1 April 2021 to 31 March 2022. The Annual Report seryes the purposes of both a Trustees, Report and a
Direclors, Report under company law. The Trustees confirm that the Annual Report and financial statements of
the charitable company compty wlh the ¢urrenl statutory requirements. the requirements of the charitable
companls governing document and the provisions of the Statement of Recommended Practice ISORPI
applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in
the UK and Republic of Ireland {FRS102} (effective 1 January 20191.

a. Revlew of actlvRles
A challenge faced by all charrties in 2021122 wa$ the continuing impact of the COVID 19 par￿eMIC on charilab
activty and The Hambt was no exception. Fortunately, over the course of 2020r21, our fundraising actNities
were extremely successful due lo the amount of additional funding available specffic lo the pandemic. This
resulted in a year end surplu8 of £266,560. Consg4ugnlty. we began 2021122 in a much stronger financial
position Ihan anticipated.
Our staff continued lo respond to the changing and developing nee<ls of families by providing extra support even
if they were not able to attend the cenlres. Staff provided support over the phone, through Zoom sessions, vk8
doorstep vtsits and. in Some cases. wlthin the Se￿1￿ user's home.
Having secured add(tional premises that were ffil for purpo$8, Sp￿louS and met our needs (The Square with
effect from 30 July 2Q211 we completed a programme of refvrbishment work8 and received agreement from
Norfolk County Council for them to meet the first 12 months rental charges. Operating across three sites meant
that we were able to maintain appropr¢ate social distancing and ventilation as wdl as establishing staff and
Student 'bubbles' to reduce the likelihood of COVID spreading. We developed 8 hybrid approach and continued
lo use video ￿lling as a way of holding meeting$ and conducting social activitie5 alongside fac&to4ace work.
Funding enabled this work lo continue using different technobgios.
We ￿ntInued lo bè successful with funding applications supported by our contracted professional funders,
Femon Fundraising. The fvnding that we receNed has en8bled us to a¢Japt, look al ways of working and initiate
new work streams at a Ilme when we wer6 faced wlh serious financial shortfalls in our forecasting.
Part of our continuing davelopment has been to innov*e in order to address the needs of those young people
with di8abillt￿S who are not able lo access our onsite services. Hamlet at Home gained ils CQC registration in
November 2021 and we have a manager in post to bad the project, thanks to funding from various trusts and
foundations. The plan is that Hamlet al Home wll d&liver regulated activities in the community. Conversations
about this new servicé commissioners from both Children's and Adult services have been extremely positive
th a great deal of enthusiasm from all parties.
During this second phase of the pandemK, we secured fre8 PPE directly from Public Health along wth LFT and
PCR lesling kits. Oeep cleaning was carried out on a regular basis, and we continued to use our fogging
machines. All staff and eligible service users opted to receive their tAvo inrtial doses of the COVID vaccine with
booster5 followng l*er in the year. As r8slrithons were relaxed in the wider community, we saw a signfficant
increase in the number of COVID cases amongst our staff and service users despite our rigorous infection
control procedures. Cases peaked in December 2021 and January 2022, and we closed OUT preschool for 24
hours as were unable to maintain the appropriate staffing ratios. We used this time to complete an additK*nal
deep clean and reopened the followng day.
Our improved IT infra$lructure along with enhancèd digital capabilities enabled staff lo WO￿ fiexbty and from
home when possible and appropriate. Th• planned roll out of tablets and an online CRM System (Ac￿$ to
Care) has gone well. Staff are now able to dispense with paper records and record setmce usets, details digitally.
Staff and familEs have easy, instant access to the records of those they ￿re for and Complian￿ with GDPR
reguLation$ has been made moTe slraightfomard.
wrth the help of the financial aid we have receivgd over the past hM8fve months, we have been able to continue
our work in supporting familie$. ¢hildren, and young adults Our famili8s have eontinued to benefit from our
support and servic8s and we have developed new ways of working thal wll continue into the fulurg. By the end
of 2021122 we have been able lo create modest additional re80rvgs and have not drawn on our existing
reseNes. This is particularly important as we emerge into a'po8t pandemic, world and its associated challenges.
Our long term aim continues to be securing enhanced pramises for our Adutt se￿￿e$ and funding from the

