WISE is a UK registered charitable trust established in 1991 and is based in High Wycombe. The charity is managed by 3 trustees and operates with the support of volunteers who are responsible for the operations of the charity. There are two permanent employees:

The primary objectives of the charity are to advance the religion of Islam and Islamic knowledge, to relieve poverty, and serve the needs of the local community.

We have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing our aims and objectives and in planning our future activities.

Achievements and performance

Review of activities and future plans

WISE has delivered many activities in meeting its aims and objectives this year. WISE is an ethical Muslim-run organisation serving the community to promote the progress and prosperity of all. WISE established the Wycombe Islamic centre in 2009, then also The Hive community facility in 2018, which serves as a hub for activities run by members of the local community, local agencies, and more. The Hive has served to build bridges with the wider community, promoting and strengthening social cohesion. During the COVID-19 lockdown, many of our activities moved online and new activities were introduced to support the community as a whole during this period.

Much of our work is based at our Islamic Centre. The centre is also known as Masjid as-Salam. The building is purpose-built to not only serve as a place of worship but also to provide a community facility for meetings, classes, training courses, and youth functions. It is unlike other mosques in the area and attracts a very multi-racial congregation, particularly the young. On-site parking, wheel-chair access and a lift make it easily accessible to the elderly and disabled. WISE has extended the Islamic centre to incorporate a library, and storage area, and work on extending the current basement and completely refurbishing the washing/ablution facilities was completed. In addition, numerous improvements were made to the HIVE. The Islamic centre and Hive are well managed by a committee of dedicated professionals on behalf of the trust.

The WISE Learning Centre continue to serve as classrooms for studying Quran, Islam and other subjects such as English and Maths. The facility also serves as a mini meeting venue for local community groups and a place for health clinics.

The HIVE, a community centre purchased six years ago continues to benefit the whole community. The Hive represents a major step in our journey. With this bold initiative, we have created a comfortable safe place for people of all ethnicities to embrace the diversity of Wycombe. This ground-breaking initiative provides a dynamic space for people to meet, regardless of faith and pave the way for a more open cohesive society. It has become a focal point for a wide range of services and events for people of all ages and backgrounds. The Hive has been used to offer many activities this year some of which are listed below:

COVID-19 Support

During lockdown, WISE launched the HELLO! initiative which was incredibly successful and well received to help those of our community in need during the COVID-19 crisis. This has continued to provide help with shopping, delivering meals to refugees, and offering support to those suffering financial hardship.

WISE Welfare

Through its humanitarian wing, WISE Welfare which began in 2010 after the Pakistan Earthquake, now has a global reach by Allah's grace. Zakat and Sadaqah is collected from the local community and distributed where needed, not just internationally but locally as well (to help those in need and in debt).

WISE Welfare helped raise funds for the needy in many parts of the world, here is a list of some our international efforts during this past year;

The WISE Hardship Fund also provided support and grants to support local people suffering economic hardship.

Youth Club & Sports

Various Youth activities for boys and girls are held in, or organised by the Islamic Centre. Fitness classes run for both men and women. Young people have attended events such as football tournaments, camping, team building courses, and have enjoyed other activities that encouraged good citizenship and manners.

WISE has two youth wings, one for boys and one for girls. The aim is to engage the youth and channel their energies in a positive direction, developing them spiritually and morally, producing well-rounded individuals, who, as part of the succession planning, could take the reins of WISE.

Wycombe Islamic Network (WIN), the youth wing for boys continued holding activities such as Saturday Night Buzz. Saturday Night Buzz is an opportunity for young children to go to the centre and have lots of fun while learning about their religion. Kids were given reminders, mentoring sessions and participated in lots of fun games and activities in the Centre.

ARISE, the youth wing for girls, continued their work in inspiring, educating and injecting confidence in the Young Muslim. They ran many sessions through the year covering topics such as how to defend your faith, race & discrimination, self-care, controversy and a Hijab workshop.

Scouts

Working with the Scout Association, WISE runs the 28th Wycombe Muslim Scout group. We will also be relaunching Girls Scouts.

GENERAL

The Centre Manager continues to help and ensure the smooth running of the centre and manage operations of the charity under the leadership of the trustees.

WISE ran a successful holiday programme for the whole community. We also held our second WISE Winter Conference in December, almost entirely organised by our young adults. It was meticulously organised, inspiring and well received with numerous world renowned speakers attending.

Some of the many, regular activities of the charity are listed below:

Daily and Jumuah prayers

These were held every week, except when unable to due to lockdown restriction, with the number of attendees steadily increasing to over 400. Facilities are provided for men and women. Evening Tarawih prayers were held as per usual in the month of Ramadan but due to covid restrictions social distancing was in place, with shorter prayer help over both sites, the Mosque and the Hive.

Iftaar Meals and Eid

Iftaar meals (to break the fast) were delivered to various families in the month of Ramadan and recognised speakers were invited to deliver online speeches. Eid al fitr was held with reduced numbers and with social distancing outdoors. However Eid al Adha was back to capacity as restrictions were lifted over the summer.

Arabic/Quran classes

These classes are held regularly every week. There are many lessons catering for the differing abilities of the students, from basic to advanced, for adults and children.

