2. Structure, Governance and Management.
Type of governing document and how the charity is constituted.
Strouden Park Community Association (SPCA) was established as a charity in
March 1986. It operates as an unincorporated association registered with the
Charity Commission under charity number 1003737.
Membership
The organisation is made up of Trustees, members and one staf f member.
The Trustees, elected annually by the membership, run the Charity on
behalf of the members and are responsible f or making decisions on all
matters of general concern and importance to the charity, including how
the charity's f unds are to be spent.
The Community Centre Manager manages the activities by maintaining
room calendars/availabi lity, maintaining the building and grounds, bui Iding
strong working relationships with hirers, and working with the local
council regarding general and preventative maintenance. The manager is
also responsible f or all social media activities to promote the Centre.
Members are invited to an Annual General Meeting (AGM). Decisions that
require the vote of all members can be made at this meeting.
Trustees
The current trustees are responsible f or recruiting new trustees, who are
selected and appointed according to the relevant section of the charity's
constitution and the requirements set by the Charity Commission. New Trustees
must complete a f orm to provide the personal and contact inf ormation required
by the Charity Commission. Additionally, they will make a declaration regarding
their suitability f or the role. This inf ormation is shared only on a need-to-know
basis.
New Trustees wi 51 have access to the "Essential Trustee" document, the
constitution, a copy of the Trustee role description, the latest annual accounts,
and the minutes f rom the most recent meeting. They will also receive a copy of
the Association's key policies, including saf e9uarding and data protection.
Staff
The Centre appointed its f irst staff member at the be9innin9 of July 2024 to
become the Community Centre Manager and take over the day-to-day

management and organisation of the Centre part-time. A self -employed
contractor previously f i Iled this role.
3. Objectives (Purposes of the Organisation)
The objectives of the Association are to:
(a) To promote the benefit of the inhabitants of Strouden Park and the
neighbourhood (f rom now on called 'the area of benef it,) without distinction of
sex or of political, religious or other opinions by associating the local authorities,
voluntary organisations and inhabitants in a common eff ort to advance education
and to provide facilities in the interests of social welfare for recreation and
leisure-time occupation with the object of improving the conditions of lif e f or
the said inhabitants.
(b)To establish or to secure the establishment of a Community Centre
(hereinaf ter called 'the Centre,) and to maintain and manage, or to co-operate
with any local statutory authority in the maintenance and management of such
a Centre for activities promoted by the Association and its constituent
bodies in f urtherance of the above objects.
The association shall be non-party in politics and non-sectarian in religion.
4. Summary of the Charity's Main Activities. Achievements and
Performance.
The community centre of f ers diverse activities, including local meetings, f itness
classes, dance, Chair exercise, Tai Chi, yoga, self-def ence, singing, baby ballet
lessons, musical dance perf ormances, Baby and Toddler groups, Pilates, a weekly
lunch club, whist, bingo, drumming sessions, and science lessons f or children.
Additionally, we hold warm welcome cof f ee mornings and provide a meeting point
f or a home education group. The centre is also available for private hire.
We are pleased to collaborate with the BCP Council and its representatives to
help maintain the community centre, s f aci lities and services. The BCP Council
owns and leases the building to the SPCA. SPCA are responsible f or the daily
management of the Centre and upkeep and maintenance of the Centre.
Maintaining a good working relationship can achieve the best possible outcomes
for centre users and local community members.

The association's trustees meet quarterly, depending on the need, to review the
progress and outcomes of our work. While the trustees make decisions, we also
welcome constructive f eedback f rom our partners, members, and centre users.
The Association would like to thank the Centre Manager and all those who kindly
volunteer their time f reely and work hard to make the community centre a
thriving, lively, and vibrant place.
Public Benefit
The current building was built in 2012.
We believe that in providing community centre f acilities f or private hire and
coordinating a wide range of activities which people can carry out f or their
enjoyment outside of work, our purposes help to promote and enhance the
health, well-being, social welfare and conditions of lif e f or people in the local
community by advancing social interaction, community development, education,
physical/mental health and spirituality/religious belief activities.
The facilities provide an essential meetin9 point f or parents, carers and others
in the local community, some of whom might otherwise f eel isolated.
Consequently, we brin9 members of the community much closer together.
The services are provided f or the benef it of anyone who enjoys attending.
There is no restrictive membership status or legally binding pref erence
regarding the use of the facilities. It is available to everyone, without
exception.
The sessions at the centre change to meet the local community's needs.
t)ecisions can be made about which sessions to provide either by someone
approachin9 us f or a venue in which to run their sessions (they can then join us
as a member, which allows us to f ully support them to make it a success) or by
actively seeking out someone with the knowledge required to of fer a particular
session that we think is missing or has been requested by someone or members.
New ventures can lead to dif ferent outcomes: some succeed while others fail.
However, our willingness to explore new ideas has expanded the variety of
sessions we offer, which we adjust based on community needs. We believe these
sessions are relevant to todays context and, as a result, our faci lities are
utilised ef f ectively. The average weekly attendance is estimated to be around

