Structure. governance and management
Governing Document
The organisation is a charitable company limited by guarantee, incorporated on 26th January 1990
and registered as a charity on 261h January 1990. The powers of the charitable company are
governed under its Article of Association. In the event of the company being wound up members are
required to contribute an amount not exceeding £1.
Recruitment and appoinlment of new trustees
The directors of the company are also charity trustees for the purposes of charity law and under the
company's article are known as members of the Management Committee. Under the requirements of
the Memorandum and Articles of Association the members of the Management Committee are elected
to serve for a period of six years after which they must be re-elected al the nexi Annual General
Meeting.
In an effort to mainlain a complementary skill mix, members of the Management Committee are
required to provide a list of their skills land update it each yearl and in the event of the particular skill
being lost due to relirement. individuals are approached to offer th&mselves for election for the
Management Commillee.
Trustees induction and training
Trustees are invited and encouraged to altend short training sessions on a range of governance
issues. Trustees are already familiar with the work of the chartty through attending regular events and
mèetings throughout the year.
Objectlves and activities
The charity objective is lo relieve poverty among members of the Asian community living or working in
and around Ihe London Borough of Haringey. To promote the preservalion and protection of health of
such persons. To advance education among such persons. To provide or assist in the provision of
facilities for the recreation or other leisure time occupation of the inhabilants of the London Borough of
Haringey and in p8rticu18r members of the Asian community. In the interest of social welfare and with
the object of improving their conditions of life.

Achievements and pèrformance
The Council of Asian People (Haringey) rebranded the Asian Centre as the Community Hub in 2018 10
reflect the need lo engage a wider local community, but still keeping its heritage as the Asian people
were at ils core. Since 2018 we have seen a wider clientele using the s8Nice, from ils Day Care
through its open access classes with a wider ethnic and cultural background using its facilities.
Loneliness and isolation ar& also key areas identified locally which became a focus for project
planning and grant funding applications. bearing fruit in August 2018 with the start of Re-connect.
The year 2023 - 24 has seen a re-focusing of the current activity, consolidating its slrenglhs and
applying for new trust and foundations grants lo further develop the work of the organisation.
The focus on Heallh, Learning and Social activities had developed including dance and keep fit
classes, IT for beginners and health workshops. The organisation continued to offer members
aclivities, special events, trips out in the minibus as well as encouraging local people to hire the Halls.
The biggest standalone community project was the Community Reach project engaged with young
women of childbearing age lo promote good heallh care in pregnanGy. This project successfully
engaged with 300 lacal women of many ethnic and cultural backgrounds to promote the information
and signpost people to ante natal classes and general health information to ensure good pregnancies.
Financial review
The incorne of the charity for the year ended 31st March 2024 was £128,467 12023: £120,312),
whereas the cost of Charitable Activities was £130,612 (2023.. £155,950) and governance costs of
£3,564 (2023: £3,300).
During the year the overall net assels of the charity decreased from £433,713 to £428,004.
The results for the year are set out in detail on pages 5 10 15.

I ieport to the trustees on my ex8min2tion of the financial stalements of The Council of Asian People
(Haringey) ('the charity,) for the year ended 31 March 2024.
Responsibilities and basis of report
As the trustees of the company (and its directors lor the purposes of company law) you are
responsible for the preparation of the financial sialements in accordance with the requirements of the
Companies Act 2006 ('Ihe 2006 Act'l.
Having satisfied myself that the accounts of the company are nol required to be audited under Part 16
of the 2006 Act and are eligible for independent examination. I report in respect of My examination of
the charity's accounts as carried out under section 145 of the Charities Act 2011 {'the 2011 Acl'l. In
carrying out my examinalion I have followed the Directions given by th8 Charity Commission under
section 145{5llbl of the 2011 Act.

I have completed my examination. I confirm that no matlers have come to my attention in Connection
with the examination giving me cause to believe..

Basis of preparation
The financial statements have been prepared on the histortcal cost basis.
The financi81 ststements are prepared in sterling, which is the functional currency of the enttty.
Going eoncern
There are no material un￿rtaintieS about the charily's ability to continue.
Judgements and key sources of estimation uncertainty
In producing these accounts, the directors have considered accounting policies & relevant estimates.
In the directorfs opinion and to the best of their knowledge signtficant accounting entries are based
upon facts. However. these accounts do include estimates in relation to useful life of assets, deferred
lax provision and immaterial prepayments and accruals.
Fund accountlng
Unrestricted funds are available for use al the discretion of the trustees to further any of the charity's
purposes.
Designated funds are unreslricted funds earmarked by the tNstees for futuré project or commitment.
Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the
terms of an appeal and fall into one of two sub-classes: restricted income funds or endowment funds.
Incoming resources
Voluntary income including donations and gifts is recognised as income as soon as it is prudent and
practicable to do so.
Intangible voluntary income or donations -in-kind are not included in the Financial Stslements as their
values are often impossible to quantify.
Grants from Govemmenl and similar grants are dealt with in accordance with the terms under which
they are given. Where no special terms are attached, they are dealt with on a receivable basis.

Resources expended
Expenditure is recognised on an accruals basis as a liability is incu￿ed. Expenditure includes any VAT
which cannot be fully recovered, and is classified under headings of the statement of financial
activities to which il relales..
•expenditure on raising funds includes the costs of all fundraising activities, events. non-charitable
trading activities, and the sale of donated goods.
•expenditure on charitable activities includes all costs incurred by a charity in undertaking activities
that furlher ils charitable aims for the benefit of its beneficiaries, including those support Gosts and
costs relating Éo the governance of the charity apportioned to charilable activities.
•olher expenditure includes all expenditure that is neilher related to raising funds for Ihe charity nor
part of its expenditure on charitable activities.
All costs are allocated to expenditure categories reflecting the use of the resource. Direct costs
attributable to a single activity are allocaled directly to that activity. Shared costs are apportioned
behveen the activities they contribute lo on a reasonablè, justifiable and consistent basis.
Tanglble assets
Tangible assets are initially recorded at cost, and subsequendy stated al cost less any accumulated
depreciation and impairment losses. Any tangible assets carried at revalued amounts are recorded at
the fair value at the date of revaluation less any subsequent accumulated depreciation and
subsequent accumulated impairment losses.
Depreciation
Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value,
over the useful economic lrfe of that asset as follows..

Financial instruments
The Charity has elected to apply the provisions of Section 11 'Basic Financial Instrumenls, and
Section 12 '0ther Financial Instruments Issues, of FRS 102 to all of its financial instruments.
Financial instruments are recognised in the Trust's balance sheet when the Trust becomes party to
the contractual provisions of the instrument.
Financial assets and liabilities are offset, with the nel amounts presented in the financial slatements,
when there is a legally enforceable right lo set off the recognised 8mounts and there is an intention to
settle on a net basis or lo realise the asset and settle Ihe liability simultaneously.

Defined contribution plans
Contributions to defined contribulion plans are recognised as an expense in the period in which the
related service is provided. Prepaid conlribulions are recognised as an asset to the extent Ihat the
prepayment will lead to a reduction in future payments or a cash refund.