Islamic Seminars and Classes

These have been regularly held online throughout the year, are constantly reviewed and new classes are added as needed. Topics have concentrated on

All of these classes are open to men and women. Additional classes are held throughout the week during the day for women and some of these are conducted in Urdu to cater for the needs of Pakistani-origin families. Many of these classes are recorded and uploaded to the WISE YouTube channel.

A number of talks were held on various topics online and offline. Some were recorded and uploaded to the WISE YouTube channel by the WISE Media team to disseminate information about Islam.

Community Services

WISE offers a whole host of services for the local community including a weekly open hour for everyone (Muslim and non-Muslim), women's weekly and monthly social gatherings, fitness classes for both men and women, trekking, cycling, camping and many more which can be seen on the WISE website and Facebook page. WISE is always looking to expand on these activities.

Members of the Muslim community attended a range of meetings with statutory bodies, churches and community groups for the benefit of all.

WISE also provides a service to visit schools and participate in school assemblies and religious studies classes. This has had a positive uptake from local education bodies. Schools visits to the Islamic Centre to learn about Islam.

WISE also initiated the Road2Reform (r2R) initiative to help people at risk of or in the criminal justice system in terms of mentoring, advice and support, and also to tackle inequalities through provision of training on Islam and unconscious bias at Approved premises.

WISE worked with the local Public Health Team to run a blood pressure pilot in the Wycombe Islamic Centre and participated in other health and fitness initiatives.

Advice & Counselling

Complementing all this we have the Imam's Advice & Counselling service which is in huge demand and has, generally, been very well received. Our confidential Counselling Service for women also continues, both currently over the phone.

Financial review

The net surplus of the charity is set out on page 7 and the trustees consider that the accumulated funds and the continued support from the local community would be sufficient to enable the charity to meet its objectives.

I report to the trustees on my examination of the financial statements of WISE (Wycombe Islamic Society) ('the charity') for the year ended 31 October 2022.

Responsibilities and basis of report

As the trustees of the charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the charity's financial statements carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

Since the charity’s gross income exceeded £250,000 your examiner must be a member of a body listed in section 145 of the 2011 Act. I confirm that I am qualified to undertake the examination because I am a member of the Association of Chartered Certified Accountants, which is one of the listed bodies.

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

  2. the financial statements do not accord with those records; or

  3. the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair' view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. General information

The charity is a public benefit entity and a registered charity in England and Wales and is unincorporated. The address of the principal office is Wycombe Islamic Centre, St Marks Close, High Wycombe, HP13 6GN, Buckinghamshire.

2. Statement of compliance

These financial statements have been prepared in compliance with FRS 102, 'The Financial Reporting Standard applicable in the UK and the Republic of Ireland', the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102)) and the Charities Act 2011.

3. Accounting policies

Basis of preparation

The financial statements have been prepared on the historical cost basis, as modified by the revaluation of certain financial assets and liabilities and investment properties measured at fair value through income or expenditure.

The financial statements are prepared in sterling, which is the functional currency of the entity.

Going concern

There are no material uncertainties about the charity's ability to continue.

Disclosure exemptions

The entity satisfies the criteria of being a qualifying entity as defined in FRS 102. As such, advantage has been taken of the following disclosure exemptions available under paragraph 1.12 of FRS 102:

(a) No cash flow statement has been presented for the charity.(b) Disclosures in respect of financial instruments have not been presented.

Judgements and key sources of estimation uncertainty

The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the amounts reported. These estimates and judgements are continually reviewed and are based on experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances.

Fund accounting

Unrestricted funds are available for use at the discretion of the trustees to further any of the

charity's purposes.

Designated funds are unrestricted funds earmarked by the trustees for particular future project or

commitment.

Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the terms of an appeal, and fall into one of two sub-classes: restricted income funds or endowment funds.

Incoming resources

All incoming resources are included in the statement of financial activities when entitlement has passed to the charity; it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income:

Resources expended

Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is classified under headings of the statement of financial activities to which it relates:

All costs are allocated to expenditure categories reflecting the use of the resource. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs are apportioned between the activities they contribute to on a reasonable, justifiable and consistent basis.

Tangible assets

All fixed assets are initially recorded at cost.

Depreciation

Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value, over the useful economic life of that asset as follows:

Impairment of fixed assets

A review for indicators of impairment is carried out at each reporting date, with the recoverable amount being estimated where such indicators exist. Where the carrying value exceeds the recoverable amount, the asset is impaired accordingly. Prior impairments are also reviewed for possible reversal at each reporting date.

For the purposes of impairment testing, when it is not possible to estimate the recoverable amount of an individual asset, an estimate is made of the recoverable amount of the cash-generating unit to which the asset belongs. The cash-generating unit is the smallest identifiable group of assets that includes the asset and generates cash inflows that largely independent of the cash inflows from other assets or groups of assets.

For impairment testing of goodwill, the goodwill acquired in a business combination is, from the acquisition date, allocated to each of the cash-generating units that are expected to benefit from the synergies of the combination, irrespective of whether other assets or liabilities of the charity are assigned to those units.

Defined contribution plans

Contributions to defined contribution plans are recognised as an expense in the period in which the related service is provided. Prepaid contributions are recognised as an asset to the extent that the prepayment will lead to a reduction in future payments or a cash refund.

When contributions are not expected to be settled wholly within 12 months of the end of the reporting date in which the employees render the related service, the liability is measured on a discounted present value basis. The unwinding of the discount is recognised as an expense in the period in which it arises.