373 people. We are committed to continuing to adapt to the community, s
evolving needs in the future.
The Centre is open to the public dai ly f rom 9 AM to 10 PM Monday through
Friday and f rom 9 AM to 8 PM Saturday and Sunday. It typically closes f or the
Christmas and New Year holidays. Additionally, it may close if it is used as a
polling station.
We off er various weekly or monthly sessions, with some sessions available only
during term time and others operatin9 year-round. To address noise and
nuisance concerns f rom our neighbours, we ensure the centre closes promptly at
10 PM and respond quickly to any rare issues or complaints.
Fees are kept as low as possible, and we off er discounted rates to new members
when required, which helps ensure the activities, long-term success.
6. Financial Review
The Association's accounts are presented in the 'Receipts and Payments
Accounting, f ormat, available to organisations with a total income below
£250,000. This f ormat meets the Association's needs very well.
Please ref er to the Receipts and Payments Accounts f or the Associations,
current f inancial position details.
The charitys income was above £25,000 during the f iscal year in question, so
James Rainbow FCCA conducted an independent account examination.
Reserves Policy.
The Association holds f unds in reserve to cover regular monthly or annual
expenses, which would still need to be paid should the community Centre need to
close f or a maximum of three months due to unf oreseen circumstances. The
Trustee board review the reserve amount annually at the end of each f iscal
year.

Total Income:
Income f or this f iscal year has increased by £6,603 compared to the
previous year. this increase is made up of .
An increase in hire fees of £3,197

o An increase in other income (lunch club f ees, book sales, bingo) of
£2,986
Interest received f rom Lloyds Bank Investments of £420
The increase in hire f ees is partly due to Barclays Bank uti lising the Centre as
part of their "Barclays Local" initiative, which operates three days a week f rom
the Centre.
The Centre did not receive any grants in this f inancial year.
Total Expenditure:
The additional income received was counterbalanced by a rise in the Centre's
operatin9 expenses, which increased by over £8,000 during the f iscal year
compared to the previous year. This rise included higher energy Costs and
expenses f or building repairs and maintenance.
The charity trustees caref ully evaluate signif icant expenses, wei9hing the
necessity of maintenance and repairs against the need to maintain the Centre's
f inancial security and long-term viability.
Principles Sources of Funding:
The charity's primary source of income typically comes f rom room hire f ees.
These f ees are kept as low as possible f or Centre users, but they are necessary
to maintain the f acilities and ensure their long-term success. Room hire f ees
accounted for just over 79 /0 of this year's income.
Principal Risks Facing the Charity:
During the period covered by this report, income f rom room hire and additional
activities has signif icantly increased compared to the previous year. While the
Association remains in a strong f inancial position, a primary concern is the
necessary maintenance and repairs f or the Centre. This year alone, two major
projects have emerged: installing a new heating system and installing hot water
in the toilets. Furthermore, the very wet weather of late has brought attention
to issues with the roof , suggesting that additional expenditure may be required.
It will be essential to closely monitor the Association, s f inancial situation
throughout the coming year.

This will be my last report as Chairn￿ a8 I will be stepping dowll in that position at the AGM, but
will not be st¢pping away.
2024 has been a year of ups al￿ downs especially in relation to the maintenance at the centrc. At the
very end of August we welcomed & new Centre Manag¢r. Debbi¢. This has now become an
employed position for the Celltre.
Not long after Debbie started we had no heating. Our ground source heating PWDP had packed up.
This caused many problems but in thc end it has been rcsolved with a gas boiler and a separate
boiler for supplying hot water to our toilets. As the Centre is now 12 years old we are also looking
at new flooring because as you would expect it gets a lot of wear.
Since my last report we are now tying things to cover all age wup8. We have started bingo once a
month for older peopl¢, or anyone who would like to come, and so far this I￿ proved quite popular.
Rebecc￿ one of our Tn76t¢¢s, was v¢ry ke￿ to do a Families Toddler Group and this was started in
Septsmber. Lots of toys ets. were donatsd but it has provcd quit¢ hard work getting this going.
With more advertising we hope tbis will do better ID the New Year, but thanks to Rebecc4 Hel
Karen and Debbie for all their hard work in getting this going.
Barclays Bank have had a presence at the centre all this year on 3 days a week and hopefully this
will continue. Most of the groups have continued and Debbie has managed to secure a couple
more. We still have birthday parties ets throughout the year. Our Monday Wann Welcome has
continued and increased in numbers with one week having 13 people. Thi8 is a good community
event especially for people on their own. Evcryone welcome. My thaDks go to Ann for keeping
thi8 going. Our Lunch Club has been doing well, even though the Probation Service have b¢¢ll
unable to provide a team for around five sessions but I do tbank Tessa (who fornierly worked for the
Probation Service) for gtepping in and also the volunteers from St John's Holdenburst Monday
lunch club. We are very gratefill.
In my last report I mentioned that the Centre is going to changc its status from an Association to a
CIO (Charitsble Incorporated Organisation). This is now much nearer and I want to express my
thanks to Sue our secretary and Ann our Treasurer for all their hard work in bringing this to fruition.
Lastly, I want to thank all the Tn￿tee'S for their support over the last few years. I know it will be in
good hands for years to come. Do pl¢as¢ support the celltre, it is there for the Community and long
may it last and grow.

