REPORT OF THE TRUSTEES FOR THE YEAR ENDED 31 MARCH 2025
The trustees present their report with the financial statements of the charity for the year ended 31 March 2025. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
OBJECTIVES AND ACTIVITIES
Objectives and aims
The objects of the Charity are the promotion of Islamic religious education for the local Muslim community and to provide daily prayer facility. The Charity provides Islamic tuition to approximately 200-250 children and classes for Islamic education to adults of the Muslim community.
The promotion of good quality Islamic education has been a continuing aim and objective of the Charity since its establishment. The Charity also aims to promote a united community. It is continual in its condemnation of religious hate crimes.
The following are some of the activities/services provided by the Charity:

Public benefit
The Trustees confirm that they have complied with the duty in section 4 of the Charities Act 2011 to have due regard to public benefit guidance published by the Commission in determining the activities undertaken by the Charity.
Trust Advisors Solicitors
The Charity will, when required, seek legal advice from Whitmore Law LLP, 10 Cameron Road, Seven Kings, Ilford Essex IG3 8LA (Mr Abdul Rauf).
Independent Examiners
The Charity continues to use the services of its accountancy, Prestons and Jacksons Partnership LLP and is grateful for their on-going support.
Architects
The Charity has appointed Freeman Ankerman Partnership Ltd, 198 Providence Sq., Jacob Street, London SE1 2DZ to draw up plans and obtain Newham Council Permission to convert the shop premises at 236-238 High St. North, E12 6SB in Mosque prayer hall. The architect is also appointed to draw plans to convert the charity premises at 248 High St. North, E12 6SB into flats on the request of Newham Council.

ACHIEVEMENTS AND PERFORMANCE Madrassa Talimul Islam April 2024 - 2025 Achievements and highlights during the year
The whole of the premises at 241E High St. North has now been leased to Letslocate Ltd, which includes the car park, first and second floor of the building.
The revised planning application for the shop floor (formally 99p store) conversion were submitted to Newham Council in February 2020 for approval and in July 2020 our planning application was approved by Newham Planning Application Committee. Our solicitor Abdul Rauf (of Whitmore Solicitors) is currently in the process of agreeing a working framework (S106 planning agreement) between Madrassa Talimul Islam and Newham Council before we can start any building work. As of end March 2025 our solicitors have not been able to complete the working framework (i.e. $106 agreement) with Newham council. We still do not have a date when the $106 agreement will be completed.
An Annual Jalsa (prize giving) was held to mark the end of the Madrasah academic year. Many of the Madrassah students carried out activities that showed what they learned during the year, e.g. recitation of the Quran, give a short speech etc. The audience consisted of parents and other regular users of the Masjid.
The Charity invited a number of renowned Islamic scholars to give speeches on various Islamic topics, some topics included:

The Charity also organised two successful Youth Conferences where renowned young Islamic scholars were invited to part good advice to the young members of the community. Food was provided at the end to everyone who attended the event.
We restarted youth activities for 2 days a week (Friday after Madrassa and Sunday afternoon) at 236-238 High St. North for the Madrassa children. The activities include table tennis, table football etc. We also took the senior students and their teachers for paint balling, fun was had by all.
MADRASSA TALIMUL ISLAM PROJECTS
Womens Classes:
Madrassa Talimul Islam runs classes for Women who want to further their knowledge of Islam. These classes are very popular with women of all age groups.
In early 2013 we started Quran Tafsir (Quran Commentary) during the Women's classes.
These classes have been restarted after Covid-19 and relocated to 248A High Street North. Hifz Classes (Quran memorisation)

The hitz class promotes the complete memorisation of the Qur'an. There are approximately 15 boys in the class which are held twice every weekday from 6:15am to 7:30am and 5:00pm to 7:00pm.
Madrassahs:
Madrassahs are after school classes where Quran and Islamic knowledge are taught.
The Madrassah runs five days a week from 5:00pm to 7:00pm. Approximately two hundred children aged five and above currently attending follow a strategic curriculum.
We also run weekend madrassah classes from 9:30am to 12:30pm for those children who are unable to join the weekday classes. Approximately 50 children aged 5 years and above currently attend the weekend classes.
The Madrassah held its Prize Giving Day Ceremony where students were presented with prizes and certificates.
We organised a course titled ‘Safeguarding Children' for the Madrassa teachers during the year, this was given by an external organisation specialising in this field.
Mosque
This is where the five daily regular prayers take place as well as the main Friday congregational prayer.
Comprehensive translation of the Quran, in Urdu and English, is given by the Imam three days a week after a congregational prayer. One day a week the Imam also gives Islamic Fiqh and Hadeeth lectures.
A short lesson from the Hadith books is also given by the Imam at least once during the day after a congregational prayer.

Ramadhan
Madrassa Talimul Islam Charity invited Muslims to share food during the evenings in Ramadhan.
The food was provided from donation given by the community specifically for this purpose.
Islamic lectures were organised for the young members of the community, which were given by local young scholars in English.
Special Appeals (Zakaat and Sadaqaah) - Restricted funds
Madrassa Talimul Islam held appeals throughout the year to raise money for disaster areas around the world. A special effort to raise money for flood victims in India, Pakistan and earthquake victims in turkey was carried out. Other disasters benefitted from appeals were in Yemen, Syria, Iraq, Palestine, India, Pakistan and Bangladesh.