HR and Recruitment
Recruilmenl continues to be very challenging wth the number and quality ol applicants across all post5 reduced.
COVID rel*ed staff absence was particuL4dy challenging in the wint6r months.
In August 2021 we recrulced a new CEO, Ellie Coul$on, lo trke over from Pauline Morgan who stepped down at
the end of November after 10 Su￿$$fUl ￿ar$ leading Th& Hamlgt. The transition has been suc¢essful with
positive feedboGk from staff and Trustees gathered during her probation period.
A nth¥ HR Administrator. Jess Moore. joined us in Novembèr 2021 (taking over from Vicky p￿rner> and has
settled in well. A new Training Coordinator. Natslie Noble, joined us in March 2022 ltsking over from Amy Efvinl
and is aL80 doing well. Our focus for the ygar ahead is lo fill key posts across the organisalKsn which remain
vacant. and we are lookrng at innovatN¢ way¥ of doing ¥0 $u¢h o¥ holdin9 ￿ruItMent events. using recruitment
nsultants, and working in partnership with othor organi8atw)ns to publicise Career8 within the sector. Trustee
re¢ruitme*nl remains a priority and we will be advertising via the Vdunlary Norfolk website as well as continuing
to cuttivate indNiduals wlhin our networks.
Flnan¢e and Funding
With continued strong financial m*agement and robust monitoring of spending and reporting, we have again.
despite the challenges of COVID, been able to increase our reserves. Th& doficit for 2021122 was predicted to be
£45k. The monthly management accounts to January 2022 show a $urplu$ to date of £13k. The Charty has
perfomed better than anticipated and it is reasonable lo assum8 that tha finanea tèam ara prudont in their
forecasting.
We expect a budget deficit for the current financial year as we arg still having to rent additv)nal premises and UK
in)lation is currèntly sitting at 9%_ The Board is satisfied that this is a prud8nl budgat and ac¢ept$ that gNen
current ¢1￿￿M81anceS - in the year 2022r23 The Hamlet will need to draw on its r8tained reselves lo meet the

Fo￿ to face training has recommenced as COVID restrictions hav¢ lifted. Training has been offered and
ddivered lo other organisalions and our staff training is n¢)w a blend of online and in person as appropriate. We
We￿ suc¢es$ful in our tender lo become an appr(Ived provTder for Signalong training for Norfolk County Council
and h8V8 a contract in place until 2026. Funding was recéived from the National Lottery in 2019 to deliver
disability awareness workshops and Signalong sessions lo families free of charge. Due to the pandemic a
proportion of this fund remained unspent as 'in person, sessions were not possib￿. We have gained
agreement to use the remaining monies to provide sleep workshops and Signalong training ovor tha coming
months.

The Hamlet is ahNays striwng to provide the best possible support lo those vtho use our servicgs. To promdo a
highqualty service, we need to secure fvnds to support the pU￿haSe of equipment, building improvements and
lo fund salary costs of specialist posts. The Hive Family Support. Little Bees and the Adult Out of Hours seNces
are enlirety supported by charitsble giwng.
To meet th68e aims we do not have a dedicated fundraising team bul work closely wlh our professional
fundraising firm which has worked Y4rth The Hamlet for 18 year5 and supports us in our applications for funding
alongside our CEO and Senior Manayers. Felton Fundraising rais9d £120k in 2021122 and a similar level of
support is expected for 2022123. As of 10 June 2022. of the forecast donations of £263k for 2022r23 The Hamlet
has already received or had ￿nfIrmed £105k.
Our ￿ntral office team supports indNidual voluntary fundraisers. Our Marketing and Communications Lead left
in December 2021 to reluin lo leaching. We are Gurrenlty recrurting for a full tsme Marketing, Communications
and Fundraising Officer with a v7ew to increasing corporate gwing, individual fundraising. and legacies.
The￿ have been no complaints about fijndraising &tMty. All fundraisers. families and others Inlerested in our
work are given the option of signlng up lo our newsletters and infom)ation on events and h¢)W to opt out of this

a. Going ¢on¢em
After making appropri*e enquiries, the Trustees have a rea80nable expectation that tho Charity ha$ adequate
resou￿￿$ to continue in 0￿ratIon￿ existence for the foreseeable fvlure. For thi$ reason, they continue to adopt
th& going ¢onc8m basis in preparing the financial statements. Further detail$ regarding the adoption of the going
¢ono8m basis can be found in the accounting policie8.
The Board accepts that. as the country adapts to new ways of lI￿n9 and working, there may be some fluduation
in The Haml81'$ financial position over th8 next few month8 but is ¢Onm￿t that it$ robust managemant and
governance will maintain stability 0￿r the longgr temi.
b. Reserves pollcy
The Trusleos, haviro considered the potential risks facing The Hamlet and assessed the future plans, wish lo
relain reserves sufficient to pnsure an orderly withdrawal from operations, megling contractual obligations and
covering redundancy payments. Funds of £315,000 have been designated for thi$ purpose following a detailed
revw of costs {Janu8ry 2022}. The Chanty also has designalod funds for Buildings {£40,0001. £200,000 for
Ne•V Premises for Adults Services and £50.000 for The Square (rental property for adult services). fijrther details
of which are gNen in note 16 of the k¢¢Junts.
At 31 March 21)22, the Charty had fro9 r￿rVeS of £210.S62 (2021.. £135.962) (unrestricted funds which have
not been designated and are not represented by fixed assets). We are mindful of the balance of free reserves
we currently hold and will be reducing these in the next financial period, by designating a further £100,1)00
towards a￿ullIng a n8w premises for ourAdull Servitss.
c. Principal risks and uncertaintifjs
Although fundraising was at a heatthy level during 2021122. we are mindful of the fact that much of this fvnding
was COVID specific and Iherefofe not available h)nger tem. We must also take into account the increase to
National Living and Minimum Wage and National Insurance that comes in April 2022. In addthon, the Current
cost of living crisis with UK inflation sitknng at 9QA has to be managed.

