EXAMINER'S REPORT
Independent Examiner's Report to the Trustees of Portsmouth Chinese Association
I report on the accounts of the Association for the year ended 31st July 2023, which are set out on pages 2 to 6.
Respective Responsibilities of Trustees and Examiner
As the charity's trustees you are responsible for the preparation of the accounts, you consider that the audit requirement of section 43(2) of the Charities Act 1993 (the Act) does not apply. It is my responsibility to state, on the basis of procedures specified in the General Directions given by the Charity Commissioners under section 43(7) (b) of The Act, whether particular matter have come to my attention.
Basis of Independent Examiner's Report
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items of disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not express an audit opinion on the view given by the accounts.
Independent Examiner's Statement
In connection with my examination, no matter has come to my attention:
(1) which give me reasonable cause to believe that in any material respect the requirements to keep accounting records in accordance with section 41 of the Act; and to prepare accounts which accord with the accounting records and to comply with the accounting requirements of the Act have not been met; or
(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

The charity was established in and is registered with the Charity Commission, No 1001230. The charity's address is 208 Kingston Road, Portsmouth, Hampshire.

Object, Organisation and Activities
The charity is established to promote the benefit of the inhabitants of the City of Portsmouth and its immediate neighbourhood and in particular its ethnic Chinese population without distinction of sex or of political religious or other opinions by associating the local authorities voluntary organisations and inhabitants in a common effort to advance education to give financial support to the poor and needy and to provide facilities in the interests of social welfare for recreation and leisure time occupation with the object of improving the conditions of life for the said inhabitants.
To advance the education of the people of the City of Portsmouth and its immediate neighbourhood concerning China, its people, history, language and literature, its institutions, folklore and culture and its intellectual, artistic and economic life.
Review of Progress and Achievements
The association organised outings and festivals during the year which were very successful and enjoyable for the members. The activities include celebration for fund raising for Chinese New Year Celebration, International Women day, Children & Teenages Activities, X'mas Party, Spring Festival Party and other celebrations held for National Day Party etc.
Finances
The attached financial statements show the current state of the finance which the Committee considers to be sound
The charity's bankers are HSBC and Barclays Bank in Portsmouth.

General
These Accounts Have been prepared under the historic cost convention and in accordance with applicable accounting standards and the Statement of Recommended Practice on accounting by Charities.
Depreciation
Depreciation has been provided at 10% on written down value.
