operating in Chestw and the North West. Recently. lunding ha5 been pmvided for athvities ift rhe South
West. All these grants are relatej to youth acttvtties that enhance young people's safety, preparing them
for future ern￿OYMent. enabh.ng to achieve their wtential and. in so doirwj. strengthening local
commun¢tie5.
The Trustee5 have paid due regard to gu*JarKe issued by the Charity ComMiss￿n regarding public benefit
in deoding v4hat activit￿S the (harity should undertake.

Creative Leaming, Cheshire Youth United, and the Ntsrth West Young People's Cyber Security Safety
Initiative,. the lètter ts¥o under the auspices of the y(￿ Federati(M. Thls poliLy has od1ve￿d slgnfficant
benefits to innovative and highty effertfiv¢ initiativ¢s. led by inspTrring people. working in partnership.
In 2016 the chanty f￿￿ve￿ a major l*Jw from the estate of the late Mrs Gwen Mather (founder of the
Philip Barker Charity). The trustees sjeexled that these fttrK15 W￿￿Id be devoted to the estsblishment and
operatlon of the Phlllp Barker Centre for Creattve Leaming, within the educatlon department of the
University of Chester. initialty. for 5 yeaf5. This initral phase was completed by the grdnt mode on 25
August 2021. The fruits of thls inèt6aYve, wthich 5￿ght to stimulate innovatlve opportunities and the
ImplementaUon of new and eff¥¥ve approachts to teathing, learning and the use of creatSvlty wlthln a
range of contexts. are now embe4Jied in the Univer5ity's'i¥)dy of kTr)wledge'.

The Covid ¢￿sIS had a serious impact on all the LFniforrned youth grnups of the Cheshire Youth United
ICYU), rtsuttlng In a loss of Y(￿n9 people and volunteer5. PAldre59ng this d)allenge. the CYU, with
partners. a 'Jobs fale in1￿￿1¥e showcasing drverse oprx)rtunities for young people, encompasslng
partlclpation In youth gmups. volunteerfng p)sition5 and career pathways. Stimulatlng the 5hartng of
knowledge and experience, PaTbOPation induded members of a￿$￿Ire Scouts, St Johns Ambulance, Police
Cadets and RAF Air Cadets. The Y¢xJth Federatlon, alg) supkmyted by the charity. is working with partt)ers,
ncludlng the Cheshire and Warringion Pledge progrdmme which ts, effecttvely. acting as a brldge betsyeen
Industry young peO￿e and preparlng them for employment. wtth the r￿eSSary life skills and
leadership.
Slonlficantly, the effectiveness of grants made by the Cha￿ty is enhanced by the e$￿￿4$hment of enduring
partnerships with primary and secondary schools. courKsls. police, fire and rescve. vniver5ities {induding
teacher Irainifig providers) and national exp￿ts. These links a￿ being extended to Ind￿le private settor
employers, exemplified by the links with the Sci-Teth Daresbvry Centre.
Acknowledgfrng the success of partnering in the North West. the trustees establtshed an initial link in the
South West with the Gryphon sd10￿ in Sherbome. Cknrset, wlth a v*w to developing and lolnriy funding
an adventure tralnirwj snits"ative drawiNJ on ljest prthe derived from the Duke of Edinburgh Award
Scheme. The grants to the Gryphon Sctwl adventure trainlng inibauve totslled £69,IK)O.

Major Yoth Grants
Buildlng OTr the success of past years of parts)ering with the Youth Federation, major repeat grants were
made to the Youth Federation W West Young People's Cyber Safety initKative {£20.000) and Youth
Unlted prL¥Jrammes {£20.0001. RespJnd4ng to a special request from the Youth Federdtion, a further grdnt
of IÉIO,0001 was made to fvnd additional in-depth trdining around digital skills in cyber Security and
networkin9. The trustees have noted the need to provi¢Je mentsi healih support for unrfomied youth
groups. A grant of (£40.5001 was made to Unlvers6ty of Chester to fijnd the Phih"p Barker Centre for
Creative Leamln9.
Cornmunity Grants
The major grants to yLwJth oryanlsations have delIVe￿ benefils to k￿1 communtiles, thFough the well-
establish￿ links betsveen the youth organi￿t￿)n5 and their hxal o)mmunities.

Reserves policy
The trustees have the reseThes of the charity and a)ndvded that, in order to allow the chartty to
be managed eff￿￿ntlY and to provide a buffer. the unrestricted funds nrt invested in inve5trnents held by
the charity Should be rnaintained at a levd of apprDxirnately t¥•efve month5 anticipated expenditure. At the
balance sheet date reserves We￿ in excess of that amtyjnt. The tntstees o)ntlnue to monitor and review
thls policy.
There are no restrictions on the chanty's power to invest. The investment strategy is set by the trustees,
ith the advice of theFr sto¢kbroker5 (Investec). to whom the day-to-day management of investmertts is
delegatsd. The strategy Is to Invest in k)W fisk in¥esDI)ents. g¥eraJng suffident income to fund mlnor
grant5. The major grant to the Centre for Creative Learning was funded from capital in order to 5usiai
innovation.
The ￿$￿Its for the year show a defi¢it of funds of £L13.410 bef￿ the unwllsed h)ss on revaluatlon of
Ilsted Investments. The unrestrthd funds of the chatfjty amountsd to £1.635,810. This £an be compared
VI￿th the figures of past yea¥s:£1,776.554 at October 2022: EI,965,826 at (Ktober 2021.. £1,779.151 at
ortober 2020.
During this fiF*nthal year 9rants totalled £165,￿(1.
The Trustees continved to exercfse tight control over management and admlntstrab.ve costs, which totèlled
£1,920 11.40% of resour￿ expended) and investrnent management of the portfolio by Investec.
£10,680 {7.76% of re9jjr￿ expended}.
Acknowledglng that the thatlty woukl contynue to suffer from a rnyuced Income from Its Invertments. the
tnjstees authorised the reknse of fijnts from the sale of investments in order to Sup￿ernent gronts for the
current year. The additional funds required to meet approved grants were drdwn frorn the unrestricted
funds of the charity.
