in their warehouses (Covid social distancing).
Normally card payments make up around 50% of transactions with the balance being cash/cheque. Due to the restricted operating conditions in the last year cash/cheque payments were 89% with cards being only 11%, this being reflective of the short periods the shop was open for public sales.
Badges
The supply of badges via the Scout Shop continues to be well received together with the ability to place orders via email for later collection. Most orders can be fulfilled from existing stock with only a few having to be ordered in specially.
The value of badge sales fell significantly compared to last year by over 83% with the number of orders reducing from 129 in 2019/20 to 14 in 2020/21.
This would appear to be completely the result of the Covid pandemic.
Badge stocks are generally replenished very quickly from Scout Store when required.

Independent Examiner's Report to the Trustees of the Havant District Scout Council
I report to the trustees on my examination of the accounts of the Havant District for the year ended 31st March 2021.
Responsibilities and basis of report
As the charity trustees of the Havant District Scout Council you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the Havant District accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Havant District as required by section 130 of the Act; or
-
the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Notes to the Accounts for the year ended 31st March 2021
1. ACCOUNTING POLICIES
a) Basis of accounting
These accounts are prepared under the historical cost convention, they have not been modified to include the revaluation of investments (in accordance with applicable accounting standards and the Statement of Recommended Practice ' Accounting for Charities') but record investments at cost, as consistent with previous years.
b) Stocks of badges and consumable items have been valued at the lower of cost and net realisable value.
2. TANGIBLE FIXED ASSETS
Tangible fixed assets including various tents and trophies, District trophies and Scout Centre furniture were treated as revenue items and recorded through the income and expenditure account in the year in which they were purchased.
3. INVESTMENTS
The District no longer has any investment bonds.