FINANCIAL REVIEW
Financial
The Financial Statements have been prepared implementing the 2005 Revision of the Statement of Recommended Practice for Accounting and Reporting by Charities issued by the Charity Commission for England and Wales (effective April 2005). As stated in the introduction to this report, the Trustees consider the financial performance by the charity during the year to have been satisfactory.
Total incoming resources, in the year, were £312,550 (2024: £370,293) while total outgoing resources were £244,494 (2024: £193,505) resulting in a surplus of £68,056 (2024: £176,788).
Total funds carried forward were £2,683,093 (2024: £2,615,037), all of which were unrestricted.
FINANCE
The Financial Statements that follow relates to the Madrassa Talimul Islam Charity the year to 31st March 2025. On approval the accounts will be sent to the Charity Commission.
The Annual Report and Statement of Financial Activities completed the full annual accounts.
We have been able to lease the whole of the building at 241E High Street North to Letlocate Ltd and negotiations for a new lease for the shop at 248A High Street are still in progress.
We have started raising funds for the renovation work to the ground floor (formally 99p Store) of 236-238 High Street North. The plans for this renovation were approved by Newham council in July 2020.
FUTURE PLANS
Aims of the Charity are:

To renovate 236-238 High Street North in line with the approved plans.
-
Renovate the building at 248A High Street North and bring it up to modem standard.
-
Introduce activities that involve the local Youths so that they feel part of the Charity.
~ Get involved in charity work to help the local community; this may be in partnership with other religious organisations.

The charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity.

The Charity
The Madrassa Talimul Islam Charity was established on 30th August 1990 as a place of worship and Islamic learning to cater for the needs of the Muslims and others in the vicinity.
Its main specialisation currently compromises of a Mosque and Madrassah. The Charity is governed by its Constitution which sets out its aims and rules.
Madrassa Talimul Islam Charity is continuously working with local authorities, charities and organisations to allow access to Islamic education and the use of our facilities.
Charity Trustees
There are six Trustees of the Madrassa Talimul Islam Charity who oversee the smooth running of the Charity.
Trustees are valuable assets for the charity because they bring an outside viewpoint and a wealth of experience and knowledge in community work.
Executive Council
The Executive Council of the Charity is elected by its members for a fixed three-year term. There are at least seven members of the Executive Council who oversee the day-to-day management and administration of the Charity. The Executive Council include three Office Bearers: President, Secretary and Treasurer.
Executive Council members are elected by the Charity members during the Annual General Meeting. To be eligible, the Executive Council member must be a member of the Charity and show an interest in achieving the aims of the Charity.
Finance
The Executive Council meet regularly to discuss the financial health of the Charity. One of the main objectives established by the Executive Council is to repay its creditors ahead of schedule.
The Charity has implemented its own strict financial procedures to ensure all assets, including money are used responsibly. The Charity ensures its Asset Register is kept up to date. The Charity adheres to the Money Laundering Regulations.
All Executive Council members pay due regard to the Charity Commission guidance on Public Benefit when deciding its activities, ensuring it meets the Charity's aims.
The Charity relies on donations from the community and fund-raising events to cover at least part of the running costs. Rental income from the Charities assets has helped to pay the Charities debts and ongoing expenses.
Barclays Bank Pic is used as the Charity's principled Bankers, with accounts also held at the Natwest Ple and Rayyan Bank.
Volunteers
The Charity relies a great deal on high quality volunteers. The contribution of changing the community is not only made by its Trustees and Staff but also many volunteers who give their time supporting the Charity in the planning and implementation of events and services offered.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Risk management
Possible risks facing the whole organisation are discussed in the Executive Council meeting. Systems are consistently being reviewed and updated as and when warranted to diminish identified risks to an acceptable level. Control systems, insurance cover and other measures are used as appropriate.
The Executive Council also recognises the need to maintain the Charity's independence and develop income strategies to ensure the Charity's financial stability well into the 21st century.

Independent examiner's report to the trustees of Madrassa Talimul Islam
I report to the charity trustees on my examination of the accounts of Madrassa Talimul Islam (the Trust) for the year ended 31 March 2025.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act).
I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.
Independent examiner's statement
Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a member of the Institute of Chartered Accountants in England and Wales, which is one of the listed bodies.
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or 2. the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements and assessment of going concern
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland’ and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
Going Concern
Although net movement dropped in the year to £68,056 (2024: £176,788) compared to previous year, the Board of Trustees are confident that they would be in operation for the next twelve months.
Therefore, the account bas been prepared as a going concern basis.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Donations are recognised when the charity receives them.
Investment income is recognised on receivable basis.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Tangible fixed assets
Tangible fixed assets are stated at historical cost less accumulated depreciation and any accumulated impairment losses. Historical cost includes expenditure that is directly attributable to bringing the asset to the location and condition necessary for it to be capable of operating in the manner intended by management.
Depreciation is charged so as to allocate the cost of assets less their residual value over their estimated useful lives, using either a straight line or reducing balance method, as indicated below.
Depreciation is provided on the following basis:
Freehold property - 1% on cost Fixtures and fittings - 25% on cost
The assets’ residual values, useful lives and depreciation methods are reviewed, and adjusted prospectively if appropriate, or if there is an indication of a significant change since the last reporting date.

Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
Debtors
Basic financial assets, including trade and other debtors, are initially recognised at transaction price, unless the arrangement constitutes a financing transaction, where the transaction is measured at the present value of the future receipts discounted at a market rate of interest.Such assets are subsequently carried at less any impairment.
Creditors
Basic financial liabilities, including trade and other creditors, loans from third parties and loans from related parties, are initially recognised at transaction price, unless the arrangement constitutes a financing transaction, where the debt instrument is measured at the present value of the future payments discounted at a market rate of interest. Such instruments are subsequently carried at amortised cost using the effective interest method, less any impairment.
Pension costs and other post-retirement benefits
The charity operates a defined contribution pension scheme. Contributions payable to the charity's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.
Qardh hassana
Concessional loans - These are interest free concessional loans from the community to the charity, which are repayable on demand and are showed as other creditors within one year.
