Chairman’s Report - June 2021 

My pint pot is half empty I am frequently reminded, and so my report was initially going to be all about what hasn’t happened and all of the unfortunate consequences of Covid until some more thoughtful people pointed out to me that there has been a lot of very positive things happening over the last year:- How Scouting in the District has continued despite government restrictions and organisational hurdles created by Covid;  how so many people have pushed themselves to learn new skills and to work in different and novel ways, how the parents have succeeded in adapting to the new ways and how Scouting has helped the members maintain face to face contact with others when everything else was zoom only. 

Despite Covid many of the Groups and Explorer Units in the District have been active. It started with walks and Hikes and other outdoor activities, and as the restrictions have reduced Groups have been back in their Scout Halls, yes socially distanced, but carrying out “normal” scouting activities. Camping is now allowed again with minor restrictions, so we’re getting closer to normality. Unfortunately, however, some Groups are still in the position that they can not use their normal premises due to their landlords restrictions. And of course until the next easing we are still limited to meetings of 6 adults as a maximum, hence the virtual AGM again. 

There have been no face to face District activities this past year, and no exciting trips abroad all due to Covid, however there are plans for 2022 and beyond already fixed in the calendar – District Gangshow, Cheshire Hike and Chamboree in 2022 and the World Jamboree 2023 so plenty to look forward to. 

District Numbers are something to celebrate despite the drop off of some 308 Youth members at this year’s census but please remember that we have lost a year’s intake for Beavers which is typically in the order of 150. BUT since April there has been a significant number of enquiries to join, including for adults, resulting in some sections within the District having to have a waiting list again! Mentioning adult members – yes we still need more! 

As you will all know, Andrew Little has been District Commissioner for the past 12 years and his time as DC is coming to an end. I wish to thank Andrew for all that he has done for the District and wish him all the best with his new role with County. Maybe the biggest things Andrew has achieved is a 50% rise in numbers, ok admittedly this is based on last year’s census, and the success that is the District Gangshow. The good news is that Andrew isn’t deserting us as he promises to assist in the bedding in of the next District Commissioner and still wishes to be involved with District in some areas – particularly the Gangshow. So thank you to Andrew for his services but it ain’t good bye! 

Finally, I pointed out in my first paragraph that there has been a great deal achieved this year – that is all down to you the leaders and supporters of the Groups and District, so a BIG WELLDONE AND **THANK YOU** to you all!

## **Annual Accounts for the Year Ending 31st March 2021** 

The Annual Accounts for Mid Cheshire District Scout Council for the year ending 31st March 2021 are attached herewith. These have been independently examined and approved, and I once again extend my thanks to Mr A Hudson who has completed these duties. 

Total funds for the District increased during the year by £1,039.63 to a total of £51,057.52. This increase included the transfer of the funds of Martlet Explorer Unit, £979.71, into the Mid Cheshire District Explorer account. 

Due to the restrictions in activities over the last year, there a far fewer transactions within Mid Cheshire District, as shown in the receipts and payments detail pages. The most significant transactions in the period related to capitation, with £29,020.25 being paid to County, and £29,971 received from Groups. As always I would like to thank all the Groups across the District for their support in timely payment of their capitation charges. I would also like to note that the District element of the capitation charge was reduced this year, acknowledging the impact that COVID has had a Group finances. 

Clearly COVID will continue to have a significant impact on Scouting as we move forward, and in particular on the financial resources of Groups as we rebuild member numbers. Whilst the District will continue to provide as much support as much as we can, I would ask all Groups to ensure that they have clear financial plans to cope with reduced numbers, and an expected increase in the National capitation charge next year.

charity {'the Trust") for the year ended 3111212021.
Responsibilities and
basis of report
As the charity's trustees. you are responsible for the preparation of the
accounts in accordance with the requirements of Ihe Charities Act 2011
{'the Act°}.
I report in respect of my examination of the Trust's accounts carried out
under section 145 of the 2011 Act and in carrying out my examination, I
have followed all the applicable Directions given by the Charity Commission
under section 145{5)(b) of the Act.

concerning the form and content of accounts set out in the Charities