I report in respect of my examination of the charitvs accounts carried out under section 145 of the
2011 Act and in carrying out my examination I have followed all the applicable directions given by

6. Financial Review
The Association's accounts are presented in the 'Receipts and Payments
Accounting, f ormat, available to organisations with a total income below
£250,000. This f ormat meets the Association's needs very well.
Please ref er to the Receipts and Payments Accounts f or the Associations,
current f inancial position details.
The charitys income was above £25,000 during the f iscal year in question, so
James Rainbow FCCA conducted an independent account examination.
Reserves Policy.
The Association holds f unds in reserve to cover regular monthly or annual
expenses, which would still need to be paid should the community Centre need to
close f or a maximum of three months due to unf oreseen circumstances. The
Trustee board review the reserve amount annually at the end of each f iscal
year.

Interest received f rom Lloyds Bank Investments of £420
The increase in hire f ees is partly due to Barclays Bank uti lising the Centre as
part of their "Barclays Local" initiative, which operates three days a week f rom
the Centre.
The Centre did not receive any grants in this f inancial year.
Total Expenditure:
The additional income received was counterbalanced by a rise in the Centre's
operatin9 expenses, which increased by over £8,000 during the f iscal year
compared to the previous year. This rise included higher energy Costs and
expenses f or building repairs and maintenance.
The charity trustees caref ully evaluate signif icant expenses, wei9hing the
necessity of maintenance and repairs against the need to maintain the Centre's
f inancial security and long-term viability.
Principles Sources of Funding:
The charity's primary source of income typically comes f rom room hire f ees.
These f ees are kept as low as possible f or Centre users, but they are necessary
to maintain the f acilities and ensure their long-term success. Room hire f ees
accounted for just over 79 /0 of this year's income.
Principal Risks Facing the Charity:
During the period covered by this report, income f rom room hire and additional
activities has signif icantly increased compared to the previous year. While the
Association remains in a strong f inancial position, a primary concern is the
necessary maintenance and repairs f or the Centre. This year alone, two major
projects have emerged: installing a new heating system and installing hot water
in the toilets. Furthermore, the very wet weather of late has brought attention
to issues with the roof , suggesting that additional expenditure may be required.
It will be essential to closely monitor the Association, s f inancial situation
throughout the coming year.

This will be my last report as Chairn￿ a8 I will be stepping dowll in that position at the AGM, but
will not be st¢pping away.
2024 has been a year of ups al￿ downs especially in relation to the maintenance at the centrc. At the
very end of August we welcomed & new Centre Manag¢r. Debbi¢. This has now become an
employed position for the Celltre.
Not long after Debbie started we had no heating. Our ground source heating PWDP had packed up.
This caused many problems but in thc end it has been rcsolved with a gas boiler and a separate
boiler for supplying hot water to our toilets. As the Centre is now 12 years old we are also looking
at new flooring because as you would expect it gets a lot of wear.
Since my last report we are now tying things to cover all age wup8. We have started bingo once a
month for older peopl¢, or anyone who would like to come, and so far this I￿ proved quite popular.
Rebecc￿ one of our Tn76t¢¢s, was v¢ry ke￿ to do a Families Toddler Group and this was started in
Septsmber. Lots of toys ets. were donatsd but it has provcd quit¢ hard work getting this going.
With more advertising we hope tbis will do better ID the New Year, but thanks to Rebecc4 Hel
Karen and Debbie for all their hard work in getting this going.
Barclays Bank have had a presence at the centre all this year on 3 days a week and hopefully this
will continue. Most of the groups have continued and Debbie has managed to secure a couple
more. We still have birthday parties ets throughout the year. Our Monday Wann Welcome has
continued and increased in numbers with one week having 13 people. Thi8 is a good community
event especially for people on their own. Evcryone welcome. My thaDks go to Ann for keeping
thi8 going. Our Lunch Club has been doing well, even though the Probation Service have b¢¢ll
unable to provide a team for around five sessions but I do tbank Tessa (who fornierly worked for the
Probation Service) for gtepping in and also the volunteers from St John's Holdenburst Monday
lunch club. We are very gratefill.
In my last report I mentioned that the Centre is going to changc its status from an Association to a
CIO (Charitsble Incorporated Organisation). This is now much nearer and I want to express my
thanks to Sue our secretary and Ann our Treasurer for all their hard work in bringing this to fruition.
Lastly, I want to thank all the Tn￿tee'S for their support over the last few years. I know it will be in
good hands for years to come. Do pl¢as¢ support the celltre, it is there for the Community and long
may it last and grow.