This. combined with a package of beneffts, training, and the options of full and part-lime worting, will ensure the
Charrty remains a compelitwe employw in th8 markètplace. An activè recruitment programme has been
launched.

The commission8r8 of Short Break$ funding at Norfolk County Council are inviting tenders for provthry6 who
sh lo be included on a new framewoth beglnning on 1 April 2023 and wnning for 3 years. As an existing
provider we have part￿Ipated in the consultation pr￿e$S and plan to submit our appli¢ation in autumn 2022. We
have identified that our ¢urr8nl fees are bel¢)w market rate, and therefore when we submit our application il wll
be with a revised linc¥easedl lee structure. Looking ahead to 2023124 we would an1￿1pate the Short Breaks
$eTvice being able lo cover ils costs. The new framework wil also include provision for the Hamlet al Home
Seiwice.

The next year is going lo be challenging and we have budgeted accordingty, making savings where we can. Our
main targets are lo establish the Hamlet * Home service and continuing to explore an improved srte for Adult
SeNces. Until such time as a sullable and affordable option is found, we will continue to operale over two 5Fies
IElla Road and The Squarel. Any polenlial opportunities for new premises will be fvlly costed for review by th
Board, prior to making any financial commilmenls.
In Septembgrloctober the Trustees and CEO will meet to complete the review of our prèvious fNe-year strategi
plan and lo fim up our strategic planning for the coming years. These sessions will bg facilitated by an èxtemal
piofessional and will involve input trom Staff from across the organisation. service users and their familwd.

. Constitutlon
The Company is con$tilLrted under a Memorandum of Assctiation and Is a registered charity number
1000653.The organisation was set up as a charty in 1972 under the name of the Norfolk and No￿￿h Toy
Library. It changed it8 name to The Hamlet Centra Trust in 1984. It became a company limited by guarantee
with charitable slalus on 5 July 1990. Its Memorandum of Association eslablishgs the objects and powers of the
Company and the oiganisalion is governed under its Articles of Association. The Memorandum and Articles of
A$50cialion were revised in 1993. In the event of the Company being wound up membeTS are required to
contribute an amunt not ex￿edIng £1.

The management of the Company is the responsibilty of the Trustges, who are elected and ccpopted under the
temis of the Trust deed. The Trustees who seNed during tho year are Shown under Legal and Administrative
Information on page 1 of the Annual Accounts. The Directors of the Company are the Trustees. Under the
requirements ol the Memorandum and Articles of Association the three longest standing Tru5t8e$. or up to one
third of the total numbèr. musl resign al each AGM. They are eligible for re-election.
The Hamlet works with chiklren and young people with dis&ilities and their families. The Trustees seek to

operalKin of the Charity is delegated lo the CEO. The CEO is supported by the Opgrations Manager IRegistered
Manager) for Adutt serV￿e$, the Children's ServKe Senior Manager and the Finance Managers. Tho Workforce
consists of contracted staff and casual workets. The teams at the Children and Adults Centres are supported by
a small Gentral servi¢e$ team of finance officers. HR administrator and training team.
Volunteers". The Charity has a long history of engaging volunteers lo work wrth both children and aduhs.
Currontly there are 10 volunteers. engaged in various actNrtwJ across the organisation.

The pay and remunerdlion of The Hamlet's personnel are reviewed by the senior management team and Board

The Charity is a company lim(ted by guarantee. The Charity is both incorporated and domiciled in England

The membgrs of the Company are the Trustees and named on page 1. In the event of the Charty being
wound up, the liability in respect of the guarantee is limited lo £1 per member of the Charty- The principal

The Hamlet Centre TTUSI meets the definition of a public beneff( entty under FRS 102. Assets and

The Trustees are satisfied that the Charity have adequate resources to meet it8 liabiltties as they
fall due for a period of al least ￿Fve months from the date of approval of the financial statements.

the Charty will Continue as a going concern.

Expenditure is recognised once there is a legal or constructive obltqation to transfer economic benefrt

Expenditure on raising funds includes all expenditure incurred by the Charity to raise funds for its
charitable purposes and includes costs of all fundraising activities events and non-charitable trading.
Expenditure on charitable activities is incurred on directty undertaking the activrties which further the

furtherance of the general objeclNes of the Charity and which have not b88n designated for other

Designated funds comprise unrgslricted funds that have been set aslde by the Trustees for particular
purposes. The aim and use of each designated fund is set out in the notes lo the financial
Statements.
Restricted funds are funds which are to be used in accordan¢e with $peGitic restrictions imposed by
donors or which have been raised by the Charity for particular PUTposes. The costs of raising and

Under the agreement, Sl Raphael Club will transfer the remainder of its inloiest in the property to The
Hamlet Centre Twsl on 30 Juty 2025 or earlier by arrangemgnt. Howev&r, by mutual agreem8nl the
transfer now lake place during 2022. Due to the condition of the propety on the dale of transfer, the
Trustèes considered that it had negligible gross value to the Charty and have therefore ne4 included
value for this grfi in kind in the financial statements.
