STRUCTURE, GOVERNANCE, AND MANAGEMENT

  1. Rules for the structure, management, and governance of the PTFA are conferred in the Wallington County Grammar School PTFA Constitution. The PTFA’s constitution was adopted on 19 September 1990, as amended on 29 September 1993, on 6 December 2016 and on 1 May 2018. The charity and constitution are registered with the Charity Commission.

  2. The management and control of the PTFA is vested in a committee consisting of:

  3. the President (or his/her representative) as ex officio Trustee;

  4. the officers (Chair, Vice Chair, Treasurer and Secretary); and

  5. other elected members who, together with the officers, are the Trustees.

2

  1. The maximum number of Trustees is ten.

  2. Parents and legal guardians of all children at the school are automatically members of the PTFA and are invited to attend general meetings which take place every month during term time. No business can be transacted at any meeting unless the quorum set out in the constitution is present and disbursements may only be made in accordance with the provisions of section 16 of the constitution.

  3. The Trustees and officers are elected or appointed in accordance with the constitution. Only parents of pupils attending the school are eligible to stand for election as officers. All the activities of the PTFA are undertaken by unpaid volunteers.

  4. The PTFA is a member of Parentkind, previously the Parent Teacher Associations UK, which provides a level of insurance cover for the participants at events and activities.

OBJECTIVES AND ACTIVITIES

  1. The object of the PTFA is to advance the education of the pupils in the school. To achieve this, the PTFA may:

  2. Develop more extended relationships between the staff, parents and/or guardians and others associated with the school.

  3. Engage in activities that support the school and advance the education of the pupils attending it.

  4. Provide and assist in the provision of facilities for education at the school (not normally provided by the Local Education Authority).

  5. During the year, the PTFA held the following events and fundraising activities in furtherance of its objectives:

  6. New Intake Year 7 Barbecue for new year 7 pupils and their families, to introduce them to the school and the PTFA;

  7. second-hand school uniform sales;

  8. support for the school by providing refreshments for parent evenings, drama events and musical performances;

  9. school mufti day;

  10. the “100 Club” lottery; and

  11. shopper donations via Amazon Smile and Easyfundraising.

  12. Unfortunately, ongoing Covid-19 restrictions resulted in some planned events not being able to proceed. These included the Year 7&8 Disco, Quiz Night, Murder Mystery Evening and the Christmas Carol Service.

3

  1. The PTFA provides volunteers to assist in the holding of 11+ familiarisation tests which are administered by WCGSPTFA Ltd, a wholly owned trading subsidiary of the charity run for the benefit of the PTFA. After having to cancel these sessions in 2020 and being able to run a reduced programme only in 2021, we were able to return to full capacity for familiarisation tests in 2022.

  2. PTFA Trustees have had regard to the Charity Commission guidance on public benefit. The Trustees complied with their duty to have due regard to the Charity Commission's Public Benefit guidance when exercising any powers or duties to which the guidance is relevant. In furtherance of the Charity’s purposes for public benefit, the PTFA instructed WCGSPTFA Ltd to provide free places (up to a maximum of 5% of total test places) to candidates eligible for free school meals or pupil premium.

ACHIEVEMENTS AND PERFORMANCE

  1. There have been no changes in the aims of the organisation of the PTFA during the year. All events held broke even or made a profit.

  2. During the year the charity provided funding for various activities/departments in the school, including contributions towards bids made by the History, Economics, Philosophy, Politics, RS, Art, English, SEN, Chemistry, Biology, Physics, Music, Physical Education (netball, rugby, table tennis) and Food Tech departments, as well as contributions to various clubs and societies (Autism Club, Circus Skills Club, Rubik’s Club, Astronomy Club and the Scout Group). Providing enhancements to the facilities and education of pupils at the school has a significant impact on many diverse families in a wide geographical area.

  3. Funds of £40,682 raised by WCGSPTFA Ltd from the 2021 familiarisation tests were donated to WCGS PTFA during this reporting period.

  4. At the PTFA meeting on 5 July 2022, members voted to support the school by committing £110,000 to convert an existing space into two Drama studios and £82,177 for outdoor clearing works and the installation of new cricket nets.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF WALLINGTON COUNTY GRAMMAR SCHOOL PARENTS, TEACHERS AND FRIENDS ASSOCIATION

I report to the trustees on my examination of the accounts of Wallington County Grammar School Parents, Teachers and Friends Association (the Trust) for the year ended 31 August 2022.

RESPECTIVE RESPONSIBILITIES OF TRUSTEES AND EXAMINER

The charity's trustees are responsible for the preparation of the accounts in accordance with the Charities Act 2011 (“the Act”). The charity’s trustees consider that an audit is not required for this year under section 144 of the Act and that an independent examination is needed.

It is my responsibility to:

BASIS OF INDEPENDENT EXAMINER'S STATEMENT

My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.

INDEPENDENT EXAMINER'S STATEMENT

In connection with my examination, no material matters have come to my attention which gives me cause to believe that in, any material respect:

  1. the accounting records were not kept in accordance with section 130 of the Charities Act; or

  2. the accounts did not accord with the accounting records; or

  3. the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations

6

2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
